BE IT ORDAINED by the Commission-Council of Augusta-Richmond,
Georgia that 't:he following Capital Project Budget is hereby
adopted:

Project authorized is for all phases of a 0.45 mile
project located in front of the Hephzibah High
School on the Hephzibah-McBeanjBrothersville Road
to add a continuous left turn bay resulting in a
three-lane facility. It also includes realignment
of the intersection of Storey Mill Road with the
project mainline. The purpose is to reduce traffic
congestion caused by heavy school traffic including
school buses and heavy normal t~affic. Funds in
the amount of $329,440 for this project will come
from Special One Percent Sales Tax Recapture, Phase
1.
The following revenues are anticipated to be
available to the County-to complete the project:

Gentlemen:
In accordance with your request, we are pleased to offer the following proposal for
accomplishing the necessary engineering and surveying services for the construction of the widening
of Hephzibah-McBean RoadlBrothersville Road in front of Hephzibah High School and making
improvements to the intersection of these roads with Storey Mill Road.
PROJECT DESCRlCPTION
The project will involve widening work along approximately 2,350 feet of roadway and the
realignment of an existing intersection. The proposed improvements are depicted on the Preliminary
Plan of Hephzibah-McBean RoadlBrothersville Road Improvements, prepared by our firm dated
October 22, 1997 and enclosed with this proposal. The programming estimated cost of the project
is $287,000.00 at the current conceptual plan stage as detailed on the attached estimate dated
October 22, 1997.
The purpose of the project is to widen Hephzibah~McBean RoadIBrothersville Road from two
to three lanes to provide a turn lane which can be utilized for the Storey Mill Road intersection as
well as the two entrances into the Hephzibah High School parking lots. The intersection of Storey
Mill Road will be realigned to enter Hephzibah-McBean Road on a radial to the curve so as to
improve traffic flow and alleviate the dangerous situation which the current intersection alignment
presents. The typical alignment on Hephzibah-McBean RoadIBrothersville Road will be two, l2-foot
wide through lanes and one, 14-foot dual turning lane. The east side of the road will have 30-inch
concrete curb and gutter with a five foot sidewalk. The west side will have a standard ditch section.
Storey Mill Road will have a 24 foot two-lane road with ditch sections. Right-of-way width required
will generally be 80 feet for Hephzibah-McBeanfBrothersville Road and 60 feet for Storey Mill Road.

SCOPE OF WORI\,
Work included herein will consist generally of providing the initial surveys, project design,
preparation of plans, and preparation of right-of-way plats for the construction project. It is
anticipated that bidding and construction phase engineering and inspection services will be provided
by the Augusta-Richmond County Public Works Department. Plans will be prepared in accordance
with the standards of Augusta-Richmond County and the Georgia Department of Transportation.
The initial surveys will include making preliminary maps, centerline staking and stationing,
side street staking and stationing, location and utility surveys, profiling and sectioning, and
preparation of base plans for design.
A preliminary design phase will overlap the surveying phase. The preliminary design will
involve producing the detailed design criteria in consultation with the Augusta-Richmond County
Public Works Department, the various utility companies and other pertinent authorities; preparing
preliminary design drawings; furnishing preliminary material takeoffs and cost estimates; and
submitting documentation for review.
The final design phase will be based upon comments received on the preliminary design and
will include the preparation offinal plans and profiles, sections, culvert plans, signage layouts, utility
relocation plans, typical sections, quantity summaries, striping plan, erosion control plan, right-of-way
maps, and other appropriate drawings and details; development of final cost estimates; and submittal
of documents for review.
Right-of-way surveys will involve courthouse research, property comer surveying, platting,
and preparation of right-of-way maps meeting Georgia D.O.T. standards for approximately seven to
nine parcels of land.
FEE PROPOSAL
We propose to accomplish the services described above for a lump sum fee of$23,440.00.
We would expect to submit invoices on a monthly basis to cover the proportion of the work
completed during the prior month. This lump sum fee is broken down into phases as follows:

TlME OF COMPLETION
We stand ready to begin work immediately at your direction and expect to complete the initial
surveys within 21 days; the preliminary design phase within 30 days thereafter; and the final design
phase within 30 days; for a total of 81 days following your notice to proceed, exclusive of times
required for reviews at various stages.
