for several drainage related issues that have been identified due to
sewer erosion problems, undersized culverts, storm water run-off, and
inadequate piping systems. This authorization is for Engineering
associated with the said project, in the total amount of $116,750 to be
funded by County Forces Grading and Drainage, Phase III.
Section 2: The following revenues are anticipated to be available to the
Consolidated Government to complete the project:

Dear Mrs. Grimes:
W.R. Toole Engineers appreciates this opportunity to provide you with a proposal for
professional services with regards to the fifteen (15) miscellaneous drainage projects in
Richmond County. We have completed preliminary site visits to all of the outlined sites
and provided an anticipated scope of work for each project. A separate lump sum fee
structure is provided for each individual project and as per our discussion, the projects
have been separated into two phases. The lumps sum fee for Phase I is $116,750.00 and
$53,100.00 for Phase II. All projects will be completed according to Augusta-Richmond
County standards and specifications and will incorporate a 60% and a 90% submittal
prior to final submittal and acceptance. Please see the attached summary for details on
each individual project.

PROJECT SUMMARY
Windsor Sprint! Road
Summary: An extensive erosion problem has occurred near the outlet of a 24" culvert
crossing under Windsor Spring Road in Hephzibah. The primary cause of the erosion
appears to be the unprotected outlet of the culvert. Further complicating the erosion
problem is an unprotected open ditch which conveys storm water parallel to Windsor
Spring Road and discharges the storm water into the vicinity of the culvert. The original
side slopes of the embankment along Windsor Spring Road appear to have been
constructed at approximately I (H): I (V). This slope is excessively steep and provides
little protection, even when vegetated, against erosion, The excessive slope also prohibits
maintenance operations.
Project Limits: The project limits will include the area around the 24" diameter culvert
under Windsor Spring Road, Surveyed limits will include the right-of-way along
Windsor Spring Road for a distance of 500 feet each side of the culvert and the
downstream reach of the eroded creek for a distance of 1,000 feet.
Recommendations: Due to the extreme limits of erosion we recommend that a
hydrologic study be completed to estimate the peak flows generated within this drainage
basin. A hydraulic study is also necessary to analyze the existing culvert size and
determine if the capacity is adequate. Surveying services will be necessary to map
existing conditions upon which engineering construction documents will be prepared.
According to available tax map information we anticipate two (2) easement maps will be
necessary for the proposed improvements. Additionally, two (2) permits will be
necessary prior to any construction activity; a wetland permit (either a nationwide permit
or an individual 404 permit depending on review of project by the US Army Corp of
Engineers) and a streambank buffer encroachment permit from the Department of Natural
Resources.
Deliverables: The deliverables for this project will be an engineering report (hydraulic
and hydrologic study), three (3) final sets of approved construction documents and
quantity take-offs, two (2) easement maps, and the two (2) permits outlined above.
Compensation: The engineering studies, surveying services, construction documents,
and stream bank buffer encroachment permit will be prepared for the lump sum fee of
$15,000.00. Additional fees for environmental permitting have been estimated at
$2,000.00. This fee includes delineation of the wetland and submittal of the project to the
ACOE for approval under a nationwide permit. Should the ACOE require an individual
permit then additional services and fees will be necessary.

PROJECT SUMMARY
13th Street and Walker Street
Summary: A clay storm sewer located across 13th Street has deteriorated and is not
functioning properly. Consequently, storm water entering into the trap located at the
intersection of 13th Street and Walker Street does not flow and ponds in the intersection.
Project Limits: The project limits will include the area along 13th Street between Walker
Street and the railroad crossing. Surveying activities will be limited to the west side of
13th Street between the edge of pavement and the face of building on the American
Concrete property.
Recommendations: A preliminary sketch has been provided by ARC Public Works and
Engineering outlining a new storm sewer to be constructed from the catch basin at 13th
Street and Walker Street west to the 30" diameter storm sewer parallel to the railroad
tracks. Toole Engineers will utilize the provided engineering information to prepare
construction documents. Therefore, no hydrologic or hydraulic analysis will be
completed for the new or existing storm sewer system. Surveying services will be
necessary to map existing conditions along 13th Street between Walker Street and the
railroad crossing. We do not anticipate encroachment on railroad right-of-way and
therefore do not anticipate preparation of railroad permits. However, one easement map
along 13th Street is anticipated on the American Concrete property.
Deliverables: The deliverables for this project will be three (3) final sets of approved
construction documents and quantity take-offs and one (1) easement map.
Compensation: The surveying services, construction documents, and easement map
will be prepared for the lump sum fee of $4,950.00.

