Director of Public Works Reference: Windsor Spring Road Improvements Extension Proposal of Professional Services TE Proposal Number: POI-039 Dear Teresa: As requested, W.R. Toole Engineers is submitting a proposal of professional services for completing the second phase of design for the Windsor Spring Road Improvements Project. The first phase of the Windsor Spring Road Improvements Project started at Peach Orchard Road and terminated at Young Forest Drive. The second phase of the projec:;t will begin at Young Forest Drive and extend to Old Louisville Road. Included below is a brief project summary, design considerations, fee schedule, opinion of probable construction cost, and a time schedule. PROJECT SUMMARY The length of the second phase is approximately eight hundred feet (800'). Please see the attached tax map fc)r the project limits. Based on your direction, the road cross-section will remain a two-lane configuration from Young Forest Drive through to the east side of the railroad crossing. Beginning on the east side of the railroad crossing, the road cross-section will then taper out to a three-lane section at the intersection with Old Louisville Road. The three lane cross-section is necessary to accommodate left-turn and right-turn lanes onto Old Louisville Road. The flat topography on this end of the project does not facilitate good storm water drainage. The storm water runoff from the area on the west side of the railroad track must be routed to the drainage outfall located on the north side of Windsor Spring Road between Sylvester Drive and Wyman Street. This may require the redesign of a portion of the storm water collection system in phase one. The storm water runoff from the area on the east side of the railroad tracks must be routed to the catch basin/roadside ditch located parallel to the east side of Old Louisville Road. This may require construction activity across Old Louisville Road including either open cut or jack and bore techniques. · The vertical alignment of the proposed road in phase one may need to be revised to accommodate changes in road elevation in phase two. These revisions won't be recognized until a ground-run survey has been completed. . It is our intention to avoid any new work within the railroad right-of-way. However, our design (:onstraints may require minor improvements within the railroad right-of-way. We have recognized the existing adequate pavement width for two travel lames crossing the railroad tracks, but we have concerns regarding new road vertical alignments, storm water drainage, and pedestrian access. We do not anticipate any new improvements to the track crossing. . The proximity of the railroad tracks to the intersection with Old Louisville Road limits the length of the proposed left/right turn lanes. The track is approximately two hundred fifty feet (250') from the intersection. Therefore, in an effort to optimize this area, we suggest utilizing a one hundred foot (100') long taper and an approximate one hundred fifty foot (150') long three- lane section. . The widening of the pavement section at the intersection of Old Louisville Road could potentially encroach on two properties. The property on the northwest comer of the intersection is a residential lot and the property on the southwest comer of the intersection is a church. Based on our discussions, we anticipate adding the taper and extra lane on the southern side of the road thereby encroaching primarily on the church property. OPINION OF PROBABLE CONSTRUCTION COST Our opinion of probable construction cost for the improvement of approximately eight hundred feet of roadway near the intersection of Windsor Spring Road and Old Louisville Road is $336,840.00. Please see the attached quantity take-off for the detailed estimate. Please note that this cost estimate does not include improvements to Old Louisville Road. PROFESSIONAL SERVICES AND COMPENSATION Professional services for this project will be provided in the same process as provided for the phase one project. The limits of the project will be surveyed and tied into the survey pn:viously completed for phase one. All construction documents will be prepared necessary for bidding purposes. The compensation schedule for this project is, as follows: Surveying Services: $7,100.00 Ground-run survey, field staking of new right-of-way, and preparation of compiled right-of-way maps. Engineering Services: $22,700.00 Including preparation of construction documents, hydrology/hydraulic report, preparation of railroad permits, and any supplemental construction specifications. Total Fees: $29,800.00 The above services and fees corresponding to railroad permits do not include any improvements to the track. crossing. The permits anticipated would reflect minor physical changes within the railroad right-of-way pertaining to drainage improvements and pavem.~nt structure tie-ins. Additional fees would be required should the track crossing be modified. Additionally, the fees above do not include any services for improvements to Old Louisville Road. We antidpate tying in the new Windsor Spring Road three-lane section to the existing pavement structure, incorporating two new catch basins at that intersection, and tying the new storm sewer system into the existing cross- drain under Old Louisville Road. Additional fees would be required should improvements to Old Louisville Road be necessary. TIME SCHEDULE Upon your authorization to proceed we will initiate field surveying services. We anticipate approximately :;ix (6) weeks for completion of field surveying and basemapping. We will then prepare a conceptual layout within two (2) weeks and schedule a meeting with your department for review. Upon acceptance of our concept we will prepare construction documents within ten (10) weeks. Again, we will schedule a meeting wilth your department to review the plans. Following your acceptance of the plans w{~ will finalize the construction documents and quantity take-offs. We anticipate eight (8) weeks for finalization of the plans. Please note that the overall time frame for the project will be limited by utility and railroad involvement and responst: time. We will contact the necessary utilities at the start of the project in an effort lto locate all underground utilities. We also anticipate the utilities involvement during the review with your department. Again, W.R.
