Attn: Jim Parnell, Project Manager 201 Buford Drive Lawrenceville, GA 30045 Re: Butt Bridge Substructure Repair- Defective Material File Reference: 76-035 & 00-0 1 4(A) Project Number: 323-04-200823130 Dear Mr. Parnell: On September 19,2000, this office returned your request for payment for $8,678.25, which is 10% of the billed amount for the portion of the repairs that utilized the pre-placed aggregate (PPA) method. The testing conducted on the grout used in the PP A sections has provided results with less than the specified compressive strength requirement of 3000 psi. The latest test results conducted July 3, 2000, which was approximately sixty (60) days after the PPA was completed, yielded an average compressive strength of less than 1000 psi. This grout is deemed "defective material" as defined in the General Conditions of the Contract. At this time this office does not accept the associated portions of the contract work that utilized this defective material, and therefore, final payment can not be approved. The PPA method was utilized on portions of the North Intennediate Bent- Column 1 and South Intermediate Bent- Columns 1-13. The following is our proposal for this situation: · The affected columns shall be evaluated by bridge divers in February 2001 and May 2001. This will be approximately nine (9) and twelve (12) months after the PPA was completed. The Georgia Department of Transportation's Office of Maintenance.Bridge Inspection Section has agreed to conduct these underwater inspections. The repairs were conducted during an unusually lengthy dry condition of the canal. It is expected that the Canal will be running full until the next possible draining around February 2002, and the columns will be submerged until that time. The Augusta Canal Authority has infonned this office that draining the Canal depends on the specific needs for the draining. Typically, the draining occurs to allow the mills along the Canal to perform maintenance on their intakes, because there are several mills that utilize the Canal to generate power. · If the underwater inspections indicate that the PP A sections are performing adequately, then during the next draining of the Canal, the PP A columns shall be cored in a minimum of six (6) locations. These cores shall be tested for compressive strength to determine if any increase in compressive strength has occurred. Based upon the inspection in a dry condition and the results of the testing, a final decision will be rendered. X. { .-. . ; Butt Bridge Substructure Repair. Defective Material November 21,2000 Page 2 · If the underwater inspections indicate that the PP A sections are failin~ then the defective material will be rejected. A proposal of repair would need to be submitted within ten (10) days after notification by this office that the material is being rejected. The severity of this possible situation would have to be assessed to determine if the structural integrity of the . bridge is injeopardy, and a decision would be made as to whether or not the Canal should be drained as soon as possible for repairs. The above noted provisions will require that the original contract time be extended. Pursuant to Section 10.4.1 of the contract, a change order has been prepared that increases the contract time 671 days in order to incorporate these provisions. This time was calculated from the original completion date of April 30, 2000 to the end of February 2002. If this is acceptable, please execute the attached three original change orders and return to me to be submitted to the Augusta COmmission for approval. This proposal is presented in an attempt to determine if the defective material can be accepted. Time will be the primary factor to determine if the grout is adequately performing. Per Section 13.13 of the General Conditions of the Contract, the Contractor shall bear all direct, indirect and consequential costs attributable to the Owner's evaluation of the detennination to accept such defective work.
