BE IT ORDAINED by the Commission-Council of Augusta-Richmond County, Georgia
that the following Capital Project Budget is hereby adopted:

The project authorized is for the improvement of Rae's Creek, north of the
Willow Creek Subdivision from Berckman's Road to just below the
existing pond near Augusta National, and investigate decreasing nuisance
flooding along the subdivision entrance road. It is expected that the
Willow Creek Association will donate any required right-of-way and/or
easements. The estimated cost of this project is $440,000. $200,000 will
be funded the Special 1% Sales Tax, Phase II Funds, $200,000 will be
transferred from the Crane Creek project (CPB #55-8369-323), and the
additional $40,000 will be taken from the Special One Percent Sales Tax,
Recaptured fund.
The following revenues are anticipated to be available to the Consolidated
Government to complete the project:

Dear Drew:
In accordance with your request, we are pleased to offer the following proposal for
accomplishing the necessary surveying and engineering for improvements to the Rae's Creek
channel just east of Berckmans Road adjacent to Willow Creek development. As directed, the
proposal covers handling the permitting requirements of the U.S. Army Corps of Engineers related
to wetlands disturbance as required by Section 404 of the Clean Water Act.
PROJECT DESCRIPTION
The principal purpose of this project is to help lessen the flooding experienced by the
residents of Willow Creek whose properties adjoin or lie in close proximity to Rae's Creek. These
areas experienced significant flood damage and inconvenience during the October 12, 1990 flood,
and the September 3, 1998 flood, and have also been subject to lesser yard flooding during and after
other intense rainfall events.
The problem is due to a combination of many factors, which are covered more thoroughly
in the Rae's Creek Basin Study and the Rae's Creek Basin Hydrology Report. In. summary, the
flooding is primarily a result of the urbanization of the watershed over the past fifty to seventy-five
years, and the encroachment into the flood plain of the creek in the problem area. A number of
projects have been identified which will lessen the flooding along Rae's Creek by providing
improved culverts and bridges and by creating' flood retarding basins. Beyond these measures, it has
been determined by our firm, in conjunction with you department, that fUliher flood flow attenuation
by detention alone is not practicable. Therefore, improvement of the remaining flooding problems

along Rae's Creek will involve a combination of waterway enlargement, channelization,
straightening, lining, and dredging and maintenance, at or near the actual sites of the problems.
The project contemplated herein, therefore, will involve the widening of the existing chmmel
from Berkmans Road to near the east end of Willow Creek together with the partial straightening
offlowthrough an existing "S" curve immediately below the Willow Creek pond dam. The dam may
also need to be partially relocated. Excavated material will be hauled to upland disposal sites remote
from the project area. Banks will be riprapped as required to protect new slopes. The entrance road
into Willow Creek may also be raised to provide access into the development during larger storm
events if this proves to be feasible.
SCOPE OF WORK
The reach 0 f creek and length of road in question is highlighted on the attached drawing. The
length of creek work is estimated at 1700 feet. The portion of road to be raised is some 900 linear
feet, and it may need to be raised 1 to 2 feet.
The work included in this proposal consists of the accomplishment offield surveys and the
preparation of plans and compiled easement plats showing the proposed work, ina form suitable for
project bidding and award. The work will be accomplished based upon maximizing available space
and not on detailed hydraulic and hydrologic calculations. Surveys will be made to locate the creek
and road, and adjacent improvements and property lines within 100 feet of the creek bank and 100
feet of the road centerline. Construction plans, profi les, and sections will be drawn at a scale of 1 "
= 20'. Specifications will not be required. Compiled easement plats showing the approximate
dimensions of easement areas, will be drawn based upon the limited field surveys and data obtained
from the realty records of Richmond County. Additional surveying services for easement or
construction limit staking and platting will be available as needed on an hourly_basis. Easement plats
will be typically drawn at a scale of 1" = 20'.
This proposal also covers wetland permitting for the work. Based upon past experience on
previous Rae's Creek channelization projects, this would require wetlands delineation, wetlands
mapping, archaeological assessment, field meeting with Corps of Engineers, application sketches
and numerous consultations with regulatory personnel.
The work does not include staking of easement or construction limits, HEC-2 computer
modeling, applications to FEMA for map revisions nor other services not specifically outlined
herein.

FEE PROPOSAL

We propose to accomplish the surveying and design work on Rae's Creek for a lump sum
amount of $31 ,81 0.00 and the wetlands associated work for an additional $15,750.00. We would
expect to submit invoices on a monthly basis to cover the portion of the work completed during the
prior month. These fees are broken down and fUliher defined as follows:

TIME OF COMI>LETION
We propose to begin work immediately upon your direction and to complete the surveying
within 60 days and to furnish plans for your review within 60 days thereafter, for a total of 120 days
following your notice to proceed. Easement plats will be prepared after the final design has been
completed and will be prepared within 30 days of that time. It has been our experience that the
wetlands permitting process takes from three to twelve months.