PROJECT SUMMARY
Vassar (and Oberlin) Drive
Summary: Stream bank erosion is occurring along the upstream reach of a 48" diameter
reinforced concrete culvert under Oberlin Road. Excessive erosion could eventually
cause headwall failure near the road and foundation failure at the corner of one residential
structure. Additionally, the culvert under Vassar Drive may not provide adequate
capacity and the open channel section downstream of the culvert to White Owl Forest
Drive should be analyzed to determine its capacity.
Project Limits: The project limits will include the area around the culvert under Oberlin
Drive. Survey limits will include the downstream reach of the creek from Oberlin Drive
to White Owl Forest Drive and the upstream reach of the creek for a distance of 400 feet
from the culvert crossing.
Recommendations: A hydrology study is necessary to determine the peak flows
generated within the drainage basin and a hydraulic analysis is necessary to verify the
culvert capacity as well as the open channel (creek) capacity. Surveying services are
necessary to map existing conditions upon which engineering construction documents
will be prepared. According to available tax map information we anticipate four (4)
easement maps will be necessary for the proposed improvements. Depending on the
limits of the proposed improvement two (2) permits may be necessary prior to any
construction activity; a wetland permit (either a nationwide permit or an individual 404
permit depending on review of project by the US Army Corp of Engineers) and a
streambank buffer encroachment permit from the Department of Natural Resources,
Deliverables: The deliverables for this project will be an engineering report (hydraulic
and hydrologic study), three (3) final sets of approved construction documents and
quantity take-offs, four (4) easement maps, and the two (2) permits outlined above.
Compensation: The engineering studies, surveying services, four (4) easement maps,
construction documents, and streambank buffer encroachment permit will be prepared for
the lump sum fee of $10,100.00. Additional fees for environmental permitting have been
estimated at $1,800.00. This fee includes delineation of the wetland and submittal of the
project to the US ACOE for approval under a nationwide permit. Should the ACOE
require an individual permit then additional services and fees will be necessary,

PROJECT SUMMARY
Green Meadows Subdivision
Summary: A open drainage ditch runs parallel to Eagle Road and Par Road and
discharges into a closed storm sewer system which ultimately outfalls into a pond on the
Green Meadows Golf Course. The erosion in the open ditch section is excessive as the
depth of the ditch exceeds seven feet in some locations, This erosion presents a safety
hazard and should be stabilized with conventional erosion control measures or the open
ditch should be replaced with a closed pipe system.
Project Limits: The project limits and survey limits include approximately 1,100 feet of
open ditch located between Eagle Drive and Hummingbird Lane.
Recommendations: A hydrology study is necessary to determine the quantity of storm
water flowing through the subdivision. The hydrologic calculations can be completed
concurrently with the calculations required for analysis of the Green Meadows Golf
Course problems. A hydraulic study is necessary to determine the improvements
required to effectively convey storm water from Hummingbird Lane to Eagle Drive to the
golf course pond, Surveying services are necessary to map existing conditions upon
which engineering construction documents will be prepared. Depending on the limits of
the construction and the existing easements along the rear property lines of the residential
lots affected, we anticipate a maximum of fifteen (15) easement maps may be necessary
for the proposed improvements. Additionally, due to the anticipated limits of
construction, two (2) permits may be necessary prior to any construction activity; a
wetland permit (either a nationwide permit or an individual 404 permit depending on
review of project by the US Army Corp of Engineers) and a streambank buffer
encroachment permit from the Department of Natural Resources.

