BE IT ORDAINED by the Commission-Council of Augusta-Richmond County, Georgia that
the following capital project budget is hereby adopted:
Section 1. The project authorized is for the installation of new culverts at low points along
Willis Foreman Road west of Windsor Spring Road, and a new drainage ditch along the rear
property lines of Willis Foreman Road. The total project amount of $200,100 is to be funded by
Special 1 % Sales Tax, Phase II Recaptured Funds.
Section 2. The following revenues are anticipated to be available to the Commission-Council to
complete the project:

Gentlemen:
As requested, W. R. Toole Engineers, Inc.: appreciates this opportunity to submit a proposal of
surveying and engineering services-addressing general drainage improvements along Willis
Foreman Road in south Richmond County, Georgia. Based on our experience with other projects'
in the area. meetings at the site with.Augusta-Richmond County Public Works Department
officials, and a preliminary assessment of necessary improvem~nts, we are familiar with the work
required. The following proposal briefly outlines the general problem area, design alternatives,
estimated construction costs, and schedule of remuneration for professional services.
A portion of Willis Foreman Road located west of Windsor Spring Road is presently
,characterized by intense residential development. The primary problem area is located along the
north side of Willis Foreman Road in the vicinity of Walton Acres development. Those lots of
Walton Acres' fronting on Willis Foreman Road were subdivided by the overall property owners
and deve~oped prior to the developmento.fthe Walton Acres Subdivision. The Walton Acres
Subdivision was'designed with a storm. water management system utilizing existing wetlands and

creek that flows in a southwesterly directi?n to' Spirit Creek by way of a culvert located under
Willis Foreman Road east ?fthepr()ble'm'area. . '
During the construction of those parcels along WillisF oreman Road, landscaping by the various
.' homebuilders and installation of driveway culverts resulted in erosion of the roadside ditch.
Additionally, a fully silted 18 inch culvert under Willis Foreman Road near the low point of the
road profile a1l9wed for localized flooding within the develo'pment.'
., Based oil ourvisitsto the site and meetings with you, Toole Engineers proposed two alternative
, solutions to the localized flooding problem. The first solution involved construction ofa new
ditch from the low point of Willis Foreman Road'in an easterly direction to the existing creek and

culvert under Willis Foreman Road, currently providing drainage to the Walton Acres
development. This alternative would:require substantial ditch construction along WillisForeman
, ~oad and the replacement of the culvert under Willis Foreman Road at the creek crossing. Due
to the depth of the ditch and potential safety concerns, this option is considered less favorable
than the second option.
The second option consists of replacing the 18 inch culvert under Willis Foreman Road near the
low point of the flooding area with appropriate culverts sized to accommodate stormwater runoff
from the drainage basin. This culvert(s) wil! outfall to a newly constructed drainage ditch (south
, of Willis Foreman Road) along the rear property lines of those lots located in the newly developed
Walton's Landing. This drainage feature will be terminated near the existing wetlands boundary
and flood plain of Spirit Creek. A sedimentation basin will be constructed at the outfall to
, minimiz.e encroachment on the existing=wetlands or flood plain.
in adqition to the construction of the culveit and outfall ditch for the stormwater runoff, the ditch
along Willis Foreman Road ,will he improved for approximately 1200 feet. Because of the sandy
'nature of the subsoil and high velocities of stormwater runoff in this area, permanent soil erosion
control measures should be installed., We r~commend utilizing ageosynthetic fabric designed to
control erosion inwaterways with ~xc~ssive velocities. Additionally, many of the existing
,Qrive'Way culverts should be replaced with an appropriately sized pipe.
Construction costs for the propose'd alternatives is in. the range of $130,000 to $150,000. These
, figures constitute rough estimates for required construction activities; construction costs will be
refined during actual design of the proposed facilities and structures. Additionally, acquisition of
right-of-way along Willis Foreman:R6ad'will be required. We-anticipate right;..of-~ay acquisition
'from nine (9) lots along Willis ~bremanRoad designated as lots of Walton Acres Phase 1.
Additionally, drainage easements will be necessary from approximately eight (8) lots from
Walton's Landing. These easements will be necessary to construct aDd maintain the proposed
outfall ditch. The cost of right-of-way acquisition and easement requirements has not been
included in the anticipated construction costs.
Surveying and engineering services required for this project will include the development of
topographic information along the proposed drainage outfall, Willis Foreman Road crossing, and
along Willis Foreman Road from the prop'osed culvert crossing through the, proposed
impr~\,ement area. Engineering design wilfbe initiated by developing ahydrology model ofthe
existing basin area contributing to the flooding-problem. This model will b,e utilized~to establish
basin contributions and total stormwater runoff for the 25 year return frequency storm. - Design of
culverts and soil and erosion control measures for the ditch section along Willis Foreman Road
will be based on the 25 year return frequency storm. The culvert(s) under Willis Foreman Road
will be' evaluated for the 25 year and the 50 year return frequency storm and sized appropriately.
Physical constraints and existing conditions 'may dictate or limit the design of this structure to the
25 year storm. The outfall ditch will be sized accordingly to allow the conveyance of the design
stom runoff with adequate soil and erosion control measures.
Finally, the development of a strip right-of-way acquisition plat and strip easement plat for the

proposed project will be accomplished. _ Toole Engineers will prepare these plats and submit them
to your office for right-of-way and easement acquisition.
The surveying services are antiCipated to cost $4,100, including the strip right-of-way and
easement plats. The development of the hydrology model and engineering design services are
estimated at $10,000. These figures include the prepar.ation of topographic surveys, design
documents, and take-off quantities for bidding purposes. Toole Engineers will work with the
_ Augusta-~chmond County Public Works Department to provide the necessary data for bidding
purposes and accommodate Georgia Department of Transportation pay items and construction
standards: These services do not include obtaining United States Corps of Engineers Clean Water
Act permit or Georgia Department of Natural Resource permits for encroachment of existing
state waters. Based on our experience in the area and proposed services, these permits should not
be necessary. Toole Engineers will notify the Corps of Engineers of the proposed drainage
project and release location as a courtesy. Should design activities require encroachment on the
wetlands of Spirit Creek, Toole Engineers will work with you to find suitable. alternatives or
discuss requirements for obtaining the appropriate permits.
