by and between Augusta, Georgia, hereinafter called the "City" and Clark Patterson Associates, a
Corporation authorized to do business in Georgia, hereinafter called the "Consultant."
Whereas, the City desires to engage a qualified and experienced consulting firm to furnish
professional services for:
Roadway and drainage improvements for Old Savannah Road/Twiggs Street
Improvements from 6th Avenue to Nicholas Street
Whereas, the Consultant has represented to the City that it is experienced and qualified to
provide the services contained herein and the City has relied upon such representation.
Now, therefore, in consideration of the mutual promises and covenant herein contained, it is
agreed by and between the City and the Consultant that the Consultant shall provide the design
services of the Project (see Scope of Services).

DESIGN CRITERIA
The following publications shall be used as the basis for the engineering design services
contained herein: Georgia Department of Transportation Standard Manuals and Specifications
for the Construction of Roads and Bridges, current editions, and supplements thereto; American
Association of State Highway and Transportation Officials (AASHTO) Manuals for Arterial
Streets, Rural, Urban, and Interstate Highways, Manual of Uniform Traffic Control Design,
Development Documents, The Augusta Utilities Design Standards and Construction
Specifications, current edition.
The Consultant shall gather from the City all available data and information pertinent to the
performance of the services for the Project. The City shall have the final decision as to what data
and information is pertinent
The Consultant shall ensure that the data and information meet applicable standards as specified
herein.
The Consultant shall report in writing any discovery of errors or omissions contained in the data
and information furnished by the City.
The Consultant shall visit and become familiar with the Project site and shall become acquainted
with local conditions involved in carrying out this Agreement. The Consultant may request that
a representative of the City be present during the site visit.
The Consultant shall recommend and secure the City's written approval of, the manner of project
plans presentation and the methods to be used in the plan preparation so that these plans can be
best utilized, as determined by the Consultant and approved by the City, in the orderly
preparation of the detailed construction contract plans, specifications, and contracts. The
Augusta PW &E Plans Preparation Guidelines, current edition, shall be utilized in the production
of plans for the project. Upon receipt of the City's written approval of the manner of the project
plan presentation and methods of plan preparation, the Consultant shall proceed with
implementation of plan preparation.

It is agreed that the compensation hereinafter specified to perform the services (see Scope of
Services) required by this Agreement includes both direct and indirect costs chargeable to the
project, as further defined in Appendix D.

GENERAL CONDITIONS
CONSULTANT COORDINATION
The Consultant shall cooperate fully with the Georgia Department of Transportation, Federal
Highway Administration, consultants on adjacent projects, consultants for final bridge plans,
municipalities and local government officials, utility companies, railroads, and others, as may be
directed by the City. Such cooperation shall include attendance at meetings, discussions, and
hearings, as may be requested by the City, furnishing plans and other data produced in the course
of work on the Project, as may be requested from time to time by the City to effect such
cooperation and compliance with all directives issued by the City in accordance with this
agreement.
It is understood and agreed that the Georgia Department of Transportation and Federal Highway
Administration may have access to the work and be furnished information as directed by the
City.
COORDINATION WITH THE NATIONAL GEODETIC SURVEY
If a National Geodetic Survey control point is found during the surveying phase, it is to be
identified and brought to the attention of the Pre-Construction Engineer. If it is to be affected
based on the proposed design, at the direction of the Pre-Construction Engineer, the Consultant
shall contact the National Geodetic Survey (NGS) advisor at the Georgia Department of
Community Affairs (DCA) and request data on geodetic control points during the preliminary
evaluation phase of project design. (Address: NGS c/o DCA, 1200 Equitable Building; Atlanta,
Georgia 30303. Telephone: 404-656-5527, FAX: 404-656-9792. Consultant shall provide the
NGS Advisor with a clear copy of the pertinent USGS 7.5' Quad sheet(s) showing the project
location. Preliminary information, even in rough outline, is sufficient to allow the advisor to
determine impact of the proposed project on NGS and USGS control points. Continued
coordination with the advisor to relocate and/or preserve affected control points will be
maintained throughout the project life. This coordination shall be implemented as soon as
possible after receipt of Notice to Proceed by the City.
COORDINATION WITH UTILITIES
Where privately, publicly or cooperatively owned utility companies will require rearrangements
in connection with the proposed construction, the Consultant shall furnish prints or reproducible
for the utility owners as directed by the City and check the utilities' submitted plans for
avoidance of conflicts with the road construction details or with the facilities of other utilities.
This may require numerous submittals to the utility companies. The Consultant shall also submit
a final set of construction plans to all utilities. The Consultant shall make no commitments with
the utilities which are binding upon the City.
If the project includes work for the Augusta Utilities (AU), the Consultant shall research all
Augusta Utilities records and act on behalf of the AU to identify the existing facilities on the
submitted roadway plans for avoidance, or resolution, of conflicts with the road construction
details or with the existing or proposed facilities of other utilities.

RIGHT TO ENTER
The Consultant shall notify all property owners or occupants of the intent to enter properties for
the purpose of accomplishing surveys or other field investigations in accordance with the
practices of the City. The Consultant shall discuss with and receive approval from the Augusta
Public Works and Engineering prior to sending said notices of intent to enter private property.
Upon request by the Consultant, the City will provide the necessary documents identifying the
Consultant as being in the employ of the City for the purpose described in the Agreement. If the
property owner or occupant denies the Consultant permission to enter, such incident will be
reported to the City and the City will initiate such action as is dictated by current policy and
procedure.
ACCURACY OF WORK
The Consultant shall be responsible for the accuracy of the work and shall promptly correct its
errors and omissions without additional compensation.
Acceptance of the work by the City will not relieve the Consultant of the responsibility for
subsequent correction of any errors and the clarification of any ambiguities.
At any time during the construction of the improvement provided for by the plans or during any
phase of work performed by others based on data secured by the Consultant under the
Agreement, the Consultant shall confer with the City for the purpose of interpreting the
information obtained and to correct any errors or omissions made by it. The Consultant shall
prepare any plans or data required by the City to correct its errors or omissions. The above
consultation, clarification, or correction shall be made without added compensation to the
Consultant. The Consultant shall give immediate attention to these changes so there will be a
minimum of delay to others.
PRE-CONSTRUCTION ENGINEER
The Pre-Construction Engineer or his duly appointed representative(s) shall act as the Liaison
Engineer between the Consultant and the City and all utilities, and authorities or governments
whose properties will be affected. The Consultant shall arrange for conferences, for exchanges
of data and information, and for necessary approvals.
All correspondence, data, information, and reports shall be directed to the Pre-Construction
Engineer to provide for proper distribution to the parties concerned.
All conferences, including telephone conversations and decisions, shall be reduced to writing by
the Consultant and at least two (2) copies shall be forwarded to the Pre-Construction Engineer
within seven (7) calendar days of the event.
The Consultant shall meet with the City for review of the work or submit in writing a project
status update on a monthly basis or as determined by the City.

The Pre-Construction Engineer will expedite any necessary decisions affecting the performance
of the Consultant's Agreement, but the Consultant shall not make use of the Pre-Construction
Engineer's services on trivial or minor matters normally to be decided by the Consultant.
If the project includes work for Augusta Utilities, an AU Liaison Engineer will act in the same
capacity as the PW &E Pre-Construction Engineer does for the roadway design work. Both the
AU Liaison Engineer and the PW &E Pre-Construction Engineer shall be copied on all
correspondence including documented phone conversations and minutes of meetings. The
Consultant shall coordinate directly with the AU Liaison Engineer on matters directly related to
water and sewer work.
DELIVERY OF NOTICES
All written notices, demands, and other papers or documents to be delivered to the City
under this Agreement shall be delivered to the City's office, 1815 Marvin Griffin Road, Augusta,
Georgia 30906, Attention: Pre-Construction Engineer, or at such other place or places as may be
subsequently designated by written notice to the Consultant. All written notices, demands, and
other papers or documents to be delivered to the Consultant under this Agreement shall be
directed to or at such a place or places subsequently to be designated in writing by the Consultant
to the City. A copy of the proposed project schedule is attached hereto as Exhibit "B".
SUPERVISION AND CONTROL
The Consultant shall perform the services required to accomplish the work plan as stated above
under such control and supervision by the City, as the City may deem appropriate.
COVENANT AGAINST CONTINGENT FEES
The Consultant shall comply with the relevant requirements of all Federal, State, County, or
local laws. The Consultant warrants that it has not employed or retained any company or person,
other than a bona fide employee working solely for the Consultant, to solicit or secure this
Agreement, and that it has not paid or agreed to pay any company or person, other than a bona
fide employee working solely for the Consultant, any fee, commission, percentage, brokerage
fee, gifts, or any consideration, contingent upon or resulting from the award or making of this
Agreement. For breach or violation of this warranty, the City shall have the right to annul this
Agreement without liability, or, at its discretion, to deduct from the Agreement price or
consideration, or otherwise recover, the full amount of such fee, commission, percentage,
brokerage fee, gift, or contingent fee.
EMPLOYMENT OF COUNTY'S PERSONNEL
The Consultant shall not employ any person or persons in the employ of the City for any work
required by the terms of this Agreement, without the written permission of the City except as
may otherwise be provided for herein.

REVIEW OF WORK
Authorized representatives of the City may at all reasonable times review and inspect the project
activities and data collected under the Agreement and amendments thereto. All reports,
drawings, studies, specifications, estimates, maps and computations prepared by or for the
Consultant, shall be available to authorized representatives of the City for inspection and review
at all reasonable times in the main offices of the City. Acceptance shall not relieve the
Consultant of its professional obligation to correct, at its expense, any of its errors in work. The
Public Works and Engineering Department may request at any time and the Consultant shall
produce progress prints or copies of any work as performed under this Agreement. Refusal by
the Consultant to submit progress reports and/or plans shall be cause to withhold payment to the
Consultant until the Consultant complies with the City's request in this regard. The City's review
recommendations shall be incorporated into the plans by the Consultant.
RESPONSIBILITY FOR CLAIMS AND LIABILITY
The Consultant shall be responsible for any and all damages to properties or persons caused by
its employees, subcontractors, or agents, and shall hold harmless the City, its officers, agents,
and employees from all suits, claims, actions, or damages of any nature whatsoever to the extent
found to be resulting from the Consultant, its subcontractors, or its agents in the negligent
performance or non-performance of work under this Agreement. These indemnities shall not be
limited by reason of the listing of any insurance coverage.
INSURANCE
Prior to beginning work, the Consultant shall obtain and furnish certificates to the City for the
following minimum amounts of insurance:
A. Workmen's Compensation Insurance in accordance with the laws of the State of Georgia.
B. Public Liability Insurance in an amount of not less than One Hundred Thousand
($100,000.00) Dollars for injuries, including those resulting in death to anyone person,
and in an amount of not less than Three Hundred Thousand ($300,000.00) Dollars on
account of anyone occurrence.
C. Property Damage Insurance in an amount of not less than Fifty Thousand ($50,000.00)
Dollars from damages on account of any occurrence, with an aggregate limit of One
Hundred Thousand ($100,000.00) Dollars.
D. Valuable Papers Insurance in an amount sufficient to assure the restoration of any plans,
drawings, field notes, or other similar data relating to the work covered by the Project.
E. Professional Liability Insurance in an amount that correlates to the amount of this
agreement and nature of the project.

COMPENSATION
The City shall compensate the Consultant for services which have been authorized by the City
under the terms of this Agreement.
The Consultant may submit to the City a monthly invoice, in a form acceptable to the City and
accompanied by all support documentation requested by the City, for payment for the services
which were completed during the billing period. The City shall review said invoices for
approval. The City shall have the right to reject payment of any invoice or part thereof if not
properly supported, or if the costs requested or a part thereof, as determined solely by the City,
are unreasonably in excess of the actual stage of completion of each phase. The City shall pay
each such invoice or portion thereof as approved, provided that the approval or payment of any
such invoice shall not be considered to be evidence of performance by the Consultant to the point
indicated by such invoice, or of receipt of acceptance by the City of the services covered by such
invoice. The City shall pay any undisputed items contained in such invoices.
Each invoice shall be accompanied by a letter progress report describing the total work
accomplished for each phase and any problems which have been encountered which may inhibit
execution of the work. The Consultant shall also submit an accurate updated schedule, and an
itemized description of the percentage of total work completed for each phase during the billing
period.
Compensation for design services for the Augusta Public Works and Engineering Department
shall be a lump sum for each phase or item of work authorized by the City. The Consultant shall
invoice based on the percentage of the work completed during the billing period. Upon
completion by the Consultant of each phase of the work and approval thereof by the City, the
City will pay the Consultant a sum equal to one hundred percent (100%) of the compensation set
forth herein, less the total of all previous partial payments, paid or in the process of payment
except as otherwise stated below for Water and Sewer design services.
Compensation for design services for the Augusta Utilities shall be invoiced based on the sum of
all actual costs incurred in the performance of the work, including all direct, payroll, overhead,
and profit costs in an amount not-to-exceed the compensation set forth herein for the Water and
Sewer Plans Phase.
CONTRACT DISPUTES
This Agreement shall be deemed to have been executed in Augusta, Georgia, and all questions of
interpretation and construction shall be governed by the Laws of the State of Georgia.
All claims, disputes and other matters in question between the Owner and the Consultant arising
out of or relating to the Agreement, or the breach thereof, shall be decided in the Superior Court
of Augusta, Georgia. The Consultant, by executing this Agreement, specifically consents to
venue in Augusta and waives any right to contest the venue in the Superior Court of Augusta,
Georgia.

CONTRACT TERMINATION
Pursant to O.C.G.A. 36-60-13, this Agreement shall terminate absolutely and without further
obligation on the part of the City at the close of the calendar year in which this Agreement is
executed and at the close of each succeeding calendar year for which the agreement may be
renewed by the parties hereto.
This Agreement shall nevertheless automatically be renewed unless the City provides written
notice to the Consultant of its intention to terminate the Agreement at least thirty days prior to
the close of the calendar year for which the Agreement is presently effective between the parties
and/or has been renewed by the City. This Agreement shall obligate the City solely for those
sums payable during the initial term of execution or in the event of renewal by the City for those
sums payable in such individual renewal terms.
Notwithstanding the foregoing language, the Consultant agrees to continuously render the
professional services specified by the Agreement to the City for such terms or renewal terms as
are effective pursuant to this Agreement and for which the City agrees to pay in accordance with
the terms of the Agreement or any future amendments thereto.
The City may terminate this contract in part or in whole upon written notice to the Consultant.
The Consultant shall be paid for any validated services under this Contract up to the time of
termination.
PERSONNEL
The Consultant represents that it has secured or will secure, at its own expense, all personnel
necessary to complete this agreement, none of whom shall be employees of, or have any
contractual relationship with, the City. Primary liaison with the City will be through its
designee. If the project includes AU work, the Consultant shall identify, in writing, a
water/sewer project manager responsible for direction and coordination of this portion of the
project. All of the services required hereunder will be performed by the Consultant under his
supervision, and all personnel engaged in the work shall be fully qualified and shall be
authorized or permitted under law to perform such services.
All professional personnel, including subcontractors, engaged in performing services for the
Consultant under this agreement shall be indicated in a personnel listing attached hereto as
Exhibit "C" and incorporated herein by reference. No changes or substitutions shall be permitted
in the Consultant's key personnel as set forth herein without the prior written approval of the
Director or his designee.
The Consultant shall employ in responsible charge of supervision and design of the work only
persons duly registered in the appropriate category; and further shall employ only qualified
surveyors in responsible charge of any survey work.
The Consultant shall endorse all reports, contract plans, and survey data. Such endorsements
shall be made by a person duly registered in the appropriate category by the Georgia State Board
of Registration for Professional Engineers and Land Surveyors, being in the full employ of the
Consultant and responsible for the work prescribed by this agreement.

