Toole Engineers appreciates this opportunity to provide you with a proposal for professional services with regards to the fifteen (15) miscellaneous drainage projects in Richmond County. We have completed preliminary site visits to all of the outlined sites and provided an anticipated scope of work for each project. A separate lump sum fee structure is provided for each individual project and as per our discussion, the projects have been separated into two phases. The lumps sum fee for Phase I is $116,750.00 and $53,100.00 for Phase II. All projects will be completed according to Augusta-Richmond County standards and specifications and will incorporate a 60% and a 90% submittal prior to final submittal and acceptance. Road Summary: An extensive erosion problem has occurred near the outlet of a 24" culvert crossing under Windsor Spring Road in Hephzibah. The primary cause of the erosion appears to be the unprotected outlet of the culvert. Further complicating the erosion problem is an unprotected open ditch which conveys storm water parallel to Windsor Spring Road and discharges the storm water into the vicinity of the culvert. The original side slopes of the embankment along Windsor Spring Road appear to have been constructed at approximately I (H): I (V). This slope is excessively steep and provides little protection, even when vegetated, against erosion, The excessive slope also prohibits maintenance operations. Project Limits: The project limits will include the area around the 24" diameter culvert under Windsor Spring Road, Surveyed limits will include the right-of-way along Windsor Spring Road for a distance of 500 feet each side of the culvert and the downstream reach of the eroded creek for a distance of 1,000 feet. Recommendations: Due to the extreme limits of erosion we recommend that a hydrologic study be completed to estimate the peak flows generated within this drainage basin. A hydraulic study is also necessary to analyze the existing culvert size and determine if the capacity is adequate. Surveying services will be necessary to map existing conditions upon which engineering construction documents will be prepared. According to available tax map information we anticipate two (2) easement maps will be necessary for the proposed improvements. Additionally, two (2) permits will be necessary prior to any construction activity; a wetland permit (either a nationwide permit or an individual 404 permit depending on review of project by the US Army Corp of Engineers) and a streambank buffer encroachment permit from the Department of Natural Resources. Deliverables: The deliverables for this project will be an engineering report (hydraulic and hydrologic study), three (3) final sets of approved construction documents and quantity take-offs, two (2) easement maps, and the two (2) permits outlined above. Compensation: The engineering studies, surveying services, construction documents, and stream bank buffer encroachment permit will be prepared for the lump sum fee of $15,000.00. Additional fees for environmental permitting have been estimated at $2,000.00. This fee includes delineation of the wetland and submittal of the project to the ACOE for approval under a nationwide permit. Consequently, storm water entering into the trap located at the intersection of 13th Street and Walker Street does not flow and ponds in the intersection. Project Limits: The project limits will include the area along 13th Street between Walker Street and the railroad crossing. Surveying activities will be limited to the west side of 13th Street between the edge of pavement and the face of building on the American Concrete property. Recommendations: A preliminary sketch has been provided by ARC Public Works and Engineering outlining a new storm sewer to be constructed from the catch basin at 13th Street and Walker Street west to the 30" diameter storm sewer parallel to the railroad tracks. Toole Engineers will utilize the provided engineering information to prepare construction documents. Therefore, no hydrologic or hydraulic analysis will be completed for the new or existing storm sewer system. Surveying services will be necessary to map existing conditions along 13th Street between Walker Street and the railroad crossing. We do not anticipate encroachment on railroad right-of-way and therefore do not anticipate preparation of railroad permits. However, one easement map along 13th Street is anticipated on the American Concrete property. Deliverables: The deliverables for this project will be three (3) final sets of approved construction documents and quantity take-offs and one (1) easement map. '-..-. ---,.../. g : ~',r ) PROJECT SUMMARY Vassar (and Oberlin) Drive Summary: Stream bank erosion is occurring along the upstream reach of a 48" diameter reinforced concrete culvert under Oberlin Road. Excessive erosion could eventually cause headwall failure near the road and foundation failure at the corner of one residential structure. Additionally, the culvert under Vassar Drive may not provide adequate capacity and the open channel section downstream of the culvert to White Owl Forest Drive should be analyzed to determine its capacity. Project Limits: The project limits will include the area around the culvert under Oberlin Drive. Survey limits will include the downstream reach of the creek from Oberlin Drive to White Owl Forest Drive and the upstream reach of the creek for a distance of 400 feet from the culvert crossing. Recommendations: A hydrology study is necessary to determine the peak flows generated within the drainage basin and a hydraulic analysis is necessary to verify the culvert capacity as well as the open channel (creek) capacity. Surveying services are necessary to map existing conditions upon which engineering construction documents will be prepared. The erosion in the open ditch section is excessive as the depth of the ditch exceeds seven feet in some locations, This erosion presents a safety hazard and