Attached is a Capital project Budget and eng~neering proposal from
James G. Swift and Associates in the amount of $64,500 for the
above referenced project. These funds are available in Special 1%
Sales Tax, Phase II Recaptured Funds.
As directed, the Public Works department has obtained a proposal
for evaluating the needs along Rocky Creek in the six areas
reporting continual storm drainage. These areas are Hollywood
Subdivision, Richmond Hill/Bungalow Road/Southgate Apartments,
wimberly Drive, Lakeside Subdivision (Fish Village) and Charlestown
south Apartments (Lumpkin Road) .
Approval of the proposal and Capital Project Budget with Funding
are recommended.

BE IT ORDAmED by the Commission/Council of Augusta-Richmond County, Georgia that the
following capital project budget is hereby adopted:
Section 1. The project authorized is for a study to be performed along Rocky Creek in these areas:
Hollywood Subdivision, Richmond HilllBungalow Road/Southgate Apartments, Wimberly Drive.
Lakeside Subdivision (Fish Village) and Charlestown South Apartments (Lumpkin Road). This
study is to determine what projects are needed to correct continual flooding from storm water. The
funds in the amount of $64,500 will come from Special 1% Sales Tax, Phase II Recaptured Funds.
Section 2. The following revenues are anticipated to be available to the Commission/Council to
complete the project:

ROCKY CREEK STUDY PROPOSAL
Rocky Creek extends generally just south of Gordon Highway from a point west
of Barton Chapel Road to the Phinizy Swamp.
Over the years, the almost total development of the drainage area served by
Rocky Creek has changed from a docile, meandering country stream into a flooding
torrent during a rain storm.
Several areas are directly effected by the level fluctuations of Rocky Creek and
many other areas are-indirectly effected by the ditch and pipe systems conne'cting to
Rocky Creek.
The purpose of this study is to focus on the following areas to 'cleteITnine the most
practical solution to the current flooding problems:
1. Hollywood Subdivision
2, Richmond HilllBungalow Road/Southgate Apartments
3. Wimberly Drive
4. Lakeside Subdivision (Fish Village)
5. Charlestown South Apartments (Lumpkin Road)
HOLLYWOOD SUBDMSION
Hollywood Subdivision is located contiguous to Rocky Creek at a point opposite
Regency Mall. Federal Emergency Management Agency Flood map indicates 30 to 35
houses are in the 100 years flood zone. A more accurate survey will need to be made to
determine the exact number since some have been removed and elevations may vary.

We propose to further investigate the feasibility of purchasing housing in the
Hollywood Subdivision flood plain, seeking clearing from the Corps of Engineers to
pursue a large retention basin in the area and a re-alignment of the 100 flood line down
stream. In preparing this report we would seek to get" a favorable response regarding
removal 0f housing, construction of retention basin and mitigation of wetlands, if
required.
RICHMOND HILL/BUNGALOW ROAD/SOUTHGATE APARTMENTS
Since a portion of Southgate Apartments and Bungalow Road lies within the 100
years flood plain and since the solution to the Richmond Hill Road problem will add to
the problem of the other two areas, we propose to concentrate on eliminating any
obstructions in Lombard Pond, lowering Rocky Creek, if possible, and re-evaluating the
100 year flood plain line. .
If the above approach seems to be practical, we will, in conjunction with the
previous item, seeks to obtain the Corps of Engineers approval.
In addition, we proposed to check existing storm sewers in Southgate ApartmentS
and on Bungalow Road.
It is our opinion that the 10hnson-Lashober plan on Richmond Hill Road will
serve the needs in that area.
WIMBERLY DRIVE
Wimberly Drive runs southeast from Peach Orchard Road (V,S. Hwy 25) at a
point between Tubman Home Road and Rocky Creek. The road is on a ridge line,
more or less, with storm water on one side flowing to a stream originating from Lakeside
Subdivision and crossing Peach Orchard Road at Tudor Drive and the other side flowing
toward Rocky Creek.
We propose to check size of pipes and conditions of flow in this area.
LAKESIDE SUBDMSION (FISH VILLAGE)
Lakeside Drive is bounded on the northeast by Tubman Home Road, on the
southwest by Lombard Pond (Rocky Creek) and extends from U.S. Hwy. #25 (Peach
, . 'Orchard'Road)' to the rear property of commercial tracts fronting U.S. Hwy #1 (Gordon
Highway).

There is an investigation proposed on the storm pipe an9 ditch along the rear
property line on the east side of Bream Avenue and along the rear property line on the
north side of Trout Drive. The investigation includes that portion of the ditch that
- extends to U.S. Hwy #25 near Tudor Road. It also includes- an analysis of the pipe 'or .
culvert under U.S. Hwy 25.
The existing storm pipes and drainage structures will be checked to determine
capacities and conditions.
CHARLESTOWN SOUTH APARTMENTS
Charlestown South Apartments are located on the north side of Lumpkin Road
approximately 1000 feet west of Peach Orchard Road (U.S. Hwy .#25). .. . ., .. . .~_..L_

GENERAL
Should the preparation of the total report require more than two (2) visits to out-
of-town governmental authorities we would expect Richmond County Governing
Authorities to pay 2.25 times our payroll cost for employees involved in the negotiations
and $0.25 per mile travel expense.