CONFIDENTIALITY
The Consultant agrees that its conclusions and any reports are for the confidential information of
the City and that it will not disclose its conclusions in whole or in part to any person whatsoever,
other than to submit its written documentation to the City, and will only discuss the same with it
or its authorized representatives. Upon completion of this agreement term, all documents,
reports, maps, data and studies prepared by the Consultant pursuant thereto shall become the
property of the City and be delivered to the Director of Public Works & Engineering.
Articles, papers, bulletins, reports, or other materials reporting the plans, progress, analyses, or
results and findings of the work conducted under this agreement shall not be presented publicly
or published without prior written approval in writing by the City.
It is further agreed that if any information concerning the project, its conduct, results, or data
gathered or processed should be released by the Consultant without prior approval from the City,
the release of same shall constitute grounds for termination of this agreement without indenmity
to the Consultant, but should any such information be released by the City or by the Consultant
with such prior written approval, the same shall be regarded as public information and no longer
subject to the restrictions of this agreement.
IN WITNESS WHEREOF, said parties have hereunto set their seals the day and year written
below.

SCOPE OF SERVICES
General Scope of Services
The services to be furnished by the Consultant under this Agreement shall be those necessary to
survey, design, and provide preliminary plans, right-of-way plans, final construction plans,
special provisions, contract documents and other related studies and services for
Roadway and drainage improvements for Old Savannah Road/Twiggs Street
Improvements from 6th Avenue to Nicholas Street
Services shall be provided in accordance with the Scope of Services for each phase of the work
with the following specific items of clarification:

Any conflicts between the requirements identified in the engineer's proposal, the Appendices of
this document and the Augusta PWE Plan Preparation Guidelines should be brought to the
attention of the Director of PWE immediately. Resolution shall be decided using the sole
discretion of the Director of Public Works.

TRAFFIC ENGINEERING/CONCEPTUAL DESIGN PHASE
TRAFFIC ENGINEERING:
1. The purpose of the Traffic Engineering phase of the work is to study existing traffic
conditions and accident data, to project design year traffic volumes, and to recommend
required improvements. This activity shall only be required when data is not readily
available from the APW Traffic Engineer and shall be performed as directed in writing
by the Pre-Construction Engineer.
2. The Consultant shall prepare and submit to the City for approval a traffic study and report
which will include the following:
A. Measurement of existing daily (24 hour) traffic counts and peak hour turning
movement counts for each major intersection defined in the General Scope of
Services.
B. Collection and analysis of accident data along the Project and preparation of an
accident diagram to identify accident trends along the corridor.
C. Identification of deficient roadway geometrics and recommended solutions.
D. Analysis of existing traffic conditions to identify peak hours, peak-to-daily ratios
and directional distributions. Capacity analysis will be performed to determine
the operational efficiency ofthe intersections for existing traffic conditions.
E. Projection of design year peak hour traffic volumes for the project. The
Consultant will be required to coordinate with the Augusta Traffic Engineering
staff. Capacity analysis will be performed to determine the operational efficiency
of the intersections and storage lane requirements for the design year traffic
conditions.
3. The Consultant shall prepare a draft corridor study report that will include presentation of
all existing and projected traffic data, accident data, method of analysis, discussion of
comparative levels of service and traffic operational characteristics, recommendation of
selected alternatives, schematic diagrams for the existing and proposed intersection
layouts, and documentation of evidence to support the consultant's recommendations.
The Consultant shall submit two (2) copies of the draft report to the City for review. A
meeting will be held with City personnel to determine the concept alternative(s) to be
developed.

CONCEPTUAL DESIGN:
4. The Consultant shall prepare conceptual design plans at a scale to be approved by the
Pre-Construction Engineer for presentation and approval by the City. The concept plan
shall be submitted to the City for review by the 2.3 day of J'v ~ '
2001 After review by the City, the consultant shall make any and a reV1SlOns to the
concept.
5. Concept plans shall include, but are not limited to, typical sections, centerline alignment
with degree of curvature shown, edges of pavement, curb and gutter, medians, anticipated
wall locations, property lines, property owners, existing and proposed rights-of-way,
street names, major drainage, areas of anticipated grade changes, landlot lines, north
arrow, and legend. The Consultant shall prepare at least two (2) sets of displays for a
public information meeting and attend the meeting to assist the City in answering
questions.
6. The Consultant shall submit a final corridor study report that includes all findings of the
conceptual design in addition to the information contained in the draft corridor study
report, when required, with a copy of the concept plan for the City's review and approval.
The Consultant shall prepare a summary of the corridor study report for distribution at the
public information meeting.
DATA BASE PREPARATION PHASE
1. The Consultant shall not begin work on this phase of the work until the City issues
written authorization to proceed on all or any portion of the work.
2. The Consultant shall obtain, enhance, and/or perform topographical mapping of the
project corridor and limits at a scale and accuracy acceptable to the City. The base
mapping shall depict and/or establish the following:
A. Existing roadways, rights-of-way, property lines, property owners, bridge
improvements, culture, topographic features, driveways, utilities, drainage
structures, drainage channels and/or information necessary to design, obtain
rights-of-way and easements, and construct the Project. (See Appendix B.)
B. Obtain all plats and deeds from courthouse records, Public Works & Engineering
Department, and other City departments' files of all properties affected by the
project. Compile a listing of property data consisting of all property owners'
names, addresses, tax parcel numbers, land lot numbers, district numbers, deed
book number and page number, plat book number and page number, and existing
lot area.
C. Establish horizontal control referenced to Georgia State Plane East Coordinates
(N.A.D. 83) applying the appropriate grid factors to each measure. Vertical
control shall be tied to the North American Vertical Datum (1988). (See
Appendix B.)

Additional permanent control (minimum of two locations) shall be established by
the Consultant in areas outside of the anticipated areas. This is to ensure project
control re-establishment after construction.
Control monuments shall be either Feno (a patented system) polyroc survey
markers or of concrete with a brass disk in the top. Feno monuments shall have
an aluminum magnetic cap in them, and the spike shall be 600 mm long unless
conditions dictate otherwise. Any deviation from this length shall be approved by
the City Engineer. If monuments to be reset are NGS or USC & GS monuments,
reset monuments shall be in accordance with NGS Standards as regards to
material, depth, size, etc.
Concrete control monuments shall be four (4) feet in depth and at least twelve
(12) inches in diameter unless conditions dictate otherwise. Deviation from this
length shall be approved by the City Engineer. A No.4 rebar shall be set in the
concrete or in lieu of a rebar and brass disk, an aluminum magnetic cap (such as
used with the Feno monuments) may be used.
D. Location and depiction of all N.G.S. monuments, project monuments, traverse
points, and benchmarks used or set by the Consultant.
E. The Consultant shall research and identify on the plans all parcels which have
septic drain fields or similar on-site sewage facilities. The City/State Health
Department and the AU records shall be researched for septic and/or sanitary
sewer status. Visual inspection for physical evidence of such facilities shall be
performed by the Consultant's project manager in charge of the AU design. In the
case where the AU has no facilities within the limits of the project, the
Consultant's roadway project manager shall perform this task.
3. Photograrnmetrically derived digital terrain data whether provided by the City or
obtained by the Consultant shall be field verified. Any obscured areas shall be field
surveyed. The City shall be provided sufficient evidence of field verification of obscure
areas. Any error found in the digital mapping by the Consultant shall be immediately
reported to the City and corrected.
4. The Consultant shall prepare base plan sheets on mylar or vellum in ink for submittal to
the City. Base sheets shall be prepared in accordance with current City practice with
regard to method of presentation. Information shown on the base sheets shall include
north arrow, graphic scale grid tics, existing right-of-way lines, property lines, existing
topography and planimetrics, property owners' names, land lot lines, existing drainage
and existing surface evident utilities. Standard legend will be provided by the City.
5. If the project includes AU work, and depending upon the scope of the AU work, all
existing water and sewer within 250 feet minimum of known limits of construction shall
be incorporated into the database plans. The AU "as-builts," record drawings, and

"counter maps" shall be utilized in locating water and sewer facilities prior to field
surveying of above-ground features and sanitary sewer inverts.
The Consultant's water/sewer project manager shall recommend to the AU when and if
probing/uncovering of existing water lines is necessary to avoid conflicts with roadway
features and other utilities. Also, if T.V. recording of the sewer lines for tap locations
and condition of pipes is necessary, the Consultant shall recommend to the AU when this
work should be done. The AU may elect to perform the T.V. fieldwork with AU forces.
The field and office work related to this will be compensated for under the Miscellaneous
Services Phase (Appendix E).
This work should be accomplished prior to final engineering starting for roadway and
water/sewer plans.
PRELIMINARY PLANS PHASE
1. The Consultant shall not begin work on this phase until the City issues written
authorization to proceed on all or any portion of this phase of work.
2. The Consultant shall prepare and submit to the City for approval, preliminary roadway
designs of the approved concept covering the following:
A. Define horizontal and vertical geometrics for roadways including survey
centerline and/or construction centerline with stations, bearings, complete curve
data, superelevations and speed designs.
B. Plot cross sections at 100' intervals.
C. Determine retaining wall locations if required and develop preliminary wall plans.
(See Appendix H.)
D. Prepare preliminary maintenance of traffic plans as required.
E. Determine preliminary earthwork quantities, evaluate stage construction
earthwork requirements.
F. Develop basic roadway typical sections from general typical sections supplied by
the City.
G. When sufficient plans showing proposed plan, profiles, typical sections, cross
sections, and proposed drainage have been developed, the Consultant shall submit
blueline sets directly to the utility companies to obtain marked prints showing
corrected existing locations and proposed relocations. These marked prints are to
be used later by the Consultant for preparation of final utility plans. These
marked prints are to be kept by the Consultant for the duration of the project.

H. Prepare preliminary right-of-way plans showing culture, improvements,
construction limits, drainage, drives, access controls, construction easement and
right-of-way limits, owners' names and parcel numbers (see Appendix C).
I. The Consultant shall prepare separate construction and right-of-way cover sheets
identifying the project location.
3. The Consultant shall prepare a preliminary drainage design covering the following:
A. Prepare a drainage map indicating drainage areas, flows, and existing and
proposed major cross drains.
B. Develop a preliminary drainage layout showing major cross drains, inlets, catch
basins, sanitary sewers and bridges.
C. Investigate, analyze, and provide the design for drainage facilities necessary so as
not to cause drainage problems upstream or downstream from the project. The
Consultant may be required as a part of this agreement to provide for drainage
detention facilities if requested by the City.
D. Prepare a drainage report to address pre-project and post-project conditions. The
report will include documentation of all pertinent data to substantiate the
Consultant's findings and/or recommendations.
E. Perform quality assurance review.
4. The Consultant shall provide documentation of applicable criteria, such as horizontal and
vertical clearances, design speed for horizontal and vertical curves, stopping sight
distance, roadway dimensions and superelevations.
5. The Consultant shall prepare any and all permit applications and supporting data for the
City to sign and send to the appropriate permitting authorities, such as, but not limited to,
railroads, Corps of Engineers, FEMA, Georgia DOT, etc. The Consultant shall
compensate these entities for any review costs, or permit fees if required by the particular
permitting agency. If the project includes AU work, the Consultant shall provide similar
permitting assistance to the AU as applicable.
6. The Consultant shall perfornl the complete subsurface investigation program for
roadways on new alignment, bridges, retaining walls, box culverts, major excavation
locations, embankment evaluations, and pavement analysis. This shall include all the
necessary drilling, sampling, testing, and soil engineering reports and design
recommendations based on such soils data sufficient to design and construct the project.
A copy of the investigation documents shall be provided to the City.

7. The Consultant shall submit for review and approval by the City the following
preliminary plans for bridges in accordance with Appendix F:
A. Preliminary layout drawing with a plan and elevation view of the proposed most
economical bridge structures, utility bridges and detour bridges where needed.
Indicated on the drawing shall be the beginning and ending bridge stations, span
lengths, location of fixed and expansion joints, location and elevation of nearest
bench mark, location and magnitude of the minimum horizontal clearances, a
narrative description of the construction procedure along with any sketches
necessary to indicate stage construction and handling of traffic, location of
longitudinal and transverse construction joints, cross section of the structure
indicating the most economical beam spacing and depth of web, horizontal and
vertical curve data, a north arrow and the depth of structure used in computing the
vertical clearance.
B. All computations as to how the minimum vertical and horizontal clearances were
attained.
C. All preliminary design notes and cost comparisons from which the most
economical structure type and beam spacing was obtained.
8. If the project includes AU work the Consultant shall prepare preliminary water/sewer
design and a construction cost estimate. It is anticipated that AU facilities within
roadway intersections will need design and shall be included in the general scope of
services whether or not the PW&E SCOPE OF SERVICES include changes to the
intersection. Preliminary design shall cover the following:
On the proposed preliminary roadway plan view with stationing as a base:
A. Location and size of all proposed (new or upgraded) water lines, bore pits,
boundary service meters, meter vaults, etc.
B. Location, size, and material for all existing water mains, service meters, meter
vaults, to be removed, abandoned or to remain in service.
C. Location and size of all proposed (new or upgraded) sanitary sewer lines and
manholes.
D. Location, size, and material for all existing sanitary sewer lines to be removed,
abandoned, or to remain.
E. Identification of all possible conflicts with septic or other on-site sewage
facilities.
F. Plan view detail inserts showing potential crossing conflicts with water mains 8"
or greater, sewer lines, storm drainage culverts, gas mains greater than 6", major

telephone duct banks/conduits and/or manholes, and other major utilities. The
Utility plans prepared for the roadway project shall be reviewed to determine
proposed utility relocations and utilities to remain.
G. Easements needed for water/sewer work whether inside roadway easements or
outside the roadway construction limits. On the proposed roadway centerline
profile grade as a base:
H. A profile of each individual eXIstmg water line to remam in place shall be
incorporate into the road profile or sewer profile.
I. Show crossings with existing water lines, sanitary sewer lines, gas mams,
drainage culverts, and other major utilities.
J. Show approximate bottom elevation of bores and receiving pits shoring and/or
grading limits.
K. Research the AU records to identify special water pressure zones and identify on
plans the high pressure and low pressure zones and the valves (PRV), and other
controls that may be sensitive to any changes during construction of the project.
Upon completion of the AU preliminary plans and after a quality assurance/control
review by the Consultant's water/sewer project manager, the Consultant shall submit
three (3) sets of full size blueline prints of the water/sewer plans and roadway plan,
profiles, cross sections and utility plans along with a preliminary construction cost
estimate. Also to be submitted is a copy of the checklist (included in the water/sewer
chapter of the PW &E Plans Preparation Manual) signed by the Consultant's water/sewer
and roadway project managers, certifying that the plans were reviewed for errors,
omissions, economy of design, and conflicts between the roadway and water/sewer plans.
These plans shall be submitted concurrently with the roadway preliminary plans to
PW&E.
9. Upon completion of the preliminary roadway plans, the Consultant shall submit five (5)
sets of full size blueline prints to the City for review along with a preliminary
construction cost estimate. The preliminary plans 30% complete shall be submitted to the
City for review by the 25 day of t1c./r;6~r , 200~. The preliminary plans (60%
complete) and cost estimates shall be submitted to the City for review by the !:L day of

