Messerly WWTP Equalization Facilities Final Change Order Dear Mr. Wiedmeier: Enclosed is the Final Change Order for the referenced project We have reviewed this change order and evaluated the Contractor's claims for additional costs. Our recommendations are as follows: 1. Previously approved field modifications. These items had been previously submitted as field modifications and had been approved by the Owner on our recommendation. We concur with the amount. 2. Misc. Pipe Supports. This covers the increase in the air piping size from 6" to 8" for the scum corral. We concur with the increase for the cost of the larger valves. 3. Concrete Pipe Supports, We do not concur with the Contractor's argument. 4. Electrical Changes. We concur with items 4,5,6, and 10, 5. Thrust Blocking. We concur with the Contractor. 6. Drop Pipe Modifications. We do not concur with the Contractor, 7. Pinch Valve Replacement. We do not concur with the Contractor. 8. Interest on Retainage. We concur with the Contractor, 9. Plant Shut Downs. We concur on the Wash Water pipe tie in and recommend 1 week's delay compensation. Mr. Tom Wiedmeier, P. E. Back-fill handling. extra stone and grading, We concur that the contractor had to handle the earth fill repeatedly due to the water retention of the on site soils, This was excessive and could not have been anticipated by the Contractor at the time of the bid. We disagree with the Contractor that excessive testing caused delays, The delays were caused by the necessity to handle the soils repeatedly due to its water retention. We recommend compensation for additional site grading, the use of extra stone, and 'h of the cost of additional handling, as shown on the attached Final Change Order Worksheet. 11. Extra Work at Valve Station. We concur with the Contractor. 12. Extra Work at J/O Box. We do not concur with the Contractor. The Contractor's request amounted to $ 216,704. Our recommendation is for an increase of$ 83,083. Addingjhe inter.esLon retainage and the previously approvedJielL modificatiolJS raises the Final Change Order total to $ 119.882.. The original Contract Pnce, including the pre-award Change Order No.1 was $ 4,222,915. The total amount of the two Change Orders (C.O, #2 and Final C. 0.) on this project is $ 207,374, This represents a 4.9010 increase on a very complex project. We are very pleased with the quality and cost of the project. We also recommend the contract time be extended to the date of substantial completion July 19, 1996. We are forwarding the Change Order to the Contractor for execution, We are requesting by copy of this letter that S, A. C. execute this Change Order and return it to our office with the Release of Lien, Record Drawings, and Final Pay Estimate. for the project .Please process this Change Order so that we can close out this project.
