Original Contract Cost: $51,374.00 Total WQrk Completed: $68,541,17 Amount of Change Order: $17,167.17 The above additional charges where incurred due to several factors listed below. * Modeling the effects of the well field took more effort than anticipated, due to the large size of the modeled area. The Engineer's estimate was for a model about one half the size actually required to simulate the proposed 15 MGD wellfield, * The GA GGS requirements developed in November 94 for well- head protection were not available when the job was originally proposed; The Engineers were required to develop a discussion of the County's plan to meet these requirements with the wellfield permit application, * The County requested a few additional services, including submission of a permit application for the existing well. Georgia 30906-5408 Subject: Budget and Schedule Status for KC Wellfield Project Dear Mr. McElveen: As you know we are nearing the end of the subject project and we need to alert you that the project cannot be completed by Parsons Engineering Science (parsons) within the original budget estimate. To date we have incurred the following costs compared to earlier cost estimates (originally prepared May 1994 and revised Jan. 1995): IilW Est Labor & ODes Actual Labor & ODes Preliminary work. 2 pump tests. modeling. and report (completed) $57.748 $61,401 Meet wI state & prepare permit application (not complete) $3.955 $1,494 Project Totals to date $61.703 $4,850 $62.895 Estimated Costs to Complete Project Est. Total at Completion $67,745 From this table you can determine that we are already over the authorized budget. and we have not completed the permit application for the new wellfield. As indicated. we now estimate we will need a budget ceiling of $67.745 to complete the project. There are several factors that led to this situation. including: . Modeling the effects of the well field took more effort than anticipated. due to the large size of the modeled area. The County has requested a few additional services, including submission of a permit application for the existing well. Overall, we believe the work has progressed well and that the GA EPD will approve the permit once submitted. Regarding the schedule, we suggest that you consider the end of June as urget completion date. We have yet to hear from Mr. Serefli, or any GA GGS employee, to setup a meeting to discuss our modeling report and the potential effects of the new wellfield. Please call Craig Sprinkle at 404/235-2370 if you wish to discuss this request for additional funding. Fax: (404) 235-2500 February 1, 1996 Mr. Patrick Dillard Richmond County Water & Sewerage Department 2760 Peach Orchard Road Augusta, GA 30906-5408 Subject: Documentation of Job Charges - KC Wellfield Project Dear Mr. Dillard: Per your request today I am writing to explain the charges incurred by Parsons Engineering Science (Parsons) and billed to the County for the subject project. As you know our total billings of $68,541.17 exceeded our cost estimate to complete the project. Based on assumptions contained in our letter to Mr. McElveen dated May 17, 1995, Parsons estimated a total cost at completion of $67,745. As the work actually developed, Parsons was not able to complete the project as soon as planned; the DNR personnel were not available for a required meeting until August. Following the August meeting with the DNR, Parsons prepared a second wellfield permit application for submittal to the GA DNR. The extension of the project and the extra permit application accounts for the $796.17 that we billed the County above the $67,745 requested in May 1995.