10. The review comments from the City (PW&E and AU) shall be incorporated into the plans
by the Consultant.

FINAL W ATERlSEWER PLANS PHASE
1. The Consultant shall not begin work on this phase of the work until the AU or PW &E
issues written authorization to proceed on all or any portion of this phase of work.
2. After a project team meeting, the Consultant shall prepare and submit for approval final
water and sewer designs cover the following:
A. Provide complete water main designs with appropriate cross-over tie-ins. All
work accomplished in the Miscellaneous Services Phase shall be incorporated into
the final design. Final sizes of water mains will be determined by the Water
System based on final roadway concept and typical section. Show all fire
hydrants, valves, tees, crosses, reducers, casings, plugs, tapping sleeves, meter
boxes, pressure reducers, service connections, vaults, service boundary meters, air
release valves, thrust blocks, and other related appurtenances.
B. Profile of water main crossing roadway showing all known utilities to remain and
proposed utilities to be installed. Also show the limits of bore and receiving pits.
C. Complete profile of new and existing water mains to remain. All horizontal and
vertical bends shall be identified and located on profiles for new water mains.
D. Schematic detail inserts shall be shown for all cross-over tie-ins and other
complex connections. Where probing/uncovering of existing lines is done, the
detail insert covering these locations shall be to scale 1 = 10ft. or smaller.
E. Proposed sewer line plan and profiles with manhole top and invert elevations and
pipe slopes. Re-constructed and new lateraVtaps.
F. Relocated meters and added new services. Relocated meter to be shown at final
location. Stage construction plan shall show interim relocations.
G. Abandonment of existing water mains and services.
H. Provisions for temporary water feed if necessary.
1. Details for all bridge, culvert, and stream crossings showing hangers, supports,
piers, bends, and casings on a scale of 1 "=10 ft. horizontal and vertical.
J. The Consultant shall prepare a water/sewer construction staging sequence based
on the roadway stage construction plans. All temporary tie-ins and lines needed
to maintain service for water/sewer will be identified on these plans. Water and
sewer service shall be maintained at all tinles, unless approved by AD. The
Consultant's water/sewer and roadway project managers shall review these plans
concurrently, and the City shall be notified if a resolution to conflicts cannot be
made without a significant cost to either the roadway or water/sewer construction.
Temporary tie-ins, cut-offs, and temporary service lines shall not be proposed
without consideration for existing pressure, size of lines, and condition of existing
water lines. It is the responsibility of the Consultant's water/sewer project

manager to become knowledgeable of the existing water service in the area in
terms of high/low pressure service boundary and interface with city service lines.
It may be necessary to prepare a special provision for a trial shut down and or
pressure tests prior to cut-ins or temporary tie-ins. The Consultant shall make AU
aware of potential problems that may result in loss of service, prior to the
completion of the stage construction plans. Special need institutions including,
but not limited to, hospitals, clinics, emergency care centers, large office
buildings, regional shopping malls, and factories, shall be considered as priority
customers in the construction staging so as to limit water outages for tie-ins or
other water main work. The Consultant shall notify AU if a special provision in
the construction contract is needed in these cases.
K. The Consultant shall include in the plans a 24" x 36" summary of quantities sheet
and a detailed estimate sheet.
3. The Consultant shall prepare the plans in accordance with current City practice with
regard to method of presentation, pay items, special drawings, special provisions, and
summaries thereof.
4. The Consultant shall submit three (3) complete sets of water/sewer plans with a draft
copy of Special Provisions and two (2) sets of roadway plans for final review by the AU.
Comments received from the AU as a result of this submittal shall be incorporated into
the plans by the Consultant at no extra cost to the CITY.
5. Once the plans, Special Provisions, and other contract documents have been revised
based on the fmal review comments, the Consultant shall notify the AU and PW &E, in
writing, that the water/sewer portion of the project is ready for property acquisition. This
notification shall be prior to the roadway right-of-way plans being submitted as "Final
right-of-way. "
6. The Consultant shall be prepared to submit one (1) set of reproducible mylar plans, as
requested by the AU, at no extra cost to the City.
7. The Consultant shall take special note that right-of-way negotiations may require some
minor revisions that do not affect the scope of the project as they are relatively minor in
nature. Typical changes or revisions include, but are not limited to, the following:
adjusting easements to avoid trees or sites of cultural interest, relocating service meters,
revising sanitary sewer lateral locations, relocation of fire hydrants, relocation of sanitary
sewer manholes, adjusting manhole tops, and other revisions commonly requested.
These minor revisions shall be made to the final plans and parcel plats, by the Consultant
at no additional cost to the City. Any changes considered to be more than minor in
nature, by AU, will be compensated for under the Miscellaneous Services Phase.

8. The Consultant's water/sewer project manager shall attend the pre-bid and the pre-
construction conference to answer questions verbally and follow up with written
responses.
9. Once plans and contract documents have been revised based on comments received
during the construction bidding process, 10 sets of ADDENDUM plans and contract
documents shall be submitted for each ADDENDUM at no cost to the City unless they
are due to Miscellaneous Services requested by the City after final plans were submitted,
upon receipt of specific request by PW &E or AD.
10. The Consultant shall maintain an updated set of construction plans throughout the life of
the project until construction of the water/sewer facilities has begun. Plan revisions
distributed by PW &E after 90% final plans have been completed shall be reviewed and
analyzed by the Consultant's water/sewer project manager for impacts to water/sewer
facility design and construction contract items. The Consultant shall notify the AU of
water/sewer plan revisions, pay item, quantity, and easement changes needed as a result
of the revision by PW &E. These services shall be provided as a part of the Final
Water/Sewer Plans Phase. If plan revisions are requested by the AU as a result of this
analysis, the work will be compensated for under the Miscellaneous Services Phase.
FINAL ROADWAY DESIGN AND CONSTRUCTION PLANS PHASE
1. The Consultant shall not begin work on this phase until City issues written authorization
to proceed on all or any portion of this phase of work.
2. The Consultant shall prepare final right-of-way plans and submit for review and
approval. Right-of-way plans will not be approved until they meet the criteria set forth in
Appendix "C." Final right-of-way plans and shall be submitted to the County for review
by the 30 day of Aft., \.. , 200~.
3. After the right-of-way plans have been approved, and when directed by the City, the
Consultant shall stake all required right-of-way and easements as set forth in Appendix
"B."
4. The Consultant's services for the roadway construction plans shall include the following:
A. Conduct additional field surveys to obtain data necessary for the Consultant to
complete final design in accordance with this Agreement.
B. Prepare plan and profile sheets for roads, streets, and driveways. Plans shall show
all the necessary information as determined by the City to permit construction
stake-out and to indicate and delineate details necessary for the construction of the
complete facility by a construction contractor, including right-of-way and
easements with appropriate stations and offsets.

C. Prepare detailed plan sheets for all design features requiring additional detailed
design information, including such examples as the geometrics of intersections at
1" = 20' scale identifying radius points, special superelevation requirements, spot
elevations or curb line profiles, curb cut ramp locations, right-of-way and other
details necessary to clearly allow construction stakeout, local street treatment,
traffic signal mast arm foundations, minor structures, drainage facilities, and
appurtenances, such as utilities and details covering special problems.
D. Prepare drainage design in accordance with design practice of the Georgia
Department of Transportation utilizing current Georgia Department of
Transportation drainage manuals, including analysis and design forms. Prepare
complete drainage cross sections for all drainage systems including structure
numbers, type, location, inverts, pipe sizes, existing and proposed ground lines.
Headwater elevations shall be shown on major drainage. If the project includes
AU work, the storm drainage profiles shall be coordinated with the Consultant's
water/sewer project manager for conflict identification and resolution with
water/sewer lines.
E. Prepare cross sections of highways, roads, and streets showing the existing and
proposed finished grade and sub grade elevations at intervals of 50 feet measured
along the centerline of construction unless otherwise directed by the City. To
ensure proper coordination, it may be necessary for the Consultant to plot critical
storm drainage, water lines or other utilities on the cross sections.
F. Prepare utility plans including existing utility locations as determined from
mapping and field surveys by the Consultant, verified and supplemented by each
utility owner. Proposed utility relocations will be shown, such information being
furnished by each utility owner, through the Consultant and transferred to the
plans by the Consultant. The Consultant shall coordinate and attend technical
meetings with utility companies and the City for the purposes of discussing utility
conflicts and necessary relocations. The Consultant shall advise and invite the
City to these meetings.
G. Prepare a detailed construction sequence and plan that also indicates maintenance
of traffic procedures to be utilized during each construction phase. This detailed
construction sequence shall be incorporated in the Construction Contract.
H. Prepare signing and marking plans and provide signing and marking details as
required for the project.
I. Prepare traffic signal plans indicating appropriate timing, phasing, and displays if
not provided by the ARC Traffic Engineer.
1. Prepare flexible pavement design recommendations.
K. Prepare erosion control plans for the project, considering stage construction
requirements for the project.

L. Prepare Summary of Quantities, Schedule of Quantities, and Detailed Estimate as
directed by the City.
M. Prepare an Estimate of Construction Cost for each construction contract based on
the approved contract drawings, using estimated quantities and current
construction bid price data.
N. Prepare a stakeout plan indicating coordinated construction centerlines, complete
curve data, horizontal and vertical control data with coordinate values, station and
offset and actual plotted location of control points.
O. Design and prepare construction plans for any and all gravity retaining walls,
including wall envelopes. The plans shall include fully dimensioned geometric
layout to permit staking in the field without additional computation by the survey
party. All elevations required for construction shall be shown.
P. Design and prepare construction plans for the bridge(s). The plans shall include
fully dimensioned geometric layout to permit staking in the field without
additional computation by the survey party. All elevations required for
construction shall be shown. Quantities for each unit of superstructure and
substructure shall be computed and tabulated. The total quantities for each
construction pay item shall be listed on the Plan and Elevation Sheet in
accordance with Appendix "G."
Q. Perform construction assistance as set forth in Appendix "J."
R. Perform a quality assurance review.
5. Final plans shall be prepared in conformity with current practices ofthe City with regard
to method of presentation, scales, pay items, special drawings and summaries thereof.
See Appendix A. Plans shall be submitted to the City for review by the 2 q day of

6. The Consultant shall submit up to ten (10) complete sets of plans and two (2) sets of half
size plans for and attend a final field plan review, which may include representatives of
the City and the State Department of Transportation in some cases, prior to acceptance of
the design work. Comments received from the City as a result of this final review will be
incorporated into the design by the Consultant. The Consultant shall be prepared to
submit up to 10 complete sets of plans and specifications as required by the City at no
extra cost to the City.
7. The Consultant shall take special note that due to the right-of-way negotiations, there
may be some revisions needed that do not affect the overall scope of the project and are
relatively minor in nature. Some of these changes or revisions needed may be, but are

part of the right-of-way negotiations as authorized by the City.
8. The Consultant may be called upon and shall be prepared to explain or otherwise defend
its road design with regard to utility relocations, property damages, safety requirements,
vertical and horizontal road alignment, drainage design and considerations or other
questions regarding the engineering designs at no extra cost to Augusta, Georgia.
MISCELLANEOUS SERVICES
The Consultant may be required to perform additional services or tasks related to the work
outlined in the Scope of this Agreement that are specific to site conditions and are not typical in
nature. The Consultant shall, at the City's request, submit a proposal indicating manhours and
costs to the City for approval. The Consultant shall not begin on any task until the City issues
written authorization to proceed. The services for this phase may include, but are not necessarily
limited to the following, and when authorized by the City.
1. Design and detailing of storm water detention.
2. Special design retaining walls, including soil investigation and report.
3. Additional surveys which may be requested.
4. Revisions which may be requested as a result of negotiations for right-of-way, other than
minor revisions identified in the final Design and Construction Plans Phase.
5. Written legal descriptions for any and all parcels as requested by the City. This may
occur after the right-of-way negotiations begin or are finalized.
6. Additional geotechnical material investigations if requested, such as asphalt cores, soil
erosion index evaluation, etc.
WATER/SEWER MISCELLANEOUS SERVICES
The Water/Sewer Miscellaneous Services may include, but are not limited to, the following:
1. Studies and/or design related to converting a property owner from a septic, or other on-
site sewage system, to a sanitary sewer service owned by AD.
2. Temporary water or sewer service due to roadway or utility staged construction.
3. Additional design, including service meters, due to re-defllung of the AU Service
boundary.
4. Additional design due to development projects plans being incorporated after final
engineering for AU facilities has been started.

5. Changes in design requested by the AU due to roadway horizontal and vertical alignment

12. Field location and probing/uncovering of all existing water mains within known limits of
construction impacts, every 100 feet minimum, with horizontal accuracy of 1 ft. and
vertical accuracy of 0.5 ft. If approximate crossing locations are known, these also shall
be located. The work includes the data being incorporated into the database plans with
the vertical information to be shown on cross sections.
13. T.V. recording of sewer lines and/or interpreting the T.V. recording data and including
lateral/tap locations on the database plans.

The work will consist of the design and preparation of construction plans
in accordance with Augusta-Richmond City Plan Presentation Guide for
widening Old Savannah Road/Twiggs Street to include turn lanes at
intersections and to consider adding curb, gutter and sidewalk from 6th
Avenue to Nicholas Street.
The scope of work will include, but is not limited to, surveys, preliminary
construction plans, final right-of-way plans (including staking the right of
way), and final construction plans. All required engineering studies such
as capacity analyses, drainage design, (including design of major
structures), erosion control plans, and stage construction/maintenance of
traffic will be included.
Design shall be in accordance with the Augusta-Richmond City policies
and procedures, FHW A policies and AASHTO guidelines.

PROJECT ANALYSIS
As stated in the scope of services, the PROJECT consists of the design and
preparation of construction plans in accordance with Augusta-Richmond
City Plan Presentation Guide for widening Old Savannah Road/Twiggs
Street to include turn lanes at intersections and to consider adding curb,
gutter and sidewalk from 6th Avenue to Nicholas Street. The scope
includes providing design preliminary plans, right-of-way plans, final
construction plans, and construction specifications for the necessary
design improvements.
Old Savannah Road at Twiggs Street Intersection
Currently the unsignalized intersection of Old Savannah Road at Twiggs
street intersects at an angle of approximately 20 degrees. There is
currently one lane of traffic in the NB and SB directions on both of the
roads.
We understand the City's proposed improvements consist of adding turn
lanes at intersections. We recommend the addition of a left turn lane
movement from SB Twiggs Street onto Old Savannah Road and that
consideration be given to 1. signalizing the intersection, and 2. improving
the current adverse skew angle no more than approximately 70 feet.
These changes will not only create a safer intersection but also improve its
function.

