RE: Augusta-Richmond Utilities; Little Spirit Creek Wellfield
Due to unforeseen difficulties, delays and changes in sequence of the work plan, additional time will
be required to complete the project. As discussed in our meeting September 14, 2000, additional
time incurred to date and anticipated is as follows:
1. Property acquisition for wells #2 and #5. (Delay in beginning site work and test hole
drilling.) 4 weeks
2. Abnormal and unforeseen geologic conditions were encountered while drilling the test holes
at Wells #1 and #4. Unstable soils allowed hydraulic communication of drilling fluid from
the borehole back to the ground surface area surrounding the well. Severe erosion of the
borehole wall and displacement of the "Pit" casing resulted. Several times cement grout was
pumped into the earth at various depths in order to stabilize the soils and facilitate re-drilling
of the boreholes. These problems occurred at both locations requiring approximately twice
the normal amount of time to complete well construction. (Well #1: 3 weeks delay; Well
#4: 4 weeks delay) 7 weeks
3. Due to unknown hydrological characteristics of the Well field, it was agreed to evaluate the
performance of wells #1, and #4 prior to final design of Wells #2 and #5. A gap in
construction progress has subsequently occurred for evaluation, decisions, and ordering of
construction materials. 4 weeks

4. In the interest of balancing the draw down levels at each well, it has been agreed to delay
final pump (and electrical starter) sizing until test pumping of the final two wells are
completed. We expect approximately four to SLX weeks additional time required to order and
install the four pumps and electrical equipment as planned. 6 weeks
Total: 21 weeks

The final well construction and pumping tests are expected to be completed in December and the
first pump ready for operation in mid January 2001. Final completion of the vaults, piping, pumps,
and electrical at Wells #2 and #5 is expected by February 28, 2001. In consideration of the
additional time required to prosecute this project is our request for Augusta-Richmond County to
extend our contract to approximately February 28, 2001.
