This is to attest that CH2M HILL has reviewed and agrees with the modifications to the Clearwell
Baffling and Chemical Addition project proposed in Change Order No.1. From our perspective as
Program Managers for the bond issue projects and Resident Observer on this project, we believe the
modifications are necessary for the successful completion of the project and operation ofthe water
treatment plant.

Re: Highland WTP Change Order # 1
Dear Jim:
Enclosed are 5 copies of Change Order # 1 signed by the Contractor and by us. We have negotiated
with the Contractor on your behalf and reviewed each proposal. We recommend approval of the
change order as submitted. A summazy of the change order items is attached and copies of each
proposal and pertinent correspondence are included for reference. In summary, the items can be
grouped as follows:
1. Repair 2 high service pump motors and clean electrical switchgear (POO)
2. Replace leaking fitting and 2 oil-lubricated valves and affected piping (p01C, POID.I, P01D.2,
P03, P04)
3. Install additional bracing and temporarily relocate duct bank in order to install valve (P02)
4. Replace I additional oil-lubricated valve and inspect, drain, and dispose of gear oil (P06, P07,
PlO)
5. Purchase part for horizontal mixer and provide startup services (P08)
6. Replace leaking valve (P11)
7. Install duct manhole in Central Avenue (PI2)