PROJECT SCOPE
The scope and understanding of the procedures of the PROJECT is stated
as follows:
The PROJECT consists of the widening of Old Savannah Road / Twiggs
Street from 6th Avenue to Nichols Street. The scope includes providing
design preliminary plans, right-of-way plans, final construction plans, and
construction specifications for the necessary design improvements.
Clark Patterson Associates will gather from the City all available data and
information pertinent to the preparation of the PROJECT plans. The City
shall have the final decision as to what data and information is pertinent.
Our Team will check the data and infornlation furnished by the City for
accuracy to insure that the data and information meet appropriate design
standards.
Our Team will report, in wntmg, the results of its mathematical
deternlination of any horizontal and vertical clearances, the horizontal and
vertical alignment, and any errors or omissions contained in the data and
information furnished by the City.
Our Team will recommend, and secure the City's written approval of, the
manner of PROJECT plans presentation and the methods to be used in the
plan preparation so that these plans can be best utilized, as determined by
Our Team and approved by the City, in the orderly preparation of the
detailed constmction contract plans, specifications, and contracts.
Upon receipt of the City's written approval of the manner of PROJECT
plan presentation and methods of plan preparation, Our Team will proceed
with implementation of plan preparation.
PHASE I
TRAFFIC ENGINEERING/CONCEPTUAL DESIGN

Our team will examine all existing traffic and geometric conditions,
including area traffic volumes, accident history, approach volumes and
turning movements. We will analyze intersection configurations, traffic
control signing, pedestrian and bicycling activity in the PROJECT area.
We will also collect and analyze accident data along the Project and
prepare an accident diagram to identify accident trends along the corridor.
The data collection task involves the collection, reduction, and analysis of
all existing and new data necessary to effectively analyze intersections for
improvements and to provide designs for traffic signal installation where
requested and warranted. The data used in this task must be complete and
accurate; our team will thoroughly review all data for accuracy as well as
consistency. Our team will work closely with the Department to assimilate
and analyze the data.

Concept Design
Our team will be responsible for the collection of existing daily (24 hour)
traffic counts and peak hour turning movement counts and pedestrian
counts for each major intersection. A turning movement count will be
required for each intersection. The turning movement counts will be
utilized during the analysis of each intersection.
Our team will be responsible for collecting ADT counts. The ADT counts
will be collected for the purpose of developing the time of day/week
timing plan implementation schedule. The ADT counts will be collected
and summarized in graphical format to visually display when variations in
traffic flow patterns occurs. This will identify time of day periods when a
separate timing plan should be employed. It will also be used to determine
the existing, as well as, the proj ected arterial Level of Service (LOS).
Our team will perform the required traffic engineering analysis in
determining improvements that will provide the most optimal
performance. The analysis process will be accomplished with the use of
traffic engineering software (SOAP, HCS, etc.) to determine the
intersection Measures of Effectiveness (intersection delay, level of service,
etc.). Our team will develop several alternative scenarios to determine
what improvements are needed to provide optimal performance. Each
alternative will be analyzed for operations, safety, and geometric
improvements. Our team will prepare a draft corridor study report that will
include presentation of all existing and proj ected traffic data, accident
data, method of analysis, discussion of comparative levels of service and
traffic operational characteristics, recommendation of selected
alternatives, schematic diagrams for the existing and proposed intersection
layouts, and documentation of evidence to support the consultant's
recommendations. Our team will submit two (2) copies of the draft report
to the City for review. Our team will evaluate each intersection to
determine all improvements. At a minimum, the following improvements
will be evaluated:

. Signing and Marking
. Traffic Signal Warrants
Our Team will prepare conceptual design plans (at a scale to be approved
by the Pre-Contruction Engineer) which shall include, but are not limited
to, typical section, centerline alignment with degree of curvature shown,
edge of pavement, curb and gutter, medians, anticipated wall locations,
property lines, property owners, existing and proposed rights-of-wys, sreet
names, major drainage, areas of anticipated grade changes, landlot lines,
north arrow, and legend. Our Team will prepare at least two (2) sets of
displays for a puboic information meeting and attend the meeting to assist
the City in answering questions.

Data Base
Preparation
Our Team will submit a final corridor study report that includes the
finding of the conceptual design in addition to the information contained
in the draft corridor study report, when required, with a copy of the
concept plan for the City's review and approval. Our Team will prepare a
summary of the corridor study report for distribution at the public
information meeting.
DATABASE PREPARATION
Our Team will gather information and perform required survey within the
PROJECT limits including, but not limited to, the following:
a. Establish survey centerlines within the project limits for Old
Savannah Road and Twiggs street.
b. Obtain terrain data required to depict and/or establish existing
roadways, right-of-ways, property lines, property owners, bridge
improvements, culture, topographic features, driveways, utilities,
drainage structures, drainage channels and/or information
necessary to design, obtain rights-of-way easements, and construct
the project.
c. Obtain field survey data, plans, plats and/or deed from courthouse
records, Public Works & Engineering Department, and other City
departments' files of all properties affected by the project.
Establish existing right-of-way and property lines and compile a
listing of property data consisting of property owner's names,
addresses, tax parcel numbers, land lot numbers, district numbers,
deed book number and page number, plat book number and page
number and existing lot area.
d. Establish or verify horizontal control referenced to Georgia State
Plane Coordinates (N.A.D. 1983) applying the appropriate grid
factors to each measure. Vertical control shall be tied to the North
American Vertical Datum (1988).
e. Establish permanent control monuments (minimum of two
locations), as requested by the City.
f. Locate and depict all N.G.S. monuments, project control
monuments, traverse points, and benchmarks used or set by Our
Team.

PHASE III
Preliminary
Plans
Our team shall research and identify on the plans all parcels which have
septic drain fields or similar on-site sewage facilities. The City/State
Health Department and the AU records shall be researched for septic
and/or sanitary sewer status. Visual inspection for physical evidence of
such facilities shall be performed by the Consultant's project manager in
charge of the AU design. In the case where the AU has no facilities within
the limits of the project, the Consultant's roadway project manager shall
perform this task.
Our Team will prepare base survey sheets which shall include north arrow,
graphic scale grid tics, existing right-of-way lines, property lines, existing
topography and planimetrics, property owners' names, land lot lines,
existing drainage and existing surface evident utilities. Standard legend
will be provided by the City.
PRELIMINARY PLANS
Our Team will prepare and submit for approval by the City preliminary
road designs covering the following:
a. Calculate horizontal and vertical geometrics for roadways
including survey centerline and/or construction centerline with
stations, bearings, complete curve data, superelevations, and speed
designs.
b. Plot cross sections at 100 foot intervals.
c. Prepare preliminary maintenance of traffic plans as directed by the
City.
d. Determine preliminary earthwork quantities by stage construction
and earthwork requirements.
e. Develop basic roadway typical section from general typical
sections supplied by the City.
f. Submit blueline sets showing proposed plan, profiles, typical
sections, cross sections, and proposed drainage directly to the
utility companies to obtain marked prints showing corrected
existing locations and proposed relocations.
g. Prepare preliminary right-of-way plans showing culture,
improvements, construction limits, drainage, drives access
controls, construction easements and right-of-way limits, owners'
names and parcel numbers.
h. Prepare separate construction and right-of-way cover sheets
identifying the project location and limits.

Our Team will prepare a drainage map indicating drainage areas, flows
and existing and proposed major cross drains; develop a preliminary
drainage layout show'ing major cross drains, inlets, catch basins, sanitary
sewers and bridges.
Our Team will investigate, analyze and provide the design for drainage
facilities necessary so as not to cause drainage problems upstream or
downstream from the project.
Our Team will prepare a drainage report to address pre-project and post-
proj ect conditions.
Our team will be responsible for developing a base plan for this project.
The base plan will initially define the geometric characteristics of the
intersection and roadway. As the design phase of the intersection and
roadway progresses, subsequent versions becomes progressively more
detailed. The final construction plans and specifications are generated
from the original base plans. Therefore, our team will exercise extra care
in developing plans that is clear, legible, and complete. As a cost savings
measure, our team will use as-built plan to develop the base plan, if
available.
At a minimum, the base plans will include the data for existing conditions
at each intersection. Information collected will include:
· Intersecting streets
· Right of Way (ROW) / Property Lines
. Width of streets
· Curb and gutter, sidewalks, shoulders
· Utility locations
· Roadway entrances within 50 m of the intersection
· Railroads or emergency facilities in the vicinity
· Lane configurations
. Existing signal location and operation (if applicable)
· Pedestrian phasing (if applicable)
· Distances between intersections
. Pavement markings
. Speed limit
· Presence of and restriction on parking
. Turn restrictions
Once the above data have been collected and validated, our teanl will
incorporate the data on the base plan sheet(s) utilizing the appropriate
CADD package. Our team will visit each location to confirm the base
plan existing conditions accuracy. This will not only provide the designer
the opportunity field check for accuracy and completeness, but also an
opportunity to observe the operation ofthe intersection.

PHASE IV
Phasing Analysis
The team's Quality Assurance Plan is the responsibility of all employees:
Principals, Department Heads, Project Managers, and members of the
design team, in addition to the Quality Assurance Group and Group
Manager. Our Team will perfonn a quality assurance review per current
City guidelines and/or direction.
MISCELLANEOUS SERVICES
Our Team, at the City's request, shall submit a proposal indicating
manhours and cost to the City for approval. Our Team will not begin on
any task until the City issues written authorization to proceed.
Our Team proposes to thoroughly analyze each of the intersections within
the project limits and depending upon the collected traffic data may
signalize at least two of them.
Our team will prepare, by Computer Aided Drafting (CADD);
construction plans for the design of traffic signals at requested and
warranted intersections. The construction plans will be developed in
accordance with the procedures outlined in the Manual of Uniform Traffic
Control Devices (MUTCD), latest version; Georgia City of Transportation
Advanced Traffic Management System (A TMS) standards, and the
County & City Traffic Signal Specifications. The plan sheet would depict
all work to be completed to install the signal infrastructure at the
intersection. The intersection design would include the following:
. New equipment to be installed
· Existing equipment to be retained (if applicable)
. Required signing and pavement markings
· Phasing diagram, input and output file assignments
· Routing ofloop lead-ins (if applicable)
· Field wiring and interconnect (if applicable)
Once it has been determined that a signal is warranted, and the City has
given authority to continue with the design process, our team will
analytically use techniques to determine the most appropriate phasing
scheme for a given intersection with respect to geometric and traffic
conditions. The technique will assume a particular phasing, to further
calculate the level of service (degree of saturation). Our team will propose
using SOAP, a computer program that provides a method for developing
signal control plans for isolated intersections.
SOAP determines the optimal signal timing and phasing, and produces
several Measures of Effectiveness (MOE), including delays, stops, fuel
consumption, volume to capacity ratio, and left-turn conflicts. Our team
will evaluate several different phasing options to produce the safest and
the best Measure of effectiveness.

FINAL ROADWAY DESIGN AND CONSTUCTION PLANS

Our Team will prepare final right-of-way plans and submit initially three
sets of prints for preliminary review by the City.
After the right-of-way plans have been approved and all corrections made
as a result of the field plan review, when directed by the City, Our Team
will submit one set of reproducible and two sets of prints of the revised
sheets.
Our Team's services for final design/construction plans will include the
following:
a. Complete typical sections for all roadways and detours including
any required typical section details.
b. Prepare final plan and profile sheets for all roads, streets, and
driveways. Plans shall show all the necessary information as
determined by the City to permit construction stakeout and to
indicate and delineate details necessary for construction of the
complete facility by a construction contractor, including right-of-
way and easements with appropriate stations and offsets.
c. Prepare final detailed plan sheets for all design features requiring
additional detailed design information, including such examples as
the geometrics of intersections at 1" = 20' scale identifying radius
points, superelevation requirements, spot elevations or curb line
profiles, curb cut ramp locations, right-of-way and other details
necessary to clearly allow construction stakeout, local street
treatment, minor structures, drainage facilities, and appurtenances,
such as utilities and details covering special problems.
d. Prepare a final drainage design in accordance with design practice
of the Georgia Department of Transportation utilizing current
Georgia Department of Transportation drainage manuals, including
analysis and design forms. Prepare complete drainage cross
sections for all drainage systems including structure numbers, type,
location, inverts, pipe sizes, existing and proposed ground lines.
e. Prepare final cross sections of roads and streets showing the
existing and proposed finished grade and subgrade elevations at
intervals of 50 feet measured along the centerline of construction
unless otherwise directed by the City.
f. Prepare final utility plans including existing utility locations as
determined from mapping and field surveys by the Consultant,
verified and supplemented by each utility owner. Proposed utility

relocations will be shown, such information will be furnished by
each utility owner.
g. Prepare a detailed construction sequence and plans to indicate
maintenance of traffic procedures to be utilized during
construction.

marking details as required for the project.

J. Prepare final erosion control plans for the project.
k. Prepare Summary of Quantities, Schedule of Quantities, and
Detailed Estimate as directed by the City.
I. Prepare Estimate of Construction Cost for each construction
centerlines, complete curve data, horizontal and vertical control
data with coordinate values, station and offset and actual plotted
location of control points.
m. Design and final prepare construction plans for any and all gravity
retaining walls, including wall envelopes. The plans shall include
fully dimensioned geometric layout to permit staking in the field
without additional computation by the survey party. All required
elevations for construction shall be shown.
Our Team will attend meetings, discussions, and hearings as directed by
the City, and will attend pre-bid and pre-construction meeting as set forth
in Appendix "J."
Our Team will perform a quality assurance reVIew per current City
guidelines and/or direction.
Our Team will prepare any and all permit applications and supporting data
for the City to sign and submit to the appropriate permitting authorities,
such as, but not limited to, railroads, Corps of Engineers, Federal
Emergency Management Agency (FEMA), Georgia Department of
Transportation, etc.
Upon completion of the preliminary plans, Our Team will submit ten (10)
complete sets of plans and two (2) sets of half size plans for and attend a
final field plan review. Our Team will incorporate the review comments
from the City into the preliminary plans and be prepared to submit up to
ten (10) complete plans and specifications as required by the City.

STANDARD SPECIFICATIONS
CRITERIA
The Consultant shall become familiar with the latest, as determined by the City, the
American Association of State Highway and Transportation Officials' Design Manuals
for Arterial Streets. Rural. Urban. and Interstate Highways. including those standards
adopted by the AASHTO and approved by the Secretary of Commerce, as provided by
Title 23, United States Code, Section 109 (b), with the City's and Georgia D.O.T.
Standards, Procedures, Plans, Specifications and Methods, with Federal Highway
Administration procedures relating to plan review and approval, and shall produce plans
in accordance therewith.
DESIGN SPECIFICATIONS
Design for bridges and other structures shall be in accordance with the_ American
Association of State Highway and Transportation Officials', hereinafter referred to as
"AASHTO," Design Specifications of 1992; AASHTO Standard Specifications for
Horizontal Curved Highway Bridges; AASHTO Standard Specifications for Structure
Supports for Highway Signs. Lurninairs and Traffic Signals, current edition; and
AASHTO Guide for Selecting, Locating and Designing Traffic Barriers, current edition.
Traffic engineering shall be performed in accordance with procedures outlined in the
Highway Capacity Manual, Current Edition.
The lighting design shall be in accordance with the AASHTO publication, An
Informational Guide for Roadway Lighting current edition, and the Standard
Specifications for Road and Bridge Construction, 1983 edition, as modified by
Supplemental Specifications and Special Provisions, current editions.
On facilities where driveways are included, the Consultant shall become familiar with the
Georgia D.O.T. regulations and procedures and shall produce plans for upgrading
driveway control.
CONSTRUCTION SPECIFICATIONS
The plans shall be in accordance with the Georgia D.O.T.'s Standard Specifications for
Construction of Roads and Bridges, as amended. The Consultant shall have access to the
Georgia Standard Construction and Materials Specifications for use throughout the
Project.

