Issues Mr. Patrick: The Notice oflntent (N.O.I.) was submitted to the State of Georgia Environmental Protection Division on April 13, 2005. You correctly note that land disturbance activities may not proceed until April 27. In addition, the undersigned received the Land Disturbing Activity Permit from Mr. Bob Austin with the Planning & Zoning Office on April 18. This Permit was hand carried to McKnight Construction Company personnel on the same date. With regard to the Building Permit, Matt McCoy spoke with Mr. Richard Manning with the License and Permits Office to confirm he would be available the afternoon of April 18 to issue the permit. Parsons Brinckerhoff affirms that the inability to perform land disturbance activities may impact the progress of work, but also confirms that there are numerous activities that may be, and are being performed by forces with McKnight Construction prior to the need to disturb earth. Of greater concern to this office is the lack of progress in providing the administrative and technical submittals for the project. For example, key administrative submittals identified in the project specifications include: Erosion Control Schedule (Section 01160), Submittals Schedule (Section 01320), Quality Control Program (Section 01410), Certificates on Location & Elevation (Section 01700), Certificates of Land Surveyor (Section 01700) and Schedule of Selective Demolition (Section 01732).