should be stabilized with conventional erosion control measures or the open ditch should be replaced with a closed pipe system. Project Limits: The project limits and survey limits include approximately 1,100 feet of open ditch located between Eagle Drive and Hummingbird Lane. Recommendations: A hydrology study is necessary to determine the quantity of storm water flowing through the subdivision. The hydrologic calculations can be completed concurrently with the calculations required for analysis of the Green Meadows Golf Course problems. A hydraulic study is necessary to determine the improvements required to effectively convey storm water from Hummingbird Lane to Eagle Drive to the golf course pond, Surveying services are necessary to map existing conditions upon which engineering construction documents will be prepared. Depending on the limits of the construction and the existing easements along the rear property lines of the residential lots affected, we anticipate a maximum of fifteen (15) easement maps may be necessary for the proposed improvements. The storm sewer system then conveys the storm water in a southerly direction between two residential lots and discharges the storm water onto an adjacent parcel. The storm water is then conveyed several hundred feet in an open ditch into Raes Creek. Project Limits: The project limits include the area along the rear property lines of the residential lots fronting Jamaica Drive in the vicinity of Martinique Drive, Survey limits include an area approximately 500 feet long by 50 feet wide along the rear property lines of the above residential lots and the limits of the existing drainage swale to Raes Creek. Recommendations: The storm water which is currently, discharged into the drainage swale can be collected in a closed pipe system and conveyed in a northeasterly direction to another piped system near Martinique Drive. A hydraulic analysis of the existing piped system is necessary to determine if the capacity is available to introduce additional storm water runoff. Should the additional capacity not be available, then the existing drainage swale to Raes Creek could be replaced with new storm sewer. The results have shown that the pipe has deteriorated and collapsed causing the subsequent failure of the pavement sub grade. Project Limits: The project limits and survey limits include location of the existing storm sewer for an approximate distance of 550 feet starting at Sibley Road and proceeding downstream to the outlet into the drainage ditch. The width of the survey will be approximately 60 feet (the 20 foot easement and an additional 20 feet each side). Recommendations: The capacity of the storm sewer and the entire system appears to be adequate as there have been no reports of localized flooding. Project Limits: The project limits will include the area around the culvert under North West Frontage Road. Survey limits will include the right-of-way along North West Frontage Road for a distance of 300 feet each side of the culvert and the limits of the creek for a distance of300 feet upstream/downstream of the culvert. Recommendations: A hydrologic study of the drainage basin upstream of the culvert is necessary to determine the peak flows crossing the road. A hydraulic study is necessary to determine the culvert size required to convey the flows. This open ditch conveys storm water in a southerly direction around the golf course maintenance garage/office. The area to the southwest comer of the maintenance garage is low lying and contains a wet pond. The storm water enters this area and does not drain properly towards Richmond Hill Road. The primary cause of the localized flooding appears to be the inadequate infrastructure between the golf course and Richmond Hill Road. Additionally, the storm sewer system along Richmond Hill Road does not appear adequate to convey the storm water flowing from the golf course. This is evidenced by the localized flooding within the Richmond Hill Road Right-Of-Way. Consequently, storm water backs up behind the northern side of the railroad embankment and floods the residential lots located in the southern corner of the Forest Estates Subdivision. Project Limits: The project limits include the area around the culvert crossing under the railroad behind the southwest corner of the Forest Estates Subdivision. Survey limits include the railroad for a distance of 200 feet on each side of the culvert, the upstream reach of the creek for an approximate distance of 200 feet, and the downstream reach of the creek for a distance of approximately 300 feet. Recommendations: The drainage basin contributing flow to the culvert under the railroad needs to be analyzed and the peak flows determined. These peak flows will allow for an assessment of the additional capacity required to help mitigate the flooding on the northern side of the railroad, Therefore, we recommend that a hydrologic study be completed as well as a hydraulic study to analyze the existing culvert size and determine what additional capacity is required. Location will be limited to preparing an as- built of the sections of storm sewer comprised of 24" diameter storm sewer. Recommendations: A preliminary sketch has been provided by ARC Public Works and Engineering outlining a new storm sewer to be constructed starting from the 42" diameter pipe under Valley Park East and continuing around the recreation area to the existing 30" diameter pipe. Toole Engineers will utilize the provided engineering information to prepare construction documents. Therefore, no hydrologic or hydraulic analysis will be completed for the new or existing storm sewer system. Surveying services will be necessary to map existing conditions around Valley Park East. Three (3) easement maps are anticipated for construction activities. Deliverables: The deliverables for this project will be three (3) final sets of approved construction documents and quantity take-offs and three (3) easement maps.