PLAN SIZES
Preliminary plans for roadways, bridges, and walls may be pencil drawings on paper
having outside dimensions of 24" by 36" with 1-1/2" margin on the left and 112" margin
elsewhere.
All [mal construction plans, shall be black ink drawings on 3 mil thick mylar with matte
finish on both sides, of reproducible quality, having the same dimensions as the
preliminary plans.
CONSTRUCTION PLAN REOUIREMENTS
Detailed requirements for the construction plans shall meet the criteria set forth in the
Augusta Public Works and Engineering Department Plan Preparation Guidelines.
The plans shall be fully dimensioned; all elevations necessary for construction shall be
shown similar to the GDOT's normal practice. They shall include a fully dimensioned
geometric layout to permit staking in the field without additional computation by the
survey party. Utility locations and methods of attachment shall be shown. Utilities to be
carried on bridges will be established by the City.
In steel construction, the sizes and overall dimensions of members, their exact locations,
the number and arrangement of fasteners, fastener spacing, welds and other details
necessary in preparation of shop detail drawing shall be shown. In concrete construction,
the location of all reinforcement shall be shown and the plans shall include complete
schedules of straight and bent bars with bending details. The Consultant shall check all
details and dimensions shown on the plans before they are submitted to the City for
reVIew.
Roadway plan sheets shall have the existing topography on the back of the sheet to
permit manual revisions to the front of the drawing, using a screening process producing
85 lines per inch with 50% light. Existing topography may be plotted in ink if this gives
a screening effect acceptable to the City.
Topography shall remain fully legible when plans are reduced in size, but shall be less
prominent and readily distinguishable from proposed work.
Profile sheets shall have the existing ground line plotted in ink on the sheet.
Utility plan sheets may be the same material as the roadway plans.

COMPUTATIONS
All design computations and computer printouts shall be neatly recorded on 8-112" by
11" sheets, fully titled, numbered, dated, signed by the designer and checker and indexed.
Two copies of these computations, and the computer input and output, fully checked and
appropriately bound, shall be submitted to the City with the plans for approval.
A complete tabulation of the drainage analysis along with the calculations used to
determine the size of drainage structures shall be submitted to the City with the
construction plans for approval.
DELIVERABLES
The tracings and all other documents prepared under this Agreement shall then be
submitted to the City, PW &E or AU, whose property they shall remain, without
limitations as to their future use. All tracing cloth, mylar paper, and other materials
required for the preparation of the plans, supplemental specifications, special provisions
and computations shall be furnished by the Consultant.
The Consultant shall submit to the City, in DOS backup form on 3-112" disks, one copy
of all computer files depicting graphics, database, and road design data, created as a
result of the design process. The Consultant shall include appropriate level schedules,
documentation, and assistance to the City to read, interpret, and effectively utilize the
computer files. The Consultant may be required to provide project drawings and files at
any time as requested by the City. The drawings and files requested by the City shall be
within the Scope of Work as defined herein. Graphics files shall be provided in
AutoCAD, DXF, or Intergraph (IGDS) format. If the project includes AU work, the
Consultant shall provide drawings in accordance with the utilities chapter of the ARC
PW &E Plan Preparation Guidelines.
NUMBER OF COPIES OF SUPPORTING DATA REOUlRED
Except as otherwise provided herein, the Consultant shall submit all documents, reports,
special provisions, sketches, design notes, and all other required or necessary support
data to the City in duplicate.
PROGESS REPORT AND SCHEDULE
The Consultant shall report to the City on suitable forms approved by the City the status
of work and schedule on the 25th day of each month during the life of the Agreement.

PROFESSIONAL ENGINEER APPROV AL
All construction plans and documents designed, detailed, and furnished by the Consultant
for the City shall bear a valid Professional Engineer Stamp. All plans submitted to the
City for review shall have been checked by the Consultant prior to submission.
ECONOMICAL DESIGN
The Consultant shall make every effort to provide the most economical design. The
Consultant shall consider construction problems and sequencing in the design. The
Consultant shall meet and discuss economic considerations and construction staging with
the City prior to final design.

INTRODUCTION
The tasks and specifications outlined in this appendix should be considered general in scope.
The Consultant is responsible for all data necessary to design, obtain required right-of-ways and
easements and construct the project in accordance with the Design Manuals for Arterial Streets,
RuraL Urban, and Interstate Highways. The Consultant shall be responsible for all special
surveys needed to prepare permit applications to the Army Corps of Engineers, Georgia
Department of Transportation, pipelines, power companies, railroads and or any other company,
agency, etc.
I. Project Control
A. Vertical Control
1. Origin - All vertical control shall be based on the North American Vertical
Datum (1988) having a second order or better N.G.S., Augusta or Georgia
D.O.T. monument(s) as its origin.
2. Instruments - All level instruments shall have a manufactured accuracy of
0.01 foot per mile or better. Peg tests shall be performed daily for all
instruments. Adjustments shall be made as needed.
3. Accuracy - All level lines shall meet or exceed Third Order accuracy
standards.
4. Bench Marks - Bench marks shall be established a minimum of every
1,000 feet throughout the project. Additional bench marks shall be
established at proposed structural locations. Bench marks should be of a
durable material such as concrete monuments, 40 penny or greater spikes
driven in 10" or larger trees or on a permanent structure. Locations shall
be in areas that will not be disturbed during construction. Bench marks
shall be described and located by offset and construction centerline station
and shown on the construction plans. All Bench marks shall be a turning
point in the level loop.
5. Notes - Field notes shall be recorded in a standard conventional or digital
format. All bench mark elevations shown on the construction plans shall
reflect an adjustment of the level lines between control monuments.
Consultant shall prepare a free hand sketch of the level line routes.
B. Horizontal Control Traverse
1. Origin - all horizontal control shall be based on Georgia State Plane
Coordinates (1983) having a Second Order or better N.G.S., Georgia
D.O.T. or Augusta monument(s) as its origin.

2. Instruments - All theodolites and or total stations used for horizontal
control shall have a least unit of measurement of 1" for horizontal and
vertical circles. Distances shall be measured with electronic distance
meters with a manufactured accuracy to meet or exceed Second Order -
Level Two specifications. The Consultant shall provide a list of
instruments and specifications along with field procedures to be used on
the project for the City's approval. A baseline check shall be performed
on each instrument before the start of any work.
3. Accuracy - All control traverses shall be closed traverses between
monuments as specified in LB.I. and will meet or exceed Third-order,
class I standards as specified in the publication entitled; "Standards and
Specifications for Geodetic Control Networks," as published by the
Federal Geodetic Control Committee.
4. Monuments - all traverse points shall consist of an 18" or longer by 1/2" or
larger reinforcement rod driven flush with the ground at a location that
will not be disturbed during construction. Traverse points shall be set
intervisible through out the project. Traverse number and distance to the
edge of pavement shall be painted on the pavement at each traverse point
location.
5. Notes - Field notes may be recorded in either a standard conventional or
electronic field book format. Traverse point coordinates shown on the
construction and right-of-way plans shall reflect an adjustment using
either the "Least Squares" or the "Compass Rule" adjustment.
C. Project Control Monuments - Consultant shall coordinate with the City
Information Technology Department to determine if Project Control Monuments
are available on specific projects. If the Consultant is to provide Project Control
Monuments the specifications are as follows:
1. Locations - Project control monuments shall be established by the
Consultant in intervisible pairs no further than I mile apart.
2. Instruments - Instruments required are the same as LA.2. and LB.2.
3. Origin - Same requirements as LA.l. and LB .1.
4. Accuracy - Project Control Monuments shall be turning points in level
lines and set up points in traverses and part of a closed loop between
monuments as specified in LA.l. and LB.l.
a. Vertical - Level lines for proj ect control monuments shall not
exceed an error of 0.04 ft. x the square root ofthe number of miles.
b. Horizontal - Traverses for project control monuments shall have an
accuracy of 1 foot in 20,000 feet or better.

5. Monuments - Monuments shall be of a permanent nature and set well
beyond the limits of construction in locations mutually agreed by the
Consultant and the City. Monument material specifications must have
prior approval by the City.
6. Notes - Same specifications as LA.5. and LB.5.
II. Database
The Consultant shall be responsible for obtaining all cross sections, profiles, locations of
planimetrics, culture, drainage, structures, utilities, etc. that facilitate the design,
acquisition of right- of-ways and easements, and construction of the project.
A. Method - the Consultant shall coordinate with the City to determine the best, most
economical method of obtaining database for the specific project.
1. Photograrnmetric Mapping - The Consultant may utilize aerial mapping
that meets the City's specifications to prepare base mapping. The
Consultant shall be responsible for enhancement and/or correction of all
aerial mapping. All obscure areas must be field verified.
2. Field Survey - The Consultant may use field survey to prepare base
mapping by either radial or base line methods.
3. Digital Terrain Model (D.T.M.) - D.T.M. may be used to derive cross
sections, profiles, contours and etc. The D.T.M. may be derived by
photogrammetric compilation or field survey. The accuracy required for
cross section and profiles derived from D.T.M. is the same as for base line
methods.
B. Accuracy
1. Horizontal - Planimetrics shall be located from horizontal control and/or
base line and shall have the following tolerances:
a. Trees, culture, ditches, etc. - 1 foot.
b. Roadways, drives, utilities, structures, fences, improvements, etc. -
1/2 foot.
c. Houses or other structures within 10 feet of construction limits,
bridges, railroads, etc. - 0.10 foot.
2. Vertical - Tolerances shall be as follows:
a. Cross sections and profiles - 0.2' along pavement and 0.5' along
ground.
b. Contours - 0.5'.

in the "Reference Guide Outline" published by the U.S. Department of
Transportation shall include but are not limited to the following:
a. Planimetrics such as roadways, drives, houses, buildings, walls,
curbs, parking lots, structures, and etc.
b. Utilities such as valves, poles, boxes, man holes, vaults, meters,
lines, towers, all surface evident utility facilities, and septic drain
fields or other sewage related facilities.
c. Drainage such as structures, ditches, weirs, lakes, channels, steams,
etc.
d. Culture such as woods, pasture, shrubbery and etc.
2. Limits - Limits shall include all areas of construction including but not
limited to all side street ties, driveway ties, channel improvements,
drainage outfalls, utility relocation, structures close to construction limits,
detours, railroad detours, ramps, etc.
3. Special Surveys - Consultant shall be responsible for any special surveys
required to acquire right-of-way or easements, to obtain permits, to
construct the project or to relocate utilities. Special surveys shall include,
but are not limited to the following:
a. Staging such as road detours, railroad detours, temporary ties and
etc.
b. Permit surveys such as wetland delineation, stream sections for
flood analysis, utility company permits, railroad permits, Georgia
Department of Transportation permits and etc.
c. Drainage surveys to include:
1. Location, top of structure and invert elevations of all
existing drainage structures and storm sewers. Complete
cross sections to include adequate approach and outfall
elevations beyond toe of slope to accurately locate and
define ditches, streams and drainage courses.

III. Right-of-Way Surveys
A. Research - The Consultant shall research and obtain all deeds, plats, easements,
agreements, etc. for each parcel which may be impacted by the project. The
Consultant shall, upon the City's request, update the research on any parcels that
have been subdivided or changed ownership after the initial search. The
Consultant shall make every effort to correctly establish the existing rights-of-way
and property lines by searching property records, and coordinating with the
PW&E, Tax Assessor's Office, Planning Commission and the Georgia D.O.T.
B. Field Procedures - All property corners, walls, fences, hedges, right-of-way
monuments, roadway centerlines, etc. used for the determination of property lines
and or existing right-of-way shall be obtained from the horizontal control traverse
(LB.) and will have a positional accuracy of 0,10.
C. Resolution - A Georgia Registered Land Surveyor shall directly supervise the
resolution of all existing right-of-way and property lines. If there are
discrepancies in descriptions or boundary evidence of 2 feet or greater, the
Consultant shall report such discrepancies to the City. The Consultant shall
coordinate with the City if additional boundary information is needed such as
back property corners, etc.

IV. Right-of-Way Staking
Upon written Notice to Proceed, the Consultant shall stake the existing right-of-way, the
proposed right-of-way, and all required easements after the right-of-way plans have been
approved. All existing and required rights-of-way and required easements will be staked
intervisible at no further than 100 foot intervals. 1/2" or greater 18" or longer rebars will
be placed at the intersection of the required right-of-way and property lines, existing
right-of-way lines and breaks in the required right-of-way. All stakes will be labeled on
the front as to type of right-of-way and or easement and the station number, offset and
point number on the back. The Consultant shall be prepared to restake up to 20% of the
rights-of-way and/or easements as directed by the City.
V. Consultant Safety Requirements
A. Requirement of Signs - The Consultant shall furnish at its own expense and use
signs which comply with the standards that are currently being used by the
Georgia Department of Transportation's crews.
It shall be the duty of the Consultant, when working within a right-of-way of a
street or highway, to see that all warning signs are properly placed before work
begins. Signs are to be placed in such manner that there will be no doubt in the
minds of the traveling public as to what the Consultant wants motorists to do.
Signs are to be moved along as work progresses and must never be left on the road when the men
are not working. This refers to periods when the men are having meals or rest or at the end of
the work day.
B. Keeping Parked Equipment Clear - All equipment shall be parked clear of the
travel lane and shall comply with all traffic regulations.
Chains or tapes shall be unreeled on the ground clear of traffic but in no event
thrown out or dragged so that the wind might carry them into contact with
electrical wires or passing vehicles, nor shall a steel tape be thrown or left where
traffic will pass over it.
Work on Traveled Portion of Road - When the work requires personnel to be on
the traveled portion of the road, they shall wear the prescribed safety clothing as
instructed by the City.
Instruments shall be put together or taken apart clear of the traffic lanes so as to
avoid danger from traffic. When necessary to set up surveying instruments in the
traffic lane or take cross sections in traffic, advance warning flags and signs shall
first be placed approximately 400 feet from each side of the job location.
Flagmen shall also be used to safeguard operations and shall comply with the
standards as set out in the Georgia Department of Transportation manual. All
survey equipment shall be removed as soon as it has served its purpose.

