Dear Mr. Drown,
This represents documentation for work completed on November 21,2000
concerning repairing existing floor cracks in Clearwell #5. By wheel
measurement the total lineal feet repaired is 3,216 feet.
Per our proposal dated November 13, 2000 at a unit pricing of $ 4.80 per lineal
foot this yields a total sum of $ 15,436.80. We request this amount be
processed to be available for next month's billing (i.e., December pay cycle),

Dear Bob:
We have received the price proposals from Aqua South and are forwarding them attached. Our
recommendations are as follows:
1. Repair of existing cracks in concrete floor of c1earwell #5 - $4.80ILF - We
recommend that this proposal be accepted. These cracks were originally repaired
approximately 17 years ago and need to be repaired again. Leakage in the clearwell
could affect the quality of the water, and further leakage around the bases of the
columns could lead to further settlement, increased leakage and eventually could result
in a progressive failure. The price per lineal foot offered amounts to approximately
$15,400, but I see no other safe alternative. Rob has informed the contractor that
keeping the floor dry is at his expense, so we must act as soon as possible.
2. Rates for cleaning c1earwell #5. We feel that these rates are reasonable and
recommend acceptance. (See breakout.)
3. Deduct for valve #5-3 - <$13,375.19> - We recommend that approval be held in
abeyance until we determine whether or not exercising the valve results in any
improvement.
4. Clearwell crack repair (Crash Site) - $1881.00 - Recommend approval.
5. Final Costs associated with diver on valve #5-3 - $1590.00 - Recommend payment.
Please let us know what the disposition of these items is in order for us to inform the contractor.
The filling of c1earwell #5 will affect the continuation of his work, the city also may have to pay
for additional dewatering of the clearwell if delays are encountered.

The repair of existing cracks in the floor of Clearwell #5 can be repaired for a unit
pricing of $ 4.80 per lineal foot using the application procedure and detail
attached. This price rate is for application only and does not indude any effort
towards dewatering, etc. Based on our initial inspection subsequent to
completing the Clearwell Cleanup we estimate there to be approximately 3200
lineal feet of random cracking.
Please note the attached repair detail and procedure for your review. A speedy
decision concerning this work would be most appreciated. Thank you for your
assistance.

Re:Underwater Pipeline Inspection

This document covers the findings from the September 13,2000 ACMS dive inspection
of a 30"pipeline and valve for Aqua South at the Augusta Ga. Potable water facilities
eastern clearwelL The initial plan for the dive was to enter the 30" pipeline to determine
whether or not the valve was operable or if it could be forced open. When we were called
about this job we were informed that the flow of the pipe would be minimal and that the
flow direction would be against the diver such as a headwind. but this was not the case.
After a quick review of the clearwell and the pipeline underwater I found that the flow of
the line was stronger than previously believed and that the flow was entering the pipeline
instead of exiting. In an attempt to penetrate the pipeline I learned that the inside of the
pipe was covered with a very slick algae like substance which would make it virtually
impossible for me to push myself backward out of the pipe ifa problem should occur. I
came to the conclusion that the dive was unsafe under these conditions was consequently
not feasible.
After the dive was abortecL the workers on site were directed to open and close the
valve repeatedly to try and break it free so that it could close completely. The valve was
opened and closed several times until we felt that it had broken free. and was closable.
The valve was put into the closed position. and another dive was done. to determine if the
flow had stopped. There was no perceivable flow going or coming from the pipeline. We
were then asked if we could go into the pipeline and check the valve, to make sure it had
closed completely. This was considered not feasible for diver safety reasons. There was
no way to determine if the valve in question was under differential pressures[(this is one of
the leading causes of fatal accidents in ~he commercial dive. industry) see ADC video
included in the correspondencel. Everyone on site agreed that it was likely that there was
a 90 degree turn in the pipe between the entry point and the valve in question. and this
posed another potential diver hazard.

Per your request we Quote the additional repair of the vertical expansion joints in
Clearwell #5 for the lump sum of One Thousand, Eight Hundred Eighty-one
Dollars [ S 1,881.00 ] exactly. ThiS repair involved the repair of 28 lineal feet of
expanSIon joint and approximately 4 feet of horizontal crack. All work was
completed using the materials and procedure (i.e., GACO-FLEX) previously
approved for the base contract.

Re:Underwater Pipeline Inspection

This document covers the findings from the September 13. 2000 ACMS dive inspection
of a 30"pipeline and valve tor Aqua South at the Augusta Ga. Potable water facilities
eastern clearwelL The initial plan for the dive was to enter the 30" pipeline to determine
whether or not the valve was operable or if it could be forced open. 'Nben we were called
about this job we were intonned that the flow of the pipe would be minimal and that the
flow direction would be against the diver such as a headwind. but this was not the case.
After a quick review of the clearwell and the pipeline lUlderwater I tound that the tlow of
the line was stronger than previously believed and that the flow was entering the pipeline
instead of exiting. In an attempt to penetrate the pipeline I learned that the inside of the
pipe was covered with a very slick algae like substance which would make it virtually
impossible for me to push myself backward out of the pipe if a problem should occur. I
came to the conclusion that the dive was lUlsate under these conditions was consequently
not feasible.
After the dive was aborted. the workers on site were directed to open JI1d dose the
valve repeatedly to try and break it free so that it could dose completely. The valve was
opened and closed several times until we felt that it had broken free. and was closable.
The valve was put into the closed position. and another dive was done. to determine if the
flow had stopped. There was no perceivable flow going or coming from the pipeline. We
were then asked if we could go into the pipeline and check the valve. to make sure it had
closed completely. This was considered not teasible tor diver safety reasons. There was
no way to determine if the valve in question was under differential pressuresf(this is one of
the leading causes of futal accidents in t,he commercial dive, industry) see ADC video
included in the correspondence 1. Everyone on site agreed that it was likely that there was
a 90 degree turn in the pipe between the entry point and the valve in question. and this
posed another potential diver hazard.
