BE IT ORDAINED by the Commission-Council of Augusta-Richmond County,
Georgia that the following Capital Project Budget is hereby adopted:
Section 1: The project set up is authorized to CPB# 322-04-203822642.
The funding for this project is approved for Advertising, Right of
Way, Construction and Contingency. Change number one is
required to add $150 from project contingency to Engineering to
approve Engineering contract in the amount of $ 50,150.
Section 2: The following revenues are available to the Consolidated
Government to complete the project:

PROJECT BACKGROUND
Pinnacle Place Subdivision is located off of Tobacco Road in southwestern Richmond
.County nero-the Fort Gordon Militaiy Reservation. The subdivision contains .existing
residential development as well as areas of on-going residential construction. During
2001, Toole Engineers was retained by Augusta-Richmond County (ARC) to provide
professional engineering and surveying services for two separate project areas in the
Pinnacle Place Subdivision. the projects were noted as Pinnacle Place I and Pinnacle
Place II and . were. initially included in the contract for the ARC Phase I Drainage . .
Improvements Project. These areas are experiencing excessive erosion and drainage
related problems due to several factors.includingsandy soil 'conditions,inadequate or
non-existent storm sewer systems~ steep grades and a lack of permanent vegetation.
. During the conceptual design process, Toole Engineers identified design constraints
relating to each project area and presented the constraints to ARC with alternatives to the
original project scope. These alternatives and associated costs for each project area were.
outlined ina letter to 'Ms. Teresa Smith.on March 21,2002. At a meeting on Monday,
January 12, 2004, Toole Engineers was requested to again review the problematic areas
and present ARC with a proposal for preparing recommendations for.improvements and
. construction docutnents.

For the purposes of this proposal the Pinnacle Place I and II project areas will be noted as
. ..
Areas of Con cern I and II. .
Thisproposa.l identifies the areas 6(concern, the factors contributing to the erosion and
drainage problems, proposed project scope, the .professional services and compensation
. as well as the preliminary project schedule.
PROJECT AREAS .
AREA OF CONCERN I
The first area of concern in the Pinnacle Place Subdivision is an eroded ditch section
located along the rear propertY lines of the residences on Creekview Drive and Ridge Run
Drive, between Parcels 764 and 756 of Tax Map 140. The subject ditch section
terminates near parcel 756 with stofmwaterreleasing onto .the adjacent parcels. The
existing ditch section contains grades of approximately 8.5%. In addition to this steep ..
grade, sandy soil types contribute to the. erosive conditions. The ditch contains areas of
sparse vegetatic)ll and rip-rap check dams.' .
Approximately 14.3-acres contribute surface water. run-off to this ditch section..
Preliminary calculations indicate that approximately 64 cfs is gener!lted by this drainage
area during a 50-year stormevent~ resulting in velocities in excess of 14 feet per second.
Given the sandy soil types, LkC (Lakeland Sands ),these velocities. exacerbate the already
highly erosive ,?onditions.
AREA OF CONCERN II
The. second area of concern in the Pinnacle Place subdivision is Parce1.803aiong Dunson
Drive where extensive erosion.is occurring. A ditchsectiort paralleling Ridge RunDrlve
~onveys stormwaterrun-off along the rear of Parcels 797, 798,799, 818 & 819 near
Ridge Run Drive, Cahill Court and Dunson Drive. This .ditch section conveys run-"6ffto
. .the southern property comer of Parcel .819 where it discharges into Parcel. 803 .causing
extensive erosion. The project area consists of LkC soils, (Lakeland Sands) with grades.
ranging from 4~6%. These conditions combined with poor vegetation and an inadequate
stormwater collection system result in the erosive conditions. . . .
Approximately L8-acres contribute~ ruh-offtoParcel 803. From Parce1803 the run-off
. flows as shallow-concentrated flow to Dunson Drive and onto to Pinnacle Way, where it
is collected into the. existing storm sewer system. Please note that no storm sewer system
. exists along Dunson Drive, between Parcel 803 and Pinnacle Way. The existing storm
sewer system along Pinnacle Way ultimately discharges .into a drainage swale south of
Pinnacle Way. The drainage swaleconveys the rim~off into the existing stormwater
. detention facility, which is located near the southern perim~ter of the Pinnacle Place
. Subdivision.
Please refer to the attached schematic for locations of the problematic areas.

PROJECT SCOPE. PROFESSIONAL SERVICES AN~ COMPENSATION
Toole Engineers proposes to .complete the project with the following tasks:
CONCEPT REPORT - Toole Engineers will submit a Concept Report, which Will
summarize the existing drainage and erosion problems that are occurring in Areas of .
Concern I and IT and provide altyrnatives for improving the problematic areas. Toole
. Engineers will submit schematics illustrating the alternatives. and include opinions of
probable construction cost. for each. Toole Engineers will issue a. recomri1ended
alternative in the Concept Report.
Following approval of the Concept'Report and identification of the. preferred. alternative,
Toole Engineers will complete the project as follows:
SURVEYING SERVICES- Toole Engineers will complete a field survey of the
additional project.1imits to .supplement the'existing field survey performed during 200L
All existing features and topographic information will be . surveyed in the additional areas..
. proposed for improvement. .

Construction staking is not included in this proposal. Should these serviCes be required,. .
. we will provide you with a separate fee proposal.
ENGINEERING SERVICES - Utilizing the surveyed base map, Toole Engineers will
prepare construction documents depicting aU proposed improvements within each project
, .
area. These plans. will show finished gTades and elevations for all proposed storm sewer
improvements as well as site work specifications and any inCidental utility construction.
recommendations. Profiles of all proposed storm sewer" lines will also be provided. The
plans. will be designed. in accordance with standard . erosion control measures as outlined
in the ManuaL for Erosion and Sediment Control in Georgia, latest edition; and the.
National Pollutant Discharge Elimination System (NPDES), Toole Engineers' will file the
Notice of Intent and perform the required erosion control measure inspection as per
NPDES requirements. A final opinion of probable construction cost Will also be included.
No storm water sampling, recording or monitoring activities. are included in this proposal.
Contract documents, technical specifications and construction inspection are also not
included in this proposal. Should these services be required, we will provide you with a
separate fee proposal. "
ENVIRONMENTAL SERVICES ~Given the project sCQpe,Toole Engineers does not
anticipate that any wetlands will be impacted by theproposedimprovemerits. However,
. should environmental services be required, Toole will iss'tie a separate fee proposal for
the required services.

. Surveying Services: A basemap Of existIng conditions including surface features,
. topography and utilities. Utilities will be shown as indicated by a field "utility
. locate". Survey limits will be defihedbased on the preferred alternate. as approved
by ARC.
~ Preliminary Engineering Documents: A surveyed base map with preliminary
improvements illustrated in. plan view. Included. with these docllIIlents will be . a
Hydrology -Hydraulics Report and preliminary opinions of probable
construction cost.
. Final Engineering Documents: Three sets of final,. approved construction
. documents; cost estimates, NOland one (1 ) inspection of the erosion control
measures.

PROJECT SCHEDULE
. Toole Engineers will initiate professional services for this project within one week of .

schedule illustrates the approximate number of weeks that 'Will be required to complete .
the. conceptual, surveying and engineering services and provide. ARC with the defined'
deliverable. A more definitive schedule can be established atthe inception of the project. .