C. No Waiver of Liability - The Consultant shall conduct its operation in such a
manner that no undue hazard will result. Compliance with any safety requirement

APPENDIX C
RIGHT -OF-WAY PLAN REQUIREMENTS
The following requirements are considered as a minimum for the preparation of right-of-way
plans. Additional information may be required to be included on the plans over and above that
hereinafter outlined due to the nature of the Project. The Consultant shall include this
information at no additional compensation. Strict adherence to the minimum requirements
hereinafter by the Consultant will be required unless written permission to deviate from them has
been obtained from the City.
A. DELINEATION: Important features of the Right-of-Way plans must be clearly shown.
These include right-of-way lines, easement limits, property lines, improvements, parcel
identification numbers, and dimensions. These and other pertinent matters shall be
placed on the plans so that they are readily distinguishable and easily read and identified.
B. SIZE OF PLANS: The detail plans and cover sheets shall be prepared on mylar using the
same size requirements as for the construction plans. The scale of right-of-way plans
shall be a minimum of 1" = 50' so that the original drawing can be reduced to an 8-112"
by 11" size drawing for use as deed and condemnation plats and still retain legible details
and dimensions.
C. PROPERTY LINES: Property lines shall be accurately located and concisely depicted on
the plans with adequate ties to the centerline and required right-of-way so that a legal
description can be drawn for the deeds and condemnations. The name of the owner or
owners shall be clearly shown for each parcel. Dimensions and bearings on property
lines outside the right-of-way are not to be shown except by plotting to scale; however,
dimensions and bearings on property lines with in the right-of-way shall be clearly and
accurately shown. If the property line is involved with a horizontal curve, the arc length
and radius of curve for the property line is to be shown. The back property lines on all
parcels shall be shown either on the cover sheet or the plat mat sheet.
Property corners inside the required right-of-way and points of intersection between
property lines and the required right-of-way lines are to be located by a full station and
distance to the centerline. Coordinates for property corners are also to be shown. The
coordinates can be shown on the plat map sheet directly underneath the property comer
station and offset or on a separate sheet containing property corner identification numbers
and the coordinates. The property corner identification numbers are to be clearly
indicated on the plat map sheet along with the station and offset for the corner. The
property corner identification number is to be clearly indicated on the plat map sheet
along with the station and offset for the corner. Property corner identification numbers
are to run consecutively.
D. IMPROVEMENTS AND CULTURE: All pertinent data that may affect the cost of the
right-of-way should be indicated on the plans. Some of these include structures, roads,

streams, ponds, city limits, orchards, significant specimen trees, parking spaces, fences,
wells, springs, and various improvements. If improvements located outside the Right-of-
Way might have an influence on the appraised value, these should also be shown to scale
on the plan sheet in order to determine damages to the remainder.
E. RlGHT -OF - WAY: In general, sufficient right-of-way will be acquired to accommodate
full roadway shoulders and to accommodate normal utility needs. Every effort should be
made to make the right-of-way as uniform as possible while being cost effective.
Drainage facilities, including most ditches, located outside of the required right-of-way
shall be located on permanent drainage easements.
F. EASEMENTS: Required easements shall be accurately shown on the plans. Usually
there is no necessity to prepare a legal description for an easement, but the easement shall
be adequately dimensioned on the right-of-way plan so that it can be precisely located on
the ground. The areas of all easements, except driveway easements, shall be accurately
computed and shown in square feet. Large easements in rural areas may be shown in
acres.
The easement shall be clearly labeled as to use, such as construction, slope, drainage,
driveway, utility, sanitary sewer, water line, or detour, as appropriate. If the easement is
for a type of construction that does not require maintenance by the City, it shall be
labeled: "Easement for the construction of " with the actual purpose of the
temporary construction easement being specified on the plans. Examples of this type of
construction are channel changes, driveways, yard drains, tree wells, steps and sidewalks
leading into residences or places of business, and to provide a working area outside of the
right-of-way where construction activities require it. This type of easement will expire
upon completion and final acceptance of the project for which acquired or upon the date
shown on the plans, whichever is earlier.
If the easement is for a type of construction that will require future maintenance by the
City, it shall be labeled: "Easement for the construction and maintenance of
." An example of this type of construction is a retaining wall tie back
system. If the project includes AU work, the additional easements for water/sewer
construction shall be incorporated into the fmal right-of-way plans. If a temporary
water/sewer easement overlaps a roadway construction easement, the easement shall be
labeled as a combination easement for both needs. If a water/sewer easement extends
outside a temporary roadway easement more than 10 feet, a separate easement shall be
defined and labeled.
G. SUBDIVISIONS: In subdivisions, the remaining property shall be shown to scale. In
cases where the back of the lots cannot be shown to scale, a break may be shown on the
property lines with the distance to the back of the lot shown approximately in feet. It
may be necessary, in some instances, to include inserts on the right-of-way detail plan to
adequately show information pertinent to the individual lots. Lot and block numbers

shall be shown. The subdivision may be shown on the cover sheet as an outline of the
entire subdivision with a notation as to the parcels included. All roads or streets,
including names, should be either shown on the detail plan or cover sheet. Comments
under "Property Lines" cover additional data required for subdivisions.
H. RAILROAD CROSSINGS: Intersections with the centerline of railroads shall be tied
into the right-of-way centerline by station and angle, showing width of the right-of-way,
name of railroad, each track by symbol and distance, and direction along the railroad
right-of-way to the nearest mile post number.
I. INTERSECTING ROADS AND EXISTING STREETS: The intersection of all paved
and maintained public roads are to be tied by station and angle and equated to the station
of the survey of the intersected road. The name of the road, state and federal routes, if
any, and the right-of-way width of the road shall be shown. Details of private roads and
access roads to parking lots and commercial centers shall be shown on the Right-of-Way
plans. A thorough investigation shall be made to establish accurately the existing right-
of-way of all intersecting roads and the existing Right-of-Way of roads parallel to the
proposed proj ect.
J. LIMITED ACCESS: On limited access projects, including partial limited access, the
access control lines shall be shown by the conventional limited access symbols. In areas
where the limited access line and the right-of-way lines are in the same location both
shall be indicated. At the beginning and ending of limited access at interchange or
crossroads, an arrow indicating the exact ending or beginning point with the symbols E
L/ A or B L/ A shall be shown as appropriate. If there are any intermediate breaks in the
limited access, these must be clearly shown. Where the Right-of-Way and limited access
lines coincide, they shall be labeled "Required RIW & Limit of Access." Where drives
break the limit of access, show a distance between the ELlA and B L/ A, but do not show
a distance through the B L/ A and ELlA.
K. PARCEL NUMBERS: Each parcel of right-of-way or easement under one unity
ownership and in one body of land shall be given the same parcel number. Numbers
shall be assigned to parcels starting with parcel one at the beginning of the project and
numbering consecutively through the end of the project. Augusta, Georgia tax map
parcel numbers shall be cross referenced for each parcel. If it is necessary later to split a
parcel or another ownership is found, additional parcels may be shown by adding a suffix
of A, B, etc. to the number of an adjacent parcel. Where additional right-of-way is to be
acquired in the name of the utility company for relocating it facilities, the right-of-way
parcel number with a suffix designating the utility company shall be used, (as 39 GP for
Georgia Power or 18 SB for Southern Bell). If an additional land owner is involved,
solely for relocating the utility facility, an individual parcel with the proper suffix shall be
used. On urban projects involving city blocks, the numbering of parcels for some
projects may be facilitated by giving each block an alphabetical designation and then
numbering each parcel in the block numerically. The use of this alphabetical designation

procedure shall be determined on an individual project basis. Advertising signs which
are to be purchased, relocated, or damaged require identification and shall be given the
same parcel number as the tract upon which they are located followed by the letter "s." If
more than one sign is located on a parcel, the identification shall be as follows: 17 -S-l,
17-S-2, etc.
L. AREAS: The areas of required right-of-way, the remainder on the left, and the remainder
on the right shall be shown on the right-of-way detail plan for each parcel. The symbols
to be used shall be: RR = Area Remaining on the Right of the Right-of-Way Line and
RL=Area Remaining on the Left of the Right-of-Way Line. In preparing right-of-way
plans, all references to area taken shall not be referred to as "take" or the letter "T" but
shall be referred to as "Required Right-of-Way" or "Req'd R/W." These areas shall
ordinarily be shown in square feet and acres. The needed area shall be computed to the
third decimal with the remaining areas to be shown to the nearest one hundredth (0.01)
for areas under one acre, to the nearest tenth (0.1) for areas between one acre and ten
acres, and to the nearest acre for areas in excess of ten acres The acres of required Right-
of-Way for subdivision lots, residential lots, and small commercial lots are to be
indicated in square feet and acres.
During the review process, if a determination is made by the City that a parcel remainder
is an uneconomic remnant, the plans shall be revised by the Consultant as follows:
Required right-of-way shall remain the same.
The property lines of the remnant shall be labeled "Limit of Property Acquisition."
The remnant area shall be identified using the subject parcel number with an "R" suffix.
For more than one remnant the suffix shall be R-2, R-2, etc.

M. COVER SHEET: A right-of-way cover sheet or cover sheets shall be prepared to a scale
that shall adequately reflect property lines, roads, streets, and other appropriate culture
after the sheet is reduced to 8-1/2" x 11" letter size. The cover sheet shall show the full
property lines of large property holdings, and if the property lines to scale would extend
beyond the map, broken property lines may be shown. It is usually necessary to indicate

the entire property so that all access roads to the property can be shown for the benefit of
the appraiser and reviewing appraiser. The right-of-way project number should be shown
at the top of the sheet along with the City's Project Identification Number. A "Length of
Project" box shall also be included on the sheet. The length of the right-of-way project is
not necessarily the same as the construction project length, but is to be the actual length
of the right-of-way project. When the beginning or ending stations are different, left or
right, then the greater length shall always be used; and in every case it is the beginning
and ending of the required right-of-way and/or easements. This applies also to cover
sheets for secondary projects, except that the designation "RIW' shall not follow the
project number. The cover sheet shall include an insert to show the general location of
the project number. This insert showing the project location is required only on the first
sheet where more than one cover sheet is used. Provisions shall be made on the cover
sheet for a revision block so all revisions on the detail sheets can be listed on the cover
sheet. The cover sheet revision block is to indicate revision date and sheet numbers only.
It is required only on the first sheet when more than one cover sheet is used. The cover
sheet shall include beginning and ending stations of the right-of-way project, project
termini of construction contracts, a north arrow, graphic scale of cover sheet, date of plan
completion, signature and a valid Professional Engineer or Registered Land Surveyor
stamp, and, if available, land lot lines and numbers, Land Districts or Georgia Militia
Districts. A "PROPERTY OWNERS" block shall also be included on the cover sheet.
N. GENERAL INFORMATION FOR PLAN SHEETS: General information that shall be
shown on each plan sheet, in addition to that previously mentioned, includes:
1. The survey centerline and any other related centerline, clearly labeled.
2. The construction limits, based upon approved preliminary plan, profile, and cross
sections, shall be properly identified.
3. The project number and date in each title block.
4. Paving lines indicated through all intersections, crossover, interchanges, and
driveways.
5. North arrow.
6. Revision blocks with space for dates and brief description of revision.
7. Right-of-way legends.
8. Existing and proposed drainage.
9. Each sheet shall be initialed and shall bear the date of plan completion.

O. SOURCES OF INFORMATION: The sources of information that should be utilized in
compiling data for the preparation of right-of-way plans are numerous. Some of the
information required for right-of-way plans cannot be economically obtained by regular
survey parties. It may be necessary to research to check with the Clerk of Court's Office
for information in regard to subdivisions and property transactions. Ownership shall be
formally determined from the preliminary title check. Aerial mapping furnished by the
City and those available at the City Agent's Office are often valuable in locating property
lines, land lot lines, access roads, streams, ponds, researched to determine if properties
potentially impacted by the project have septic drain fields or other types of on-site
sewage facilities. City Engineers and the City Engineers may have reference maps which
provide additional data. The US. Geological Survey, the U S. Forest Service, and the U
S. Coast and Geodetic Survey maps can furnish pertinent information. In preparing plans
for projects, tax maps shall be examined. The railroad evaluation maps shall be obtained
and compared if railroad company right-of-way limits appear to be within the required
project right-of-way. Utility company maps shall be compared for data concerning their
easements. Right-of-way plans are a legal document and sometimes end up in court, so
the information must be as accurate as possible. The Consultant is responsible for
utilizing whatever data necessary to prepare an accurate set of right-of-way plans. If the
project includes AU work, the Consultant is responsible for researching all AU records,
as-built microfiche records, record drawings, and (for general information only) the
counter maps.
P. OTHER GENERAL REQUIREMENTS: The following are additional items which the
Consultant shall follow in the preparation of right-of-way plans:
1. Make sure that "lines" and "writing" on plans are dark enough to show on blueline
prints and on a reduced 8-112" x 11" print. Property lines and construction lines
should clearly stand out. Ifbase map data interferes with being able to distinguish
property and construction lines, the Consultant, at his expense, shall redo the
right-of-way plans to correct the problem to the satisfaction ofthe City.
2. Full station and plus shall be used on all right-of-way, easement, and property
lines rather than the plus only.
3. Do not shade right-of-way plans.
4. Do not begin or end (if possible) projects in the middle of a parcel ifthere is to be
a future proj ect.
5. Do not show the linear feet of access rights on parcels where there is required
right-of-way.

6. Do not use the same symbol for driveway easement and construction easement.
7. Do not leave off the North Arrow, Remainders, Construction Limits, or Stations
and Offsets.
8. The Consultant shall become familiar with the City's requirements concerning
driveway locations and median openings. Corrections to the right-of-way plans as
a result of the City's review to conform with these regulations shall be made by
the Consultant at no additional cost to the City.
9. When plan sheet is revised, revision block shall include date, initials of
responsible engineer, and brief description ofthe revision.
Q. NUMBER OF COPIES SUBMITTED: The Consultant shall submit initially three sets of
prints for preliminary review by the City. The submission shall have been checked by the
Consultant prior to submission. Figure No.1 and lA are to be used by the Consultant as a
guide for checking the plans. Preliminary right-of-way plans shall be submitted with the
60% complete submittal of the construction plans. The City will review the plans for
conformance with the criteria herein set forth. Upon receipt of the City's review
comments, the Consultant shall make any corrections necessary. The Consultant shall
resubmit three sets of prints of the corrected plans for further review and approval by the
City with the 90% complete submittal of the construction plans. Any corrections
necessary as a result of this review shall be made by the Consultant and one set of
reproducible and two sets of prints of the revised sheets shall be submitted. Should the
field plan review occur after this resubmission, the Consultant shall make any corrections
to the right-of-way plans found as a result of the field plan review and submit one set of
reproducible and two sets of prints of the revised sheets.

