This price includes application and any necessary surface prep (dewatering and cleaning) based on existing conditions. The change order consists of repairing the cracks in the concrete floor slab of ClearweU # 1 at the Highland Avenue Water Treatment Plant. The clearweU is over 100 years old and has developed cracks in the floor slab that allowed water to leak out of the stmcture. The cracks were discovered as a part of the current project at the plant to repair the interior of the brick walls of the clearwell. The change order consists of disassembly and removal of three 30-inch influent pipes within Clearwell #2 at the Highland Avenue Water Treatment Plant. Also included within the change is the installation of a 6- foot square access hatch in the clearwell roof slab to facilitate removal of the pipes. The piping, as currently configured, limits the hydraulic flow capacity of the water treatment plant. By removing the influent piping, the capacity will increase by approximately 15 million gallons per day. The cost for the change order is $9,354.00. Box 747 Pooler ,G.A 31322 Re:Underwater Pipeline Inspection Mr. Wadc' Woodring This docwnent covers the findings from t1le September 13, 2000 ACMS dive inspection of a 30"pipeline and valve for Aqua South at the Augusta Ga. Potable water facilities eastern clearwell. The initial plan for the divc was to enter the 30" pipeline to determine whether or not the valve was operable or ifit could be forced open. When we were.called about this job we were informed that the flow of the pipe would be minimal and that the flow direction would be against the diver such as a headwind, but this was not the case. After a quick review of the clearwell and the pipeline underwater I found that the flow of the line was stronger than previously believed and that the flow was entering the pipeline instead of exiting. In an attempt to penetrate the pipeline I leamed that the inside of the pipe was covered with a very slick algae like substance which would make it virtually impossible for me to push myself backward out of the pipe ifa problem should occur. I came to the conclusion that the dive was unsafe WIder these conditions was consequently not feasible. After the dive was aborted, the workers on site were directed to open and close the valve repeatedly to try and break it free so that it could close completely. The valve was opened and closed several times until we felt that it had broken free, and was closable. The valve was put into the closed position, WId another dive was done, to determine if the flow had stopped. There was no perceivable flow going or coming from the pipeline. We were then asked ifwe could go into the pipeline and check the valve, to make sure it had closed completely. This was considered not feasible for diver safety reasons. There was no way to determine if the valve in question was under differential pressures[(this is one of the leading causes offata! accidents in the commercial dive industry) see ADC video included in the correspondence]. Everyone on site agreed that it was likely that there was a 90 degree turn in'the pipe between the entry point and the valve in question, and this posed another potential diver hazard. This repair involved the repair of 28 lineal feet of expansion joint and approximately 4 feet of horizontal crack. The diver investigated the status of the valve while the clearwell was still full. The removal of the ex"telior brick, vertical crack repairs, and replacement of the brick veneer was a result of the airplane impacting the side of the clearwell.
