The project authorized is for the improvement and repair of the storm drainage systems in the Tanglewood Subdivision area near Tanglewood Drive and Wedgewood Drive and in the Kingston Subdivision area near Jamaica Drive and Nassau Drive. The preliminary engineering costs are $31,500 and are to be funded by Special 1% Sales Tax, Phase III as'this project is on the approved list. Section 2. R. Toole Engineers, Incorporated in the amount of $31,500 for the referenced project. This amount is set aside in Special One Percent Sales Tax, Phase III for fiscal year 1996. The existing drainage systems in some areas of both subdivisions are undersized or deteriorated restricting flow into Rae's Creek. Therefore, the storm water system does not function properly causing flooding of residents in these areas. Approval of the Capital Project Budget and engineering proposal are recommended. R. Toole Engineers has completed a preliminary investigation of the drainage problems in the TanglewoodDrive and Wedgewood Drive area of the Tanglewood Subdivision and also in the . Jamaica Drive and Nassau Drive area ofthe Kingston Subdivision. Having met with you at the respective sites, discussed existing problems with local residents, and completed field reconnaissance, we are familiar with the area drainage problems and general options that may be used to address these problems. TOQI~ Engineers appreciates this opportunity to submit a proposal of our professional services for this work. This proposal includes a description of the problems recognized, recommended remedial actions, estimated construction costs, a compensation schedule, and a time frame for completion of work. CURRENT DRAINAGE CONDITIONS: Tanglewood: The drainage basin for this branch ofRaes Creek is approximately 71 acres, a majority of which is developed as residential property. The basin originates in the vicinity ofWrightsboro Road at Marks Church Road. The commercial property fronting Wrightsboro Road is highly developed. The storm water from this area is routed thr~>ugh a 36" CMP to Beaver Drive. At this same location, a ditch collects storm water from both a 24 II RCP storm drain lateral and from road surface runoff The ditch flow then enters a 24 II culvert under Beaver Road. At the north side of . the road, a recessed drop inlet catches road runoff and exits through a 48 II. eMP.. Runoff then flows open chanl)el to Wedgewood Drive, through a 24"RCP culvert at Wedgewood Drive, and into an open channel along a property line between Wedgewood Drive and Tanglewood Drive. The channel flow is then routed back i!lto an 18" RCP which follows the rear property lines. This 18 II RCP continues in a northerly direction behind several residences before releasing back into an TE Proposal 92-042 Page 2 of6 open channel which leads to a 30" RCP culvert under Tanglewood Drive. From the Tanglewood _Drive culvert, storm wat~r is routed through a 36" CMP to the outfall ditch that ties to Raes Creek. (See attached figure.) _ Visual evidence indicates that Beaver Road; Wedgewood Drive, and Tanglewood Drive have been overtopped by storm water. However, overbank slopes provide additional channel capacity. for both flow and storage before reaching elevations near finished floor of adjacent buildings. According to preliminary hydrologic calculations for the area, the following discharges have been - approximated for a 25 year storm: Discharge at Beave~ Road Discharge at Wedgewood Drive Discharge at Tanglewood Drive 200 c.fs. 259 c.fs. 276 c.fs. Kingston: The drainage basin for this stomi sewer system originates west ofInterstate 520 (Bobby Jones Expressway). This western portion of the drainage basin totals 40 +/- acres and is-routed via a 42" RCP culvert to the East side oflnterstate 520. On the east side ofInterstate 520 an open ch~nnel accepts: CD the 42" culvert outflow, <ID runoff generated by Mark's Church Road, and <IDadditionalrunoff generated by the surrounding 6 ~cres. of residential development The channel flowjs routed in a south easterly direction to the back of the lotlocated on Nassau Drive (Address #3637) and into a 42" CMP which traverses this property. The flow is then routed through one section' of 42" RCP; three sections of 48" RCP, and finally through two more sections of 48" CMP before entering Raes Creek. (See attached figure.) . PROBLEM DESCRIPTION: Tanglewood: Preliminary calculations indicate Jhe existing culverts are undersized and restrict flow to Raes Creek. Project challenges include potential springs, an existing aerial crossing of an 8 inch sanitary sewer line, preservation of existing naturaL features, scour due to steep channel slopes, possible existing sanitary flow into the storm drainage system (evidenced by odor), difficult construction techniques due to steep-b~nks-, and minimization of downstream effects.on Raes Creek. - Kingston: Preliminary calculations indicate the 42" RCP culvert crossing Bobby Jones Expressway is flowing full during the 25-year design storm. This flow, in addition to stormwater collected in-the open channel section is routed to a 42" CMP. The flow into this pipe is governed by inlet control. Therefore, the property located at 3637 Nassau Drive experiences flooding when the headwall is overtopped. . Three grate t~aps have also been installed by the property owner on line with the 42" CMP. These traps will not operate properly when the storm system is operating under- full head TE Proposal 92-042 Page 3 of6 . conditions. Visual evidence is also available to indicate the 42" CMP may not be fully intact. The _ concrete driveway constructed over the pipe is depressed and cracked. Tne last two sections of this storm system (approximately 340 