INSTRUCTIONS FOR PREPARING COST ESTIMATE
F or Contract Proposal
The following guidelines and criteria shall be used by the Consultant in formulating his
not to exceed proposal for each phase of work for which he has been selected to submit
pnces.
Figure D-l - Hour Estimate Instructions
1. Specify for each phase of work the estimated manhour effort by work activity and
appropriate personnel classification.
2. Carry forward these manhour estimates by phase to Figure D-2 for computing
direct labor.
Figure D-2 - Cost Proposal Instructions
1.1.1. Direct Labor - Using estimated manhours shown in Figure D-l, specify the
estimated manhour and direct labor requirements under this contract.
2. Overhead Cost - Specify, as a percentage (%) of direct labor, the total overhead
costs that can be appropriately allocated to the project under this contract. In
support of this percentage (%) please furnish a detailed breakdown of overhead
costs in form similar to that outlined in Figure D-4.
3. Other Direct Costs - Specify all other estimated costs that are expected to accrue
from, and can be directly attributed to, the project under consideration.
4. Total Estimated Cost - Calculate the total estimated cost expected to be incurred
in performing the conditions of the contract.
5. Profit - Specify the total income, after expenses, expected to be netted from the
proposed contract and state the basis upon which the profit is determined.
6. Cost Amount of Contract Proposal - Specify the cost amount of the proposal,
including all costs and profit.
7. The basis for the estimate of each item of proposed cost must be included.

Figure D-4 - Instructions
The accounts shown in Figure D-4, Suggested Format for Cost Breakdown Serving as
Support of Overhead Percentage for Contract Proposals, are supplied merely as an
example. Actual account titles as reflected in the Consultant's accounting system should
be used in the proposal.
The time period serving as a basis for the computation of the overhead percentage (%)
should also be provided with a cost breakdown. This basis period should be sufficient in
length to adequately represent the general flow of costs to the fIrm.
1. Productive Salaries - all salaries charged directly to contracts during the basis
period.
2. Overhead (to be shown as a percentage (%) of productive salaries)

APPENDIX E
AUGUSTA UTILITIES WATER AND SEWER FACILITIES PROPOSAL
If a Request for Proposal issued by Augusta, Georgia Public Works and Engineering (APW &E)
included planning and/or design related to facilities owned or operated by the (AU), the
Consultant shall include in the proposal submitted to PW &E a separate section for the consultant
services required for this work.
The scope of work defined by the PW &E for roadway work shall be reviewed by the
Consultant's water/sewer personnel prior to preparing the proposal for AU consultant services.
The format of this section of the proposal shall be in the same format required for the roadway
work as shown in Appendix D.
The breakdown of tasks shall include a Water/Sewer Miscellaneous Services phase for site-
specific and non-typical unforeseen work. An allowance amount for this phase will be
established by the City for each project.
Format
Since the roadway plans are to used as a base for the water and sewer plans, the PW &E format in
Chapter 1 of the Augusta. Public Works & Engineering Plan Preparation Guidelines will apply to
these plans and is to be used as Base Maps.
The roadway typical sections shall indicate the location of new water lines and these new water
lines shall be shown on the plans. Relocated sanitary sewer and new trunk lines shall be shown
on plan view.
Before the profiles are finalized, coordination with the storm drainage and other relocated utility
plans is required.

Detailed Estimate
The detailed estimate shall be based on the TOTALS shown on the Summary of Quantities
Sheet. Questions relating to the use of Pay Items shall be brought to the attention to the AU
project engineer or liaison engineer. If a given item does not have a pay item, one will be
assigned by the AU.
Summary of Ouantities
The summary of quantities sheet shall be used to show the location, size, type, and length of all
items to be used in the construction of the project. It shall be the responsibility of the Consultant
to include all pay items corresponding to the design presented on the plans and any other items
necessary for the completion of the project. The quantities shown shall be the actual quantities
called for on the plans without any increase other than rounding.
A separate quantity will be added to some items to used "as directed" by the AU project
Engineer. Pay Items or quantities designated as " as directed by the Engineer" shall be
recommended by the Consultant to the AU. The recommendations should be based on
anticipated construction problems due to unresolved conflicts or lack of accurate existing
database.
Appurtenances shall be located by approximate road stationing with left or right designation.
Offset distances are not necessary. Length of pipe at various depths are to stationed by scaling
off the water or sewer profiles. Other items can be located on a station to station format. The
AU will supply the blank base sheet in mylar or digital format.
Water and Sewer Plans
The roadway plans are to be used as a base for these drawings. Existing and proposed roadway
features, existing and required right-of-way, permanent and temporary easements, parcel data,
sewer/septic data and all storm drainage pipes, culverts, and structures are to be shown. Traffic
signal mast arm foundations are to be shown. Roadway curve data and bearings, staking data,
drainage notes, driveway stationing, and erosion control features shall not be shown. Additional
permanent easements not combined with the roadway easements, shall be shown with station
offsets or widths sufficient to compute and acquire the easements. See Appendix "A" for
additional plan requirements.
Profiles
Water line profiles can be shown on the roadway centerline profile grade provided the water
line generally follows a parallel alignment with the roadway. However, the difference in cover
between the roadway centerline and the ground line over the water line shall be considered in the
profile design. The existing ground line over the water line shall be shown. Dual water lines
(ie., 8" diameter on the south side and a 12" on the north side of the roadway) shall be shown on
separate profile drawings due to superelevation of the roadway and differing utility conflicts
from one side of the roadway to the other. Information to be shown shall include but not be
limited to: pipe size, class and material, location and degree of bends (horizontal and vertical),

location and length of casings, size and wall thickness of casings, jack and bore locations, line
valves, connection to existing lines, and other data needed to construct and acquire easements for
the facility.
Sanitary Sewer line profiles may be shown on the same sheet as the water line profiles if the
information can be clearly presented. Information to be shown will include but not be limited to:
manholes, pipe size and material, pipe grade, inverts in/out, manhole top elevations and type
(bolt down), road stationing, line label, stream and bridge crossing material and stationing, and
other special data needed to construct and acquire easements for the facility.
All existing and proposed storm drainage, gas, petroleum pipeline, and other major utility
crossings, shall be shown on the water and sewer profiles.
Roadway Crossine Profiles
All existing or proposed water lines, 6" diameter or greater, crossing a roadway shall be profiled
at the same scale as the roadway profile drawing. All existing and proposed storm drainage,
sanitary sewer, gas, petroleum pipeline, and other major utility lines shall be shown.
All existing or proposed sanitary sewer lines crossing a roadway shall be shown at I "=20 ft.
Horizontal and 1"= 1 0 ft. vertical scales. Manholes, bore and receiving pits, limits of jack and
bore, casing size and length, pipe size and length, existing and proposed storm drainage, water
lines, gas petroleum pipeline, and other major utilities shall be shown. Existing and proposed
ground lines shall be shown and labeled.
Staee Construction Plans
For road widening and reconstruction projects, stage construction plans sheets may be required.
New location projects and minor widening projects will only require a written sequence of
construction which will be included as a Special Provision in the contract documents. In any
case, the water/sewer stage construction shall be based on the roadway maintenance of traffic
plans whether in a written or graphical format.
If plan sheets are required, the drawings can be "not to scale" or reduced to any scale plan views.
If stage construction or maintenance of traffic cross sections are provided for the roadway
portion of the project, the AU construction staging plans must consider these and, if necessary,
the water/sewer lines be shown on these plans. If stage construction or maintenance of traffic
cross sections are not provided for the roadway portion of the project, the AU construction
staging plans shall consider the existing and final roadway cross sections. All existing and
proposed water and sewer lines within the limits of road construction shall be shown on the
roadway cross sections as part of database preparation.
Detail Sheets
The standard details included in the Augusta Utilities Water and Sewer Specifications, latest
edition, shall be included on the detail sheets. Other special details needed to identify the
method, material and dimensions for items not covered in the standard details are to be included
on these sheets.

APPENDIX F
PRELIMINARY LAYOUT CRITERIA FOR BRIDGES
1. The Consultant shall gather from the City all available details and information pertinent
to the preparation of the Preliminary Layout. The City will have the final decision as to
what data and information is pertinent.
2. The Consultant shall prepare the Preliminary Layouts taking into account the criteria
outlined hereinafter.
The Consultant shall submit for review and approval by the City the Preliminary Layouts
and the following minimum computations.
A. Calculations to determine each span length. Distances used shall be defined as
roadway, shoulder, barrier, channel width, 2: 1 slope, berm, etc.
B. Calculations for minimum vertical clearance at all critical points.
C. Calculations and cost comparisons to determine most economical beam type and
spacing as well as considering pile or concrete intermediate bents.
D. Preliminary beam design calculations for final beam type and spacing selected.
E. Economic analysis of vertical end abutments vs. 2:1 end slopes.
F. Computations for bridge construction cost including bridge or structure removal,
if any.
3. Any preliminary superstructure design shall be in accordance with the American
Association of State Highway and Transportation Specifications for Highway Bridges
dated 1992. Structures involving curved steel members shall also be investigated using
the AASHTO Guide Specifications for Horizontally Curved Bridges.
4. All Preliminary Layout computations shall be neatly recorded on 8-112" by 11"
computations sheets, fully titled, numbered, dated, signed by the designer and checker,
and indexed. Preliminary layout drawings may be pencil or ink on mylar having outside
dimensions of 24" by 36" with a 1-112" margin on the left and 1 /2 " margin elsewhere.
5. The Consultant shall prepare Preliminary Layouts for the bridge. The layouts shall be
prepared utilizing the best and most economical superstructure and substructure.
6. The Consultant shall outline on each Preliminary Layout the construction scheme for the
structure. The outline shall address the location of any temporary bents, traffic handling
requirements, deck screeding operations, location of longitudinal and transverse
construction joints in the deck, and any other construction operations which must be
accounted for in the design of the structure.

7. The Consultant shall consider the use of abutments at the ends of the bridges and shall
make an economic analysis as to the cost effectiveness of their use. If economically
justified, the abutments shall be indicated on the preliminary layouts.
8. The Consultant shall obtain the most economical cross section for the bridge. A typical
section shall be prepared which shall indicate the following information.
A. For Steel I-shapes and Prestressed AASHTO girders:
a) Center to center spacing of girders.
b) Distance from outside edge of slab to center of exterior girder. This
distance (overhang) shall be limited to a maximum of 4' -7-1/2"
c) Deck thickness between girders and thickness at centerline of girder from
top surface of deck to top of top flange.
d) Thickness of top and bottom flange and depth of web for steel girders and
the type of prestressed girder used for determining vertical clearances.
e) Distance from gutterline to gutterline and from outside edge of slab to
outside edge of slab.
f) The slope of the deck and the location of any longitudinal construction
points.
B. For Steel and Concrete boxes:
a) Box spacing as measured along the bottom of the deck.
b) Width of the bottom of the box.
c) Depth of section used for computing the vertical clearance. Thickness of
the deck between webs and the top and bottom flanges of steel boxes shall
be indicated as well as the thickness of deck at the center of the steel box
web.
d) Distance from gutterline to gutterline and from outside edge of slab to
outside edge of slab.
e) The slope of the deck and the location of any longitudinal construction
points.
f) The overhang dimension shall be shown. (The maximum overhang shall
be limited to a maximum of 4"-7-1/2" for steel boxes and 9'-6" for
concrete boxes.)
g) The proposed location of longitudinal prestressing ducts shall be indicated.
9. Steel boxes shall be proportioned following the AASHTO Guide Specifications for
Horizontally Curved Highway Bridges. For the bridges where the use of two steel boxes
may be proposed, the section will be considered fracture critical and this requirement
shall be taken into account when determining the economics of the section.
10. In addition to the requirements above, the preliminary layouts shall indicate the

A. A plan view of the proposed structure, indicating beginning and end bridge
stations, skew angles, joint locations, station and skew of roadways/railways
crossing under the structure, width of roadways beneath the structure, taper
control station, offset and rate, location of point of minimum vertical clearance,
and location and magnitude of the horizontal clearances from edge of travelway
beneath the structure to the face of intermediate bents and abutments.
B. An elevation view of the proposed structure indicating the span length, location of
fixed and expansion joints, profile of roadways/railways beneath structures,
vertical clearance from bottom of structure to roadway/rail beneath, proposed bent
locations, and existing ground profile.
C. All horizontal and vertical curve data for the bridge and the roadway/rail beneath
the bridge.
D. The location and elevation of the nearest bench mark.
E. A brief description of the proposed structure indicating span lengths, curved units,
type of end bents, and number of intermediate bents.
F. Any drawings and/or narrative description of the construction scheme to indicate
how the bridge is to be built, including traffic handling sketches.
11. The minimum vertical clearance from bottom of superstructure to roadway beneath shall
be 17' -6" for concrete boxes and 16' -6" for other types of construction. Minimum
vertical clearance from bottom of structure to railroad beneath shall be 23'-0". All
horizontal and vertical clearances and beginning and end bridge stations shall be
mathematically computed and checked.
11. The Consultant shall prepare a construction cost estimate.

APPENDIX G
ADDITIONAL DESIGN CRITERIA FOR BRIDGES
A. MISCELLANEOUS
1. Column ties shall be arranged in such a manner as to accommodate at least a 6
inch tremie so that proper concrete placement will be facilitated.
2. Do not detail construction joints in columns less than 30 feet III height.
Construction joints in abutments shall be clearly indicated.
3. When protective platforms are required for construction over roadways open to
traffic, place the following note on the bridge plans:
"Protective platforms will be required at this site. See Supplemental
Specifications. The Contractor shall maintained a minimum vertical clearance of
feet.
4. All construction plans and documents designed, detailed, and furnished by
consulting firms for City use shall bear a valid Professional Engineer stamp. All
plans submitted to the City for review shall have been checked by the Consultant
prior to submission.
5. Every reasonable effort should be made by the designer to arrive at the most
economical structure. The Consultant shall also consider construction problems
and difficulties. The Consultant shall meet and discuss economic considerations
and construction staging and requirements with the City prior to final design.
6. The minimum vertical clearance over the roadway shall be 16'-6" and over the
railroad shall be 23' -0".
7. The maximum batter piling shall be 4 horizontally on 12 vertically.
8. Construction plans prepared by the Consultant shall contain all dimensions, notes,
and details necessary for a contractor to prepare a bid and construct the structure.
Construction plans for the bridge shall contain the following minimum sheets:
a. Plan and Elevation sheets
b. Deck plans
c. Deck cross-section and detail sheets
d. Bearing assembly sheets
e. Beam or box elevation and section sheets
f. Miscellaneous beam sheets

Additional sheets may be necessary to show the details required for construction
and shall be provided by the Consultant at no additional cost when deemed
necessary by the City.
The deck cross-section sheets shall contain one full width section across the structure
which shall indicate, at least, all the horizontal dimensions necessary to construct the
bridge. If the structure is to be stage constructed of if an existing bridge is involved with
the new structure, there shall be sufficient deck cross-sections prepared to indicate the
staging, location of the existing structure, and location of any temporary barriers on the
structure. Deck cross-sections shall be any temporary barriers on the structure. Deck
cross-sections shall be prepared indicating the deck, barrier, sidewalk and parapet
reinforcing for as many locations as are necessary to show all the deck reinforcing. Deck
cross-sections shall also be drawn indicating edge beams, backwalls, diaphragms or
cross-frames, end frames, and end walls. Cross-sections shall be cut radially across the
structure.
The Consultant shall provide any details necessary for the deck drainage system and for
any expansion joints needed. The Consultant shall meet with the City and discuss how
the deck drainage system will be detailed prior to the beginning of detailing. Every effort
shall be made to hide the drainage pipes from view.
The deck plan shall contain all longitudinal and transverse dimensions necessary to
construct the bridge as well as indicate reinforcing bar numbers and sizes, edge beam
width, expansion joint widths, backwall or end wall locations, location of construction
and expansion joints, and any other items that are necessary to construct the structure.
All details shown in the plans shall be clear. The Consultant shall meet with the City and
discuss how the plans will be prepared prior to beginning drafting on the project. The
City will have the final say as to how a project is to be drawn and will have the right to
require additional drawings at no increase in contract cost.
9. The maximum design strength of any cast-in-place concrete shall be 4500 psi.
10. All highway bridges shall have decks grooved in accordance with Section 500 of
the Standard Specifications.
11. For highway bridges, edge beams are to be designed and detailed using a depth
below the beam flange of at least 18 inches. Slab transverse and longitudinal
reinforcing steel is to be brought to the edge of the slab and the top mat of edge
beam bars shall be below the bottom of the top mat of deck reinforcing steel. Do
not use truss-shaped bars in the edge beam. Extend stirrups from edge beam into
slab