Elliot Boulevard
Summary: An open ditch routes storm water run-off from the commercial development
located at the corner of Rosier Road and Windsor Spring Road to a 72" diameter culvert
under Elliot Boulevard. The ditch upstream of Elliot Boulevard is lined with concrete
pavement and rip-rap. The downstream section of open ditch which runs between Elliot
Boulevard and Concord Court is not stabilized and is heavily eroded and overgrown.
Project Limits: The project limits include the area around the culvert crossing under
Elliot Boulevard. Survey limits include the right-of-way along Elliot boulevard for a
distance of 200 feet each side of the culvert, the upstream section of paved open ditch for
a distance of 150 feet, and the downstream section of open ditch for a distance of
approximately 1000 feet.

Martinique Drive
Summary: Storm water runoff generated within the sub-basin in the Kingston
Subdivision is collected in a storm sewer system along Jamacia Drive. The storm sewer
system then conveys the storm water in a southerly direction between two residential lots
and discharges the storm water onto an adjacent parcel. The storm water is then
conveyed several hundred feet in an open ditch into Raes Creek.
Project Limits: The project limits include the area along the rear property lines of the
residential lots fronting Jamaica Drive in the vicinity of Martinique Drive, Survey limits
include an area approximately 500 feet long by 50 feet wide along the rear property lines
of the above residential lots and the limits of the existing drainage swale to Raes Creek.
Recommendations: The storm water which is currently, discharged into the drainage
swale can be collected in a closed pipe system and conveyed in a northeasterly direction
to another piped system near Martinique Drive. A hydraulic analysis of the existing
piped system is necessary to determine if the capacity is available to introduce additional
storm water runoff. Should the additional capacity not be available, then the existing
drainage swale to Raes Creek could be replaced with new storm sewer. In an effort to
determine which of the two options is most beneficial a hydrology study is necessary to
determine the quantity of storm water entering into the storm sewer systems and a
hydraulic analysis is necessary to determine the capacity of the systems. Surveying
services are necessary to map existing conditions upon which engineering construction
documents will be prepared. Due to the potential project limits we anticipate two (2)
easement maps will be necessary. Additionally, a wetland permit (either a nationwide
permit or an individual 404 permit depending on review of project by the US Army Corp
of Engineers) may be required depending on the limits of the proposed improvements.
Deliverables: The deliverables for this project will be an engineering report (hydraulic
and hydrologic study), three (3) final sets of approved construction documents and
quantity take-offs, two (2) easement maps, and a wetland permit as required.
Compensation: The engineering studies, surveying services, easement maps, and
construction documents will be prepared for the lump sum fee of $9,800.00. Additional
fees for environmental permitting have been estimated at $1,400.00. This fee includes
delineation of the wetland and submittal of the project to the US ACOE for approval

W oodcrest Apartments
Summary: A parking area located in Woodcrest Apartments has recently experienced
multiple pavement failures in the vicinity of a storm sewer located beneath the pavement.
The storm sewer is constructed of corrugated metal pipe (CMP) and has been
investigated. The results have shown that the pipe has deteriorated and collapsed causing
the subsequent failure of the pavement sub grade.
Project Limits: The project limits and survey limits include location of the existing
storm sewer for an approximate distance of 550 feet starting at Sibley Road and
proceeding downstream to the outlet into the drainage ditch. The width of the survey will
be approximately 60 feet (the 20 foot easement and an additional 20 feet each side).
Recommendations: The capacity of the storm sewer and the entire system appears to be
adequate as there have been no reports of localized flooding. Therefore, no hydrologic or
hydraulic analysis will be completed for the new or existing storm sewer system.
Surveying services will be necessary to map existing conditions and construction
documents will be prepared to simply replace the old sewer with a new reinforced
concrete pipe and install an appropriate pavement patch. Although all proposed
improvements are anticipated to be installed within existing easements, we anticipate
preparing two (2) easement maps to allow for temporary construction easements.
Deliverables: The deliverables for this project will be three (3) final sets of approved
construction documents and quantity take-offs and two (2) easement maps.

the drainage ditch located along the rear property lines of residential lots on Creekview
Drive and Ridge Run Drive and approximately 400 feet of location between two sets of
residential structures located on Creekview Drive
Recommendations: Two options are available to provide relief for the eroding area. The
open ditch can be stabilized with conventional erosion control methods or the ditch can
be replaced with a closed pipe system. Either option requires a hydrological study and a
hydraulic study to determine the quantity of storm water being collected and the
infrastructure necessary to adequately convey that storm water. Surveying services are
necessary to map existing conditions upon which engineering documents will be
prepared. All improvements are anticipated to be installed within existing Richmond
County easements. However, due to the limits of potential construction we anticipate
seventeen (17) easement maps will be necessary.