feet of48" CMP) have deteriorated and collapsed as indicated by erosion (sinkholes), and repaired sections of pipe. - RECOMMENDED REMEDIAL ACTIONS: Tanglewood: Based ~pon visual inspection and preliminary calculations, W. R. Toole Engineers, Inc. fe-commends improving the culverts; as well as improving the channel to meet the capacities demanded. Utilizing existing topographic information, Toole Engineers will establish the hydrologic characteristics of the basin and the flow regimes for-the various design storms. The existing culverts and channel will be evaluated for improvement. The_existing and proposed conditions will be modeled using the Corps of Engineers HEC-2 Backwater Surface Profile model to determine the effects ofthejinpfovein-ents,as-well as determine effects of various alternatives. Options for channel stabilization will also be investigated. Possible use of storm water detention will also be investigated in order to prevent excess discharge to Raes Creek that may create . - adverse conditions downstream. Kingston: W.R. Toole Engineers, Inc. recom~ends-removing.all existing sections ofCMP_ sewer and installing RCP sewer. Toole Engineers will utilize the same analysis techniques mentioned above to establish the existing drainage basin. The storm sewer system will then be modeled to reflect _existing and proposed conditions. SURVEYING SERVICES: W. R. Toole Engineers will provide field surveying of the project area sufficient to encompass proposed improvements. -. Tanglewood: We estimate that a 100 foot wide strip will be required along the existing channel alignment to provide adequate data for project design. The area designated for the retention pond will be included within this strip survey. Kingston: We estimate that a t~o strip maps will be required. The first one will start at the . 42" outlet headwall crossing-Interstate 520 and end at the single wing trap located on the corner of the property at #3637 Nassau Drive. The second strip map will begin at the single wing trap Located on Jamaica Drive and end at the 48" outlet neadwall at Raes Creek. TE Proposal 92-042 Page 4 of6 Field survey data will include all surface features, topographical data, and structural facilities. Local utility companies will be contacted in an effort to secure theidentity,and location of underground utilities found in the project area. This information will be processed in-house to prepare base maps for design of proposed drainage improvements. ENGINEERING SERVICES: A preliminary design for the proposed improvements will be prepared and submitted to the Richmond County Public Works Department for review and approval of conceptual plans. Following approval of preliminary design, Toole Engineers will prepare final construction documents for bidding. Construction documents include plan-profile of proposed improvements, culvert details, typical cross sections, and quantity takeoffs based on the Georgia D.O.T. Pay Item Index. AU information and final construction documents will be reviewed with Mr. Jack Murphy and Mr. Robert Cleme~ts of the Richmond County Public Works Department for final approval. Based on recent experience with other County projects, Toole Engineers recommends consideration of public hearings to .review the project scope and resulting impacts on surrounding property owners. Two meetings/hea(ings are recommended: the first should involve local utilities affected by the proposed project therebyallowing necessary utility relocations to be budgeted by the respective companies for timely completion of the proposed project;' subsequently, a public hearing should be held upon completion of all design documents and during right-of-way acquisitiol} procedures. The proposed hearing will help to increase public awareness of project merits as well as address specific concerns and issues of surrounding property owners. . CONSTRUCTION COST ESTIMATE: Toole Engineers recommends the following remedial actions: Tang/ewood: Option A - Removal.and replacement of existing culverts under roads (approximately 200 feet) while creating channel flow from Wedgewood Dr. to Tanglewood Dr. where existing pipe allows use of existing landscaped area as part of overall channel improvements (approximately 1800 total feet). Construction of a detention facility to minimize any adverse downstream effects on RaesCreek. Option B - Kingston: Option A - Replacement of all CMP (approximately 530 total feet) with RCP, reconstruction of two headwalls, reconstruction of concrete drive at #3637 Nassau Drive, and residential property restoration. .j . TE Proposal 92-042 Page 5 of6 The opinion of probable construction-cosi per option is as follows: Tanglewood: Option A . $ 327,750 Option B $ 60,000 ~ingston: Option A $ 60,300 Total $ 448,050 The estimated construction costs are based on experience with similar projects and conversations with Richmond County Public Works Department. Actual construction costs and associated quantities will vary based on final!iesign information. Such permits or special reports to the Corps or F.E.M.A. should be considered separately based on department requirements. TIME SCHEDULE: Toole Engineers will initiate surveying services based on your authorization to proceed. We anticipate two (3)weeks for completion offield work, followed by three (3) weeks of office time for data reduction _and computerization.- -Preliminary base maps-for design should be completed within seven (7) days thereafter. Preliminary design will require approximately four (5) weeks to complete. Final design plans complete with quantity takeoffs in pay item index form, easement . . maps, and public hearings will require an additional four (4) weeks. W.R.
