SUBJECT: Change Order Number Two In the amount of$9,500.00 RE: Central Shop, 1568 Broad Street Facility Site Monitoring As a Corrective Action Project File Reference: 88-057 OA TE: March 31,2000 Recently a Corrective Action Plan - Part A (CAP-Part A) addendum was submitted to Georgia Environmental Protection Oivision(EPO) to address Underground Storage Tanks (UST) associated contamination detected at the Central Shop Facility. "No Further Action Required" letter was requested initially; however, EPO raised ~oncern about presence of residual contamination at the site. As an alternative, semi-annual monitoring and reporting of groundwater for two years were proposed as an interim corrective action. EPO approved the proposed alternative on February 11, 2000 and requested to submit timetable to complete the proposed activities. We proposed to perform semi-annual sampling during the months of June 2000, December 2000, June 2001 and December 2001. Proposed Corrective Action is the cost-effective plan to comply with Federal and State UST regulations. Change Order 2 will cover the cost to complete the activities proposed under CAP-Part A. Environmental Site Assessment and CAP-PartA were completed by Envirorunental Management Associates (EMA). Therefore, EMAwas contacted to submit a proposal to complete the proposed additional activities. EMA personnel past involvement to address the groundwater quality assessment issues at the Central Shop site and interaction with the EPO on our behalf will help to addressEPO concerns (if any) with regard to residual contamination and also keep the proposed work cost minimum. No. 9121077*1 Pursuant to our recent conversation, Environinental ManagemEmtAssociates(EMA) is pleased to submit the following cost estimate to complete the proposed semi-annual groundwater sampling and reporting requirements for the:abovereferenced facility (Facility). Our proposal includes the costs associated with four semi-annual sampling events. In accordance with the Corrective Action Plan - Part A (CAP-Part A) Responses dated December 23, 1999, EMA has prepared a Monitor Only Plan that details the semi-annual groundwater monitoring activities for two years (2000 and 2001). The Monitor Only Plan and the estimated costs to complete this work are discussed in the following sections. Monitor Only Plan - - The semi-annual groundwater monitoring events will consist of the sampling of seven existing monitoring wells (MW-2, MW-3, MW-4, MW-5, IW-1, IW-3, and IW-6) for benzene, toluene, ethylbenzene, and xylenes (BTEX) by SW-846 method 8021B. Monitoring well MW-1 will be used to monitor the background concentrations. To demonstrate that natural attenuation is occurring, EMA also recommends that these wells be measured in the field for dissolved oxygen (D.O.), oxidation/reduction potential, and pH. Monitoring well MW-1 will be used to monitor the background concentrations of the geochemical parameters. The re~;utts of the sampling and analysis events will be reported to the Georgia Environmental Protec:tio:hDivision (EPD) in a semi-aI)l1ualgroundwater monitoring report within 45 days of the sa.mpling events. The reports will include a brief summary-of the Facility background, a sumni.ary of findings that will include tabulated data and a potentiometric surface map, a site ranking, and an evaluation to determine if a CAP-Part B will be required for this Facility "or if the Facility qualifies for a "No Further Action" status. ;Iir--.., .~~~ .' February 16, 2000 Reference No. 100 -2- If awarded the work, EMA will prepare the proposed milestone schedule for submittal to EPD at no additional cost. EMA will also transport'the existing three drums of soil cuttings to the Augusta-Richmond County Landfill at no additional cost. However, this does not include the cost for disposal. Estimated ecst Based on the Scope of Work described above, EMA's estimated cost to complete these activities on an annual basis is $4,750 ($9,500 for two years).