Summary: An open ditch runs parallel to Ridge Run Drive and discharges into a
problem area in the vicinity of the intersection of Ridge Run Drive and Dunson Drive.
The lack of an adequate collection system in this area has caused erosion and ponding
problems for some residential lots.
Project Limits: The project limits and survey limits include an area approximately 600
feet long located along the rear property lines of the residential lots located along Dunson
Drive.
Recommended Solution: A potential solution has been identified for installing a closed
pipe system near the discharge area and conveying the storm water along rear property
lines to Pinnacle Way. This solution requires a hydrological study and a hydraulic study
to determine the quantity of storm water being collected and the infrastructure necessary
to adequately convey that storm water. A preliminary analysis of the receiving storm
water system is also required. Surveying services are necessary to map existing
conditions upon which engineering documents will be prepared. All improvements are
anticipated to be installed within existing Richmond County easements. However, due to
the limits of potential construction we anticipate ten (10) easement maps will be
necessary.

North West Fronta2e Road
Summary: A summary of the problems along North West Frontage Road are contained
in the letter dated August 2, 2000 addressed to Clifford Goins, ARC Public Works and
Engineering Department from Cranston, Robertson, and Whitehurst, P.C. In addition to
the undersized culvert identified in the letter, there is a low lying swampy area in which
the normal water elevation appears to be approximately 12" to 24" below road grade.
The flooding problems in this area appear to be caused by a combination of the
undersized culvert and localized flooding in the swampy area.
Project Limits: The project limits will include the area around the culvert under North
West Frontage Road. Survey limits will include the right-of-way along North West
Frontage Road for a distance of 300 feet each side of the culvert and the limits of the
creek for a distance of300 feet upstream/downstream of the culvert.
Recommendations: A hydrologic study of the drainage basin upstream of the culvert is
necessary to determine the peak flows crossing the road. A hydraulic study is necessary
to determine the culvert size required to convey the flows. Surveying services are
necessary to map existing conditions upon which engineering construction documents
will be prepared. According to available tax map information we anticipate three (3)
easement maps will be necessary for the proposed improvements. Additionally, two (2)
permits will be necessary prior to any construction activity; a wetland permit (either a
nationwide permit or an individual 404 permit depending on review of project by the US
Army Corp of Engineers) and a streambank buffer encroachment permit from the
Department of Natural Resources.
Deliverables: The deliverables for this project will be an engineering report (hydrologic

Green Meadows Golf Course
Summary: Storm water runoff gnerated within the Green Meadows Subdivison and
Green Meadows Golf course is routed in an easterly direction across the golf course
property. This runoff is intercepted by an open ditch running along the golf course
property parallel to Richmond Hill Road. This open ditch conveys storm water in a
southerly direction around the golf course maintenance garage/office. The area to the
southwest comer of the maintenance garage is low lying and contains a wet pond. The
storm water enters this area and does not drain properly towards Richmond Hill Road.
The primary cause of the localized flooding appears to be the inadequate infrastructure
between the golf course and Richmond Hill Road. Additionally, the storm sewer system
along Richmond Hill Road does not appear adequate to convey the storm water flowing
from the golf course. This is evidenced by the localized flooding within the Richmond
Hill Road Right-Of-Way.
Project Limits: The project limits will include the area around the golf course
maintenance shed and the storm water conveyance system from the golf course to the east
side of Richmond Hill Road, Survey limits will include the open ditch around the
southwest comer of the golf course maintenance shed, the ditch/storm sewer system
between the golf course property and Richmond Hilll Road, and the storm sewer system
along Richmond Hill Road for a distance of approximately 600 feet.
Recommendations: A hydrology study is necessary to determine the quantity of storm
water flowing through the golf course and along Richmond Hill Road. A hydraulic study
is necessary to determine the improvements required to effectively convey storm water
from the golf course to the east side of Richmond Hill Road. Surveying services are
necessary to map existing conditions upon which engineering construction documents
will be prepared, According to available tax map information we anticipate four (4)
easement maps will be necessary for the proposed improvements. Depending on the
limits of the proposed improvement a wetland permit (either a nationwide permit or an
individual 404 permit depending on review of project by the US Army Corp of
Engineers) may be required.

