CHANGE NUMBER ONE
BE IT ORDAINED by the Commission-Council of Augusta-Richmond, County Georgia
that the following Capital Project Budget is hereby amended:

The project change authorized is to CPB#55-8783-097 adopted
February 18, 1997. This change will increase the scope of the
project by 5-laning Old Waynesboro Road at the intersection
and expanding the driveway controls on the "cut-through".
Therefore, additional engineering, rights-of-way and
construction funds in the amount of $178,500 are required.
These funds will come from special One Percent Sales Tax,
Phase II Recaptured Funds.
The project director is hereby instructed to proceed with the
project within the terms of the funds appropriated herein.
The following revenues are anticipated to be available to the
Commission-Council to complete the project:

Change in Scope
Dear Mr. Murphy:
B~ed on our discussions about the needs for improvements to the referenced intersection, we include the changes in'
scope required to address this project properly: '
1. The probable location of a new school in the area served by Old Waynesboro Rd. makes it prudent to incorporate
the future widening of Old Waynesboro Rd. into the geometry of the intersection. This results in an intersection
with three out lanes (one right turn, two left turn) out to Hwy 56 and two in lanes (one right turn and one left turn
offHwy 56).
2. Due to the existing private business (Johnson Market), the centerline of the road intersection must be moved south
and additional right-of-way must be secured. However, because of the length of lanes and additional width,
considerably more right of way is required than with the original intersection improvement concept prepared by the
Ga, DOT to resolve the unsafe conditions at the old Old Waynesboro Rd. connection to Hwy 56.
3.' The existing intersection must be completely reconstructed in accordance with AASHTO and DOT standards (26
ft clear recovery area).
'4:'". .A drainage system must be designed and constructed.
5. Curb and Gutter must be installed in islands around Johnson Market to accommodate the vertical differential
between the expanded roadway and the market's parking lot. Access to property behind the market from the old
section of Old Waynesboro Rd. must be eliminated.
6. A new dedicated exit (One Way Only) driveway will be provided for the Fire Department into Hwy 56. Access
will be maintained from Old WaynesboroRd. for the Fire Department and the adjacent property owner.
7. The design must be completely done in the metric system.
The increase scope amounts to a project 12 times as large and now includes the mitigation of the impact to the private
property, We have attached the preliminary design layout that highlights the areas of increased scope. We have
estimated the effort required to produce' the design with this increased scope and submit the same for your
consideration. We ro ose to rovide the design services includin r aration of ri t of wa lats for an additional
