Final Civil Enl!ineerinl: Desil!n Phase Services. Desimated Special Services) It is agreed to undertake the following work in accordance with the provisions of our MASTER AGREEMENT for Professional Services dated July 18, 2002. A. Description of Assi~ment: The PROJECT includes Basic Services and Special Services for Architectural and Engineering design and bidding to complete the design ofthe program elements as previously defined in the approved 1999 Design Development package prepared under Work Authorization No.6: Terminal Building Additions and Renovations (under Master Agreement dated May 1,1997), but as may be modified through a partial Schematic Design Phase included in this Work Authorization. For the purposes of this Work Authorization, modifications are limited to adjustments necessary to accommodate space requirements for the Transportation Security Administration (TSA), space for additional airline(s) and consequential additional airport administration office area requirements. The PROJECT also includes Terminal Area (Site) Improvements including Terminal Area Water Line, Curb Road Improvements, Long- Term Parking Lot Expansion, Future Rental Car Ready Lot Rehabilitation, Aircraft Hardstands and North and South Terminal Area Reconfiguration which, along with the Terminal Building Additions and Renovations, comprise the 2003 Terminal Area Improvements Project at Augusta Regional Airport at Bush Field, hereinafter referred to as the PROJECT. The scope described in this Work Authorization excludes any work associated with the hotel. This and any other modifications, if deemed beyond the scope of this Work Authorization, may be considered by supplemental agreement. Specific services are as described below: 1. The CONSULTANT shall provide basic services (partial Architectural Schematic Design), as described in Exhibit "D", Section I, B ofthe MASTER AGREEMENT, for the Terminal Building Additions and Renovations element of the PROJECT. PARTIAL ARCHITECTURAL SCHEMATIC DESIGN - Includes the following: Work Authorization No,6 Augusta Regional Airport Page 1 of 6 052903 ( Drawings and Other Documents illustrating the Scale and Relationship of the Project Components, with particular emphasis on the modifications to accommodate TSA requirements, additional airline offices and administration area modifications. - Coordination with Regulatory Agencies. - Order of Magnitude Cost Estimating. - Coordination with Landscape Architect, - Coordination with Financial Consultants, the Federal Aviation Administration and the Transportation Security Administration. - Preliminary Construction Phasing Plan revisions 2. The CONSULTANT shall provide basic services (Architectural Construction Documents), as described in Exhibit "D", Section I, D of the MASTER AGREEMENT, for the Terminal Building Additions and Renovations element of the PROJECT. ARCHITECTURAL CONSTRUCTION DOCUMENTS- Includes the following: Drawings and Specifications that Set Forth in Detail the Architectural, Structural, Mechanical and Electrical Requirements for the Construction of the Project. Final Construction Phasing Plans. Final Demolition Plans. - Coordination with Regulatory Agencies. - Final Cost Estimate. - Bidding Information, Bidding Forms, Conditions of the Contract and Form of Agreement between Owner and Contractor. - Coordination with Landscape Architect, Interior Designer, Signage and Graphics Designer and Other Related Special Services Terminal Building Subconsu1tants. - Coordination with Other Ongoing Projects. - Coordination with Airline Representatives, Financial Consultants, the Federal Aviation Administration and the Transportation Security Administration. 3. The CONSULTANT shall provide basic services (Civil Engineering Pinal Design), as described in Exhibit "C", Section I, C of the MASTER AGREEMENT for the Terminal Area (Site) Improvements including Terminal Area Water Line, Curb Road Improvements, Long-Term Parking Lot Expansion, Future Rental Car Ready Lot Rehabilitation, Aircraft Hardstands and the North and South Terminal Area Reconfiguration elements of the PROJECT. FINAL CIVIL ENGINEERING DESIGN - Includes the following: Work Authorization No,6 Augusta Regional Airport - Final Plans, Details and Specifications for Grading, Drