Per your request, we propose to install a single 30" Linestop valve to enable
installation of Valve #5-3 for the lump sum price of For1)r-five Thousand, One
Hundred Fifty-three Dollars [ $ 45,153.00 ] exactly. Our scope is detailed
below for your review.
SCOPE: All labor, materials, equipment, and subcontri.lcts to expose the
necessary pipe to install a single 30" Linestop Valve to stop flow into Clearwell
#5. Removal of stoppel vnlve, traffic control and permanent restoration per
Engineer's Office, City of Augusta is included in this sccpe.
NOTE: If stoppel valve is required beyond three days then a
daily charge for valve rental will be incurred for ea-:;h day
thereafter at $1,100.00 per day.

Line Stopping
Line stopping is a means of temporarily stopping flow in an operating pipeline. Line stopping
can be used to isolate piping systems for repairs, alterations, or relocations. If used in
conjuction with bypass lines, product flow can be continued around the isolated section of pipe
to be repaired.

The following is the basic procedure used to perform a pivoting head line stop:

Line stop equipment is installed on the temporary tapping
valve and the valve is opened.
Line stop head enters the pipeline through the hot/wet tap
connection.
Temporary seal is achieved and pipeline flow is stopped
(unless bypass is in place).
Repair, alteration, or relocation of the pipeline is performed.
Line stop head is removed from the pipeline through the

8. Tapping machine is installed on the temporary tapping valve.
9. Temporary tapping valve is opened and the completion plug is installed in the branch of the
line stop fitting and locked into position.
10. Line stop equipment and temporary tapping valve are removed from the line stop fitting.
11. Blind flange is installed on the line stop fitting.
A line stop procedure usually begins with a hot/wet tal2J2!Qfedure. The tapping fitting, however, is
provided with a Close-Sure flange so the valve may be recovered upon completion of the procedure.
In this case the tapping fitting is referred to as a line stop fitting. In addition to the hot tap equipment,
the line stop machinery consists of a stopping head inserted into the pipeline by an actuator. After the
stopping operation is complete and the line stop head is remove, the Close-Sure flange receives a
completion plug to seal the branch of the line stop fitting which allows the temporary valve to be
recovered.

Dear Mr. Davis,
.-, We forward a letter concerning valve insertions from IPSCO. Additionally, our
research confirms their their opinion. MUELLER no longer manufactures
insertion type valves. U.S. PIPE does maintain the capability to manufacture this
type of valve up to 20". The only company who installs insertion type valves is
FREE FLOW, INC (Mr. John Reef, 630-985-1945). Given this information, it
appears that the valve insertion method is not an alternative.
Additionally, we recommend you visit IPSCO's website [ hottaps.com ] for more
information concerning the line stop procedure. We attached a schematic of the
tapping sleeve for your review. This is the fixture that will remain in place once
the line stop is removed.

It was a pleasure to speak with you this week about the project in Augusta. As we discu~ we
used to be in the "Valv.e Insertion" business in the mid 1970's. Since then, we have pioneered the
more recent "Line Stop" technology and routinely do .'Valve Insertions" with this m.ethod.
One of the main reasons we don't insert valves any more is the use oflead at the joints. This
practice is antiquated and generally frowned upon by most cities and municipalities.
The second reason is sole sourcing for the"valve" and the equipment to do this work. It really
limits OUT ability to offer a fair cost to our customers when we are at the mercy of one valve
supplier for all the material and equipment on this type of project.
Finally, our experience has demonstnlted that our system is much Jess labor intensive and therefor
much more cost effective. We have been doing Linestops from 3/4" to 60" all over the world for
30 years and our technical crews are second to none in the industry.
