Additional Services for Chlorine System Rehabilitation
Dear Mr. Wiedmeier:
We have estimated. the cost of the additional services needed to rehabilitate and
replace the Chlorine System to provide for safeguard against wetland plants being
subjected to cWorine toxicity and to replace the chlorine system which is quite aged.
The scope recommended is attached to this letter. We will provide the design
within sixty days.
We recommend the installation of this system be expedited to have it on line
concurrent with placing the constructed wetlands on line. Our estimate of the
engineering costs for the complete renovation of this system is $21,220. We request
approval to provide these services as additional services under our contract to
design fue Constructed Wetlands System dated June 20, 1994. We will not exceed
this cost without prior approval.

Scope Description
December, 1996
The 1. B. Messerly WWTP Chlorination Facilities was first constructed in 1968 as a
system for the original 23 mgd Primary Wastewater Treatment Facility. System
modifications were constructed in J 986 as part of the expansion of the plant to its present
size and configuration. In order to provide safeguards against cWorine toxicity, and since
the system is beyond its life expectancy, ZEL Engineers recommends the following
modifications to the existing system:
. Replacement of all cWorinators,
· Re-installation of two cWorine cylinder scales.
() ~;, . Interconnection of six chlorine tanks on two banks.
'11-') · Rehabilitation of the Chlorine Bldg., replacement of doors, windows, electric and
water service.
1 · Replacement of the non-potable water pump to provide water supply redundancy as
required by reliability criteria.

· Installation of replacement cWorine solution lines to the RAS lines of both north and
south plants.
7 · Installation of non-potable water supply line to the rapid mix bldg to replace the
effluent supply pumps that provide solution water for the CSO, RAS, and Cascade
chlorination points.
1 · Acquisition of one replacement Water Champ chlorination mixer.
1<~ · Provide control loops to provide dosage adjustment based on chlorine residual at the
effluent Parshall flume,
~ <~ · Provide control loop to provide automatic chlorination in the event of a Cascade
discharge.
vf.t '7 · Provide control loop to sound an alarm in the event of chlorine residuals above
allowable maximum enters the Constructed Wetlands distribution channel.
