included in the scope of work. Work shall be performed in accordance
with letter of proposal from Southern Environmental Services dated
February 27, 1997.

Change Order Number 2, Demolition of Hangar (Morris Commuriications)
Bush Field submiued an agenda item for the payment of a change order related to the demolition of
hangar facilities at Bush Field; the indication that the change order was related to asbestos abatement
is partly in error in that the change order is not solel.,y related to asbestos removal Before demolition.,
the property contained one large common-use hangar (original Hangar #2) and one smaller structure
< original ~ #3), which was being utilized by Morris Communications. The original contract for
demolition in the amount of $42,000. was approved by ColUlty CoJlllDission for the demolition of the
Hangar #2. A change order fur asbestos abatemcnt.for demolition of this larger hangar was incurred
in the amount ofSlS,935. Both the demolition and the asbestos abatement were paid under- purchase
order #134923.
The lease agreement with Morris, approved by County Commission, was entered into on a design-
build basis. Based upon the space required to build the Morris hangar, and Bush Field's desire to
reser.'e adequate space for future construction of a larger common-use hangar, it was subsequently
detennined 1hat the smaller structure occupied by Morris Communications should also be demoHsbed
and this was appropriately included in the capital budget. The cost of demolishing this hangar is
$23,200 for demolition, $5,600 for asbestoS abatement. and $1,500 for asphalt removal (for a total
of $30,300). As required, we are submitting the $28,800 change order ($23,200 plus $5.600) to
Commission fur approval since both are over-the required amount of $5,000.
As per the lease agreement with Morris Communications, Bush Field (the lessor) is to pay for aU
costs associated with demolition; however, such costs are allocable to the lease with Morris when the
project is Complete. All of the smaller hangar demolition will be attributable to the Morris hangar that
is being built.
Sufficient funds for this cbange order have been budgeted from the Airport revenue fund. The funds
are available in account 71-5703-00..Q821.
