Cranston, Robertson, Whitehurst P.C. 452 Ellis Street Augusta, Georgia 30901 Subject: Change Order request (Mod 2) to GBI Remediation Project (Contract between City of Augusta and AECS, dated and signed 25 October 2004) Dear Mr. Welch: Per instructions from Augusta contained in the subject contract, AECS herewith requests a change order to increase the contract amount from the original-plus-Mod-l not-to- exceed amount of $60,000, to a modified not-to-exceed amount of $145,000. This constitutes an increase to the currently modified contract amount of an additional $85,000. The justifications for requesting the additional funds are as follows: 1. Continued increase of the weight of contaminated material found on the site during excavation (a final total of 1300 tons versus the original estimate of 428 tons). 2. Additional paving requirements due to the tripling of the amount of pavement and curbing which had to be removed. 3. Increased loading, transportation and disposal costs due to the added material which has been excavated and must be removed from the site and disposed of. 4. Costs of additional sampling requirements and use of heavy equipment during multiple excavation periods designed to ensure the side walls and floor of the pit meet or are less than Type 3 Risk Reduction Standards (RRS) for lead (740 ppm) 5. Additional filter fabric, rock and crusher-run material required to refill the larger pit. 6. Increased costs of debris transport and disposal due to additional excavation of contaminated material, asphalt and curbing. Based on the approval of the Mod-1 change order and on-going discussions, we understand that the remaining tasks to be performed are: 1. Load, transport and properly dispose of the excavated soil in the stockpile on site 2. Place filter fabric on top ofthe #57 stone in the excavation area, then fill the excavation area to the bottom edge of the existing asphalt pavement with 10" of , . ' , compacted crusher-run. The crusher-run will be compacted to 95% Standard Proctor with a steel-wheel roller. 3. Repave the excavation area with 4" of asphalt and replace the concrete curbing which has had to be removed. 4. Replace approximately 275' oftemporary and/or tom and damaged fencing on the East and South sides of the compound with 7' chain link fence. 5. Sweep and pressure-wash the entire parking lot. 6. Remove all AECS equipment and materials from the site. 7. Prepare, coordinate and submit the required Remediation Activities Report (RAR) to GA EPD with a request for a No-Further-Action letter from GA EPD to the City of Augusta. All ofthe tasks shall be completed for no more than the additional $85,000 requested in this Modification. This constitutes a $10,000 increase to the base contract value. The justifications for requesting the additional funds are as follows: 1. Increased volume of contaminated material found on site'during excavation (, estimated 910 tons versus the original estimate of 428 tons). 2. Groundwater Infiltration which added to the excavation time.. 3. Additional effort and gravel required to backfill the excavation (estimated 910 tons). 4. Three additional TCLP lead analytical samples to characterize the waste for disposal. 5. One additional confirmation sample for total lead on the north wall of the excavation. Based on our meeting at your office today we understand that we are to excavate to the north towards the GP-911 sample point on the site map and take a confIrmation sample for lead only. Excavated material will be stockpiled and covered. The excavation area will then be lined with filter fabric, filled with #57 stone, covered with a separation layer of filter fabric, and topped off 2" above the existing pavement with 10" of compacted crusher run. The crusher run will be compacted to 95% Standard Proctor with a steel- wheel roller. - . {. . Due to the unknown nature of follow-up disposal and confirmation analytical results, the following tasks are not included in this increase to the base price of the contract: 1. Additional excavation if required based on confirmation data.. 2. Loading of excavated material 3. Transportation of excavated material 4. Disposal of excavated material 5. Fencing 6. Paving 7. Other confirmation or disposal analytical sampling requirements 8. Stabilization 9.
