We have installed approximately 4000 If of chain link fence including 4 foot. 5 foot, and 6 foot in
height in and around the resi~ential yards of homes off of SandBar Ferry Rd. and surrounding
neighborhoods. The working conditions were extremely difficult. The normal process is to come
in, dig the holes, set the poleS, allow them to set up and then come back and stretch the fabric. We
were not allowed to do this. Over half of the fencing installed had to be reinstalled because before
we could finish stretching thb. fabric, the fence would be torn down. We spent over half our time
tearing out new fence which had ben destroyed beyond repair. On numerous occasions, we had to

go to some of the yards at le~st 3 different times. All of the cross fencing between streets has been
destroyed and torn down wit~out exception.

In our original lump sum cohstruction price, we included $9,900.00 for fence work. Because of
the "call backs", we were forted to continue paying people to put up new fence time and time
again. Our cost for fencing is' $18,369.50. We are asking for this amount, plus 10% overhead and

As you possibly are aware, we have had significant vandalism on the above referenced
project. Our biggest concern at this point is the destruction and theft of chain link fence.
We are very near the completion of this project and will be requiring our contractor, Beam's
Pavement Maintenance, to replace all damaged and/or missing fence as well as addressing any
other item of work that needs attention prior to a final acceptance of this project.
This vandalism and theft will be very expensive to Augusta-Richmond County as well as to
the contractor. We will cause the contractor considerable expense in the scheduling of his
personnel, his subcontractors and his acquisition of additional materials that will be needed
to replace the vandalized and/or stolen materials.
We have photographs and other documentation regarding most of chain link fence vandalism
and/or theft which we will reference in our request for a Change Order to fund this extra work.
It is our opinion that it will be necessary to hold a final inspection immediately after the repairs
and/or replacement of the fence and other items in order to catch the project in an acceptable
condition. It is also our opinion that repairs and replacements of items such as the fence will
be a continuing maintenance problem for which we cannot hold the contractor liable nor
should Augusta-Richmond County continue to maintain situations that result from blatant
disregard for public property.
