Dear Ms. D'Alession:
We have been informed by the Social Security Administration that the Federal-State
Agreement has been modified to exclude employees in election official and election
worker positions who earn less that $1000,00 in a calendar year until 1999 and the
adjusted remuneration paid to reflect changes in the economy thereafter. We are
enclosing an approved, signed copy of the Modification to Plan and Agreement.
We emphasize if the new $1000.00 is reached, the services of an individual in the
position of election official or election worker will not qualify for the election
official/worker exclusion and, in the absence of some other basis for non-coverage will
be subject to coverage from the first dol!ar paid in that calendar year.

The State of Georgia, acting through its representative designated to administer its
responsibilities, the Employees' Retirement System of Geor~a, under the original
agreement between the State Agency and officials of WI' ~ \.A$ W I
&t)V5 i 0. ,hereby modify said agreement effective _,'Januarv 1. 199~ to
€.xclude the following services:
Services performed by election officials or election workers for each calendar year prior
to the year 2000 in which the remuneration paid for such services is less than $1000,
and for each year after 1999 in which the remuneration paid is less than the adjusted
amount, as described below, beginning with services performed in the year that this
modification was mailed or delivered by other means to the Commissioner.
The $1000 limit on the excludable amount of remuneration paid in a calendar year for
the services specified in this modification will be subject to adjustment for calendar
years after 1999 to reflect changes in wages in the economy without any further
modification of the agreement, with respect to such services performed during such
calendar years, in accordance with Section 218(c)(8)(B) of the Social Security Act.

RESOLUTION
A RESOLUTION AUTHORIZING THE EXCLUSION FROM
SOCIAL SECURITY WITHHOLDING AS TO SERVICES
PERFORMED BY ELECTION OFFICIALS OR ELECTION
WORKERS FOR EACH CALENDAR YEAR PRIOR TO. THE
YEAR 2000 IN WHICH THE REMUNERATION PAID FOR
SUCH SERVICES IS LESS THAN $1,000.00, AND FOR
EACH YEAR AFTER 1999 IN WHICH THE REMUNERATION
PAID IS LESS THAN AN AMOUNT SET PURSUANT TO
THE SOCIAL SECURITY ACT.
WHEREAS, the former City Council of Augusta, Georgia and the Richmond
County Board of Commissioners, did each enter into a Plan and Agreement (the
("Agreement") with the Employees' Retirement System of Georgia for extending to their
employees the insurance system established by Title II of the Social Security Act; and
.
WHEREAS, the original agreements did include the services of election
officials and election workers; and
WHEREAS, Public Law 103-296 increased the Social Security exclusion
for election workers from $100 to $1,000 remuneration in any given calendar year;
and
WHEREAS, it is the desire of Augusta, Georgia, acting by and through the
Augusta-Richmond County Commission, as successor to the City Council and the
Richmond County Board of Commissioners, to exclude the services performed by
election officials or election workers for each calendar year prior to the year 2000 in
which the remuneration paid for such services is less than $1,000, and for each year
after 1999 in which the remuneration paid is less than the adjusted amount, as described ,
below; and
WHEREAS, the $1,000 limit on the excludable amount of remuneration paid
in a calendar year for the services specified will be subject to adjustment for calendar
years after 1999 to reflect changes in wages in the economy without any further
modification of the Agreement, with respect to such services performed during such
calendar years, in accordance with Section 218(c)(8)(B) of the Social Security Act.
NOW, therefore, be it resolved, that the contracts approved and accepted
by the Employees' Retirement System of Georgia for the City Council of Augusta,
Georgia and the Richmond County Board of Commissioners be and are hereby,
amended to exclude the above services effective January 1, 1996.

withholding as to services performed by election officials as set forth in the Resolution adopted
by the Augusta-Richmond County Commission on October 20, 1998. Please include this in the
City's permanent records.