Forest Estates (Railroad Culvert)
Summary: The culvert under the railroad located southwest of the Forest Estates
Subdivision is comprised of a 4' x 4' box culvert which transitions into a 60" CMP. This
culvert configuration does not provide adequate capacity for large storm events.
Consequently, storm water backs up behind the northern side of the railroad embankment
and floods the residential lots located in the southern corner of the Forest Estates
Subdivision.
Project Limits: The project limits include the area around the culvert crossing under the
railroad behind the southwest corner of the Forest Estates Subdivision. Survey limits
include the railroad for a distance of 200 feet on each side of the culvert, the upstream
reach of the creek for an approximate distance of 200 feet, and the downstream reach of
the creek for a distance of approximately 300 feet.
Recommendations: The drainage basin contributing flow to the culvert under the
railroad needs to be analyzed and the peak flows determined. These peak flows will
allow for an assessment of the additional capacity required to help mitigate the flooding
on the northern side of the railroad, Therefore, we recommend that a hydrologic study be
completed as well as a hydraulic study to analyze the existing culvert size and determine
what additional capacity is required. Surveying services will be necessary to map
existing conditions upon which engineering construction documents will be prepared.
According to available tax map information we anticipate one (1) easement map will be
necessary for the proposed improvements. Additionally, three (3) permits may be
necessary prior to any construction activity; a wetland permit (either a nationwide permit

plugged and do not function properly, Therefore, localized flooding is occurring in the
vicinity of the Mill Street and Mauge Street intersection.
Project Limits: The project limits and survey limits include approximately 600 feet
along the right-of-way of Mill Street from the intersection of Mauge Street to the
intersection of Laney-Walker Boulevard.
Recommendations: The storm sewer system along Mill Street from Mauge Street to
Laney- Walker Boulevard needs to be analyzed and redesigned, A hydrologic study is
necessary to determine the quantity of water to be collected and a hydraulic study is
necessary to design the new piped system along Mill Street. In an effort to reduce the
scope of the work, assumptions will be made that the storm sewer along Laney-Walker
Boulevard is functioning properly, Surveying services are necessary to map existing
conditions along Mill Street from the southern side of Mauge Street to the northern side
of Laney-Walker Boulevard. All improvements are anticipated to occur within existing
Richmond County Right-Of-Way and should not require the preparation of easement
maps.
Deliverables: The deliverables for this project will be an engineering report (hydraulic
and hydrologic study), three (3) final sets of approved construction document and
quantity take-offs.

PROJECT SUMMARY
Vallev Park
Summary: The storm sewer along Valley Park East is undersized and not functioning
properly. The results are localized flooding near the intersections with Spring Drive and
Valley Spring Road and flooding in several residential lots. The primary reason for the
inadequate system is the transition from a 30" diameter pipe to a 24" diameter pipe to a
42" diameter pipe.
Project Limits: The project limits and survey limits include the area around the
recreation park located on Valley Park East. Location will be limited to preparing an as-
built of the sections of storm sewer comprised of 24" diameter storm sewer.
Recommendations: A preliminary sketch has been provided by ARC Public Works and
Engineering outlining a new storm sewer to be constructed starting from the 42" diameter
pipe under Valley Park East and continuing around the recreation area to the existing 30"
diameter pipe. Toole Engineers will utilize the provided engineering information to
prepare construction documents. Therefore, no hydrologic or hydraulic analysis will be
completed for the new or existing storm sewer system. Surveying services will be
necessary to map existing conditions around Valley Park East. Three (3) easement maps
are anticipated for construction activities.
Deliverables: The deliverables for this project will be three (3) final sets of approved
construction documents and quantity take-offs and three (3) easement maps.
Compensation: The surveying services, construction documents, and easement maps
will be completed for the lump sum fee of $5,950.00,
