This AMENDMENT 2 10 STANDARD AGREEMENT FOR PROFESSIONAL SERVICES is between CH2M HILL INC.. and
Augusta, Georgia, aoting by and through the Augusta-RIchmond County CommissIon ("OWNER") for a PROJECT
generally described as:
Program M8nagement ServIces For Bond Issue Projects. For The Augusta Utllfties Depsrtment
This AMENDMENT 2 is 10 the AGREEMENT between CH2M HILL INC. ('PROGRAM MANAGER"), and The Augusta-
RIchmond County Commission ("OWNER"), Dated April 6, 1998, for a PROJECT generally described as:
Program Management Services (or 2000 SerIes Bond Issue Projects fDr the Augusta Utl/ltles Department
The purpose of this AMMENDMENT 2 is as (ollows: furnish specific services that are in addition to those outlined
in AMENDMENT 1 of AGRE~MENT,
ARTICLE 1. SCOPE OF SERVICES
PROGRAM MANAGER will periorm the Scope of SeNices set forth in Attachment A,
ARTICLE 2. COMPENSATION
OWNER will compensate PROGRAM MANAGER as set forth in Attachment 8,
ARTICLE 3. TERMS OF PAYMENT

ARTICLE 4. OBLIGATIONS OF PROGRAM MANAGER

ARTICLE 5. OBLIGATIONS OF OWNER

This AMENDMENT, inclvding its attachments and schedules, constItutes the entire AMENDMENT to AGREEMENT,
supersedes all prior written or oral understandings, and may only be changed by a written amendment eXl1!culed by both
parties, The following attachments and schedules are hereby made a part of this AGREEMENT:

This attachment is to AMENDMENT 2 to STANDARD AGREEMENT FOR PROFESSIONAL SERVICES between CH2M
HILL, INC., ("PROGRAM MANAGER"), and '.
Augusta, Georgia, acting by and through the Augusta-Richmond County CommissIon, ("OWNER"), for
a PROJECT generally described as:
Program Management Services for 2000 Series Bond I~sue Projects for the Augusta Utilities Department
ARTICLE 1. SCOPE OF SERVICES
PROGRAM MANAGER agrees to furnish OWNER the following specific services in addition to those outlined in
AMENDMENT 1:
Task 5 - Additional and Special Services
5.1: The PROGRAM MANAGER will' provide Additional or Special Services directed by the OWNER during the
program including but not limited to development of the following:
5.1.5 Calibration and updating 01 existing Hydraulic Water Model (Increase Budget Amt. By $130,000 for
digitizing water line base maps,) '" .
5.1.8 Water and Sewer Rate Management Plan (New Budget Arnt. = $65,000)
5,1.9 Highland Avenue Water Treatment Plant Improvement Plan including Process and Hydraulic Profile
development (New Budget Amt. . $150,543)
5.1.10 Field Flow Monitoring as required by NPOES Stormwater Permit (New BUdget Amt. = $600,OOO}
PROGRAM MANAGER will provide technical oversight, review, and specialized consulting on selected
projects and technical issues, as requested by the OWNER

ATTACHMENT B - COMPENSATION
ARTICLE 2. COMPENSATION
Compensation by OWNER to PROGRAM MANAGER will be as
follows:
A. COST REIMBURSABLE-PEA OIEM (TIME AND EXPENSE)
No Changes
B. BUDGET
A budgBtary amount of $5,g20,OOO (Five Million Nine
Hundred Twenty Thousand Dollars), exclUding taxes, Is
hereby established for services defined In ARTICLE 1 as
shown on the attached "Budget Estimate for Program
Management Tasks". The budget amount for any additional
services not listed in ARTICLE 1 will be established by
further amendment to this AGREEMENT,

PROGRAM MANAGER will make Il?asonabfe efforts to
complete the work within Ihe budget and will keep OWNER
informed of progress toward that end so that the budget or
work effort can be adjusted if faund necessary,
PROGRAM MANAGER is not obllgatecj to incur costs
beyond the indicated budgets, as may be adjusted, nor is
OWNER obligated to pay PROGRAM MANAGER beyond
these limits.