12. For highway bridges, bridge deck protective surface treatment as per section
500.13C of the Standard Specifications will be required. Top of deck reinforcing
steel in all highway bridge decks shall have 2-3/4" of cover.
13. All bridge deck slabs, except for single or two cell concrete boxes, shall be
designed using the Georgia Department of Transportation computer slab design
tables. Single or two cell concrete boxes shall be designed considering influence
surfaces and treating the box as an elastic frame.
l4. The handling of traffic and sequencing of construction must be submitted to the
City for approval. The Consultant shall consider the traffic conditions when
developing the construction plans and shall indicate by sketches on the plans and
by notes the step by step procedure for constructing the structures. This shall
include both the detour elements and the permanent bridge. Some of the items to
be considered and which shall be addressed are as follows:
a. Location of any temporary bents and location and SIze of openings
through any falsework that may be required.
b. Method for removing existing structure.
c. Method for erecting new beams while maintaining traffic.
15. The Consultant shall provide for the installation of utilities, overhead signs and
roadway lighting on the bridges. The installation of the items shall be considered
in staging the construction of the bridges.
16. Provide for a future paving allowance of 30 pounds per square foot.
B. STEEL GIRDERS
1. All steel utilized in steel girders shall be ASTM Designation A36, A572, or A588
with Augusta Richmond County Public Works &Engineering approval.
2. Main load carrying members subject to tension shall be indicated on the plans and
shall meet the Charpy V-Notch test requirements found in the Standard
Specifications.
3. When designing for fatigue, all welds shall be Category C or better as defined by
the AASHTO Specifications.
4. The Electro-slag welding process is not allowed for construction of bridges in
Georgia. The Consultant shall not design this welding process in any structure.
5. For girder webs six feet or greater in depth, safety handrailing must be provided
Details of the handrailing must be included on the plans.

6. Web stiffeners shall be provided no closer than six inches from web splices. Web
stiffeners must be provided for all field web splices.
7. Gussett plates attaching lateral bracing to the webs of girders shall be bolted to the
girder web. Also a positive support system for the crossing of lateral bracing
diagonals shall be provided to limit deflection of the brace system.
C. STAY IN PLACE FORMS
1. Provide the following non-composite dead loads to account for metal stay-in-
place forms:
a. Main deck reinforcing normal to centerline of bridge - 9.25 pounds/square
foot
b. Main deck reinforcing skewed to centerline of bridge - 16 pounds/square
foot
Do not show on plans any reference for additional weight due to stay in place
forms.
2. The use of intermediate supports between beams for metal stay in place forms is
allowed for concrete box girder bridges. The shop drawings are to be specifically
checked to verify that the gage of metal proposed is adequate to keep deflections
within acceptable limits.
3. When designing composite prestressed concrete beam bridges with precast deck
panels, neglect one inch of the top slab thickness for all strength calculations. The
one inch thickness shall be included in the dead load calculations.
4. During review of shop detail drawing for prestressed concrete deck panels, the
Consultant shall ask the supplier to send sepia sheets of the panel location plans
and details of all revised bar reinforcement at the time the supplier sends the final
sets of drawings to the County for distribution. The County shall revise the
bridge plans to include the spias and make proper distribution to all holders of that
a record will be made of the change in slab design and construction.
5. The Consultant shall investigate the designed deck thickness to determine if
prestressed concrete deck panels will work without adding thickness to the slab.
If additional slab thickness is required, the Consultant shall make a check of the
beams to determine if the extra dead load (excluding the dead load provided for
the metal forms) will cause any overstress. If the extra dead load adversely
affects the beams, a note shall be place on the Plan and Elevation sheet
prohibiting the use of prestressed concrete deck panels for the span or entire
structure.

6. Prestressed concrete deck panels will not be allowed for use with the post-
tensioned box structures and for structures utilizing structural steel as the
superstructure supporting element.
D. PRESTRESSED CONCRETE BEAMS
1. Use AASHTO type beams
2. When specifying neoprene bearing pads, make every effort to use standard size
pads. Whenever possible, use dowels to hold pads in place rather than expensive
bearing assemblies using sole and bearing plates.
3. Anchorage beds are set for horizontal and vertical strand patterns of two inches
center to center. Detail all straight and draped strands on two inch spacings as per
AASHTO type beam standards.
4. Detail all blockouts for diaphragm bar nuts and washers as circular using 5-inch
diameter blockout and 4-inch diameter washer. Make sure to locate diaphragm
bars to avoid interference with draped strands.
5. All plans should show a minimum design release strength.
6. Beam on skewed bridges should have only the top flange skewed.
7. Place the following note on plans:
"Shop Drawings shall show the details of lifting devices embedded in beam
ends."
Check shop drawings to verify that lifting devices extend to near the bottoms of
beams so that the weight of the beam will not cause tension stresses at the
junction of the web and top flange.
8. To prevent cracking at beam ends, provide the minimum amount of reinforcing at
beam ends as required by AASHTO in Article 1.6.15.
9. Detail beam lengths to 1/16" increments and state on plans that lengths are
horizontal dimensions for in place beams and that fabricator shall adjust lengths
for grade and fabrication effects such as shrinkage and elastic shortening.
10. Make sure deck coping accounts for deflections due to the effects of creep and
loss of prestress.
11. Place the following note on the plans:
"The contractor shall submit shop drawing on standard plan size 23" x 36" inch
sheets showing complete details of beams including the following:

PRELIMINARY LAYOUT CRITERIA FOR RETAINING WALLS
The Consultant shall prepare preliminary layouts for all retaining walls used on the Project. The
layouts shall contain a plan and elevation view and indicate the following information:
A. Beginning and ending wall stations and offsets. The station and offset shall also be given
at every break point along the horizontal alignment ofthe wall.
B. Elevations on top of wall (parapet or traffic barrier) at the beginning and ending of wall
and at profile break points.
C. The existing and proposed ground elevation shall be shown at the bottom and top of the
wall as well as a footing envelope which shall indicate the highest elevation the footing
for an earth wall can be located.
D. Limits of right-of-way shall be indicated by station and offset.
E. Horizontal and vertical alignment data, including superelevation data.
F. Location and size of any utilities, drainage pipes, noise barriers, light standards, and
overhead signs shall be indicated on a cross-sectional view of the wall as well as the plan
VIew.
G. A narrative of any construction staging which may be required to erect the wall.
The Consultant shall meet regularly with the City to discuss the proposed wall structures.
Conceptual sketches indicating the proposed structures shall be presented and discussed before
the preliminary layout is prepared.

RET AINING WALL CONSTRUCTION PLAN AND DESIGN CRITERIA
1. The Consultant shall prepare construction plans for the walls. The plans shall contain a
Plan and Elevation of the wall indicating the following:
A. Beginning and ending wall stations.
B. Elevations on top of wall (parapet or traffic barrier) at the beginning and ending
of wall and at profile break points.
C. Original ground profile.
D. Proposed ground profile.
E. Limits of right-of-way.
F. Horizontal and vertical alignment data.
G. Superelevation data.
H. Horizontal offsets to face of wall.
I. Location and height of noise walls which may be required near walls (the City
will furnish this information to the Consultant).
1. Location and type of overhead signs which may be required near walls (the City
will furnish this information to the Consultant).
K. Location and size of any drainage structures which may affect the wall.
L. Location of roadway lighting which may be near the walls.

2. The plans shall contain a Table of Quantities for each wall. The Table of Quantities shall
list all of the pay items and their quantities that are necessary to bid and construct the
wall.
3. All panels used in the construction of a wall shall be designated on the elevation view for
the wall. Details of the panels shall be included which shall indicate all dimensions
necessary to fabricate the panels.
4. The Consultant shall review the plans prepared by the wall companies to verify that the
information required in Item 1 above is on their plans. The Consultant shall also prepare
the Summary of Quantities sheet for the retaining walls.
5. The Consultant shall review the soil investigation report furnished by the City for
possible unstable wall conditions. The Consultant shall discuss any questionable sites
with the City prior to final design and detailing of the wall. The City will make a slope
stability analysis of the questioned wall and will direct the Consultant as to how to
proceed with the design.

BID & CONSTRUCTION ASSISTANCE
When the City authorizes the construction of the project or projects, the Consultant, in
conformance with the construction contract documents, shall:
1. Attend pre-bid conference and/or answer questions that the bidders may
have regarding the contract documents, plans, and technical specifications.
Assist the City in assembling and issuing minutes of the pre-bid
conference.
2. Review comments of prospective bidders during the bid period and issue
addenda, if necessary.
3. When requested, attend bid openings and assist the City in evaluating bids
and recommend bidder(s) for contract award.
4. Attend with representatives from the City a pre-construction conference to
start coordination with and give initial instructions to Contractor.
5. Consult with and advise the City as to the acceptability of substitute
materials and equipment proposed by the Contractor when substitution is
permitted by the contract documents.
6. Review shop drawings, samples, and other submittals of the Contractor
only for general conformance to the design concept of the project and for
compliance with the information given in the contract documents. Assist
the City in rectifying any design errors and omissions. This may include
the necessary redesign at no extra cost to the City.

CONSULT ANT PROVIDED DIGITAL MAPPING
Mapping will be prepared utilizing standard stereo photograrnmetric compilation methods.
Features to be shown will include all those features visible on the photography which are
generally shown on maps meeting national standards as outlined in the "Reference Guide
Outline" published by the U.S. Department of Transportation.
Proiect Area Definition
The project consists of one-foot contour along the project limits.
Proiect Limits
1. Compilation to 250' each side of centerline (includes local side streets).
2. At minor and major collector side streets - compilation to 500' each side of main line and
150' each side of side road center lines.
3. At arterial side road intersections - compilation to 800' each side of main line and 150'
each side of side road centerlines.
Photography
New aerial photography will be obtained by the Consultant at a negative scale of 1" = 333 and
will be suitable for the digital mapping phase ofthis contract.
Photogrammetric Control Surveys
1. Permanent reference monuments will be established in the field in close proximity to the
project corridors. Monuments will be placed in intervisible pairs at approximate 1 mile
intervals. The location of the monuments will be mutually agreed upon by the City and
the Consultant.
2. Horizontal and vertical control values will be assigned to each permanent monument and
will be set-up points in the control network. All monuments will be a set-up point on
control traverses.
3. The horizontal control will be established in conjunction with the Georgia State Plane
Coordinate Grid Network, NAD83.
4. The vertical control will be based upon National Geodetic Survey - Mean Sea Level
Datum 1929.
5. The monuments set will have an accuracy of 1 :20,000 horizontal and vertical accuracy of
0.04' x square root number of miles.
6. The photograrnmetric control will be established to facilitate full-model control of the
stereo models via an analytical aerotriangulation procedure. Residuals or past points will
be provided to the City.

7. An analytical control solution will be performed for each project upon completion and
data reduction of the field survey operations.
8. Computation for all Global Positioning Points used will be provided to the APW &E and
include a control diagram and error ellipses in a graphical format.
9. All horizontal angels will be measured by a theodolite or total station that reads to the
nearest second.
10. All horizontal angles will be measured two positions face I and II or an equivalent
procedure.
11. All vertical angles will be read face I and II.
12. All distances will be read ahead and back.
13. All instruments used in establishing control monuments shall be approved by APW&E
and certified by a baseline traceable to the N.B.S. prior to beginning any work.
14. Vertical and horizontal control needed to control the photographs and not related to the
project control monuments should conform to third order accuracy's. Theodolites or total
stations that read to the nearest 6 seconds will be acceptable for this work.
15. A copy of the field survey data notes and reductions will be provided to the APW&E
office. A hard copy graphic plot of the field control survey points will be provided for
project area. A card showing location sketches of monuments will be provided.
16. A list of monuments in numerical order will be provided. (Card sample attached.)
17. All monuments will meet attached specifications and be stamped as shown.
Photograrnmetric Digital File Development
1. Develop a digital terrain model such that generation of one-foot contour accuracy is
provided.
2. The digital files will be used to graphically display and plot the topographic files at
1 "=50' scale containing two-foot contours.
3. A listing of planimetric detail to be collected from the aerial negatives will be mutually
agreed upon by the City and Consultant before the start of any work.
4. One-foot contours would be a reference level of these files.
5. Within any areas of the stereomodel where full planimetry or topography cannot be
reliably developed due to obscured images, the planimetric and topographic detail will be
displayed as dashed-line images. The obscured area will be surrounded by a unique line
symbol, and the text "Obscured Area - verify by field survey prior to use for engineering
design," will be superimposed over the area.
6. A complete set of interim edited paper check plots at final map scale will be provided to
APW &E for review and comment.
7. One set of 3 mil reproducible mylar map sheets will be prepared for each project area.
The overall size of each sheet will be 24" x 36". An information mask and title block will
be designed to the approval of APW &E. The finished map sheets will represent the
planimetry at 1 "=50' scale and will display two-foot contours. The map sheets would be
tied to one another via a conventional match line technique.
8. All permanent field control monuments will be displayed upon the final map product/files
via a unique symbol.

A set of reproducible mylar film photographic enlargements will be prepared to represent each
project area based upon the following criteria:
1. Each sequentially numbered negative will be used to prepare an enlargement image.
2. Each positive photographic image will represent a 4.2" x 5.7" image area of each
negative.
3. Each enlargement will be printed upon 30" x 40" film stock.
4. Each enlargement image will be scaled in one dimension to measurements extracted from
quad sheets.
5. The scale of each enlargement will be approximately 1 "=50'.
6. The enlargements will be processed onto 4 mil matte surface mylar material.
7. Each enlargement would contain a small title block in the lower right hand corner. The
title block would include the Augusta, Georgia Public Works & Engineering Department
project number, the individual project street name, the number of the enlargement
according to the project sequence and the negative exposure number.
8. An easy to follow index agreeable to the City shall be included and delivered.
The deliverables will consist of the following:
1. Sterodigitized computer files, 3D fornlat for maps with 1 foot elevation contours and
planimetric data and control data in separate layers and final mylar map sheets at a 50
foot scale.
2. Control for mapping (including field books and calculations.)
3. One set ofreproductible mylar film positive photographic enlargements (30" x 40").
4. The mapping consultant will provide written monthly status reports to PW &E.
5. Two sets of contract prints for the project.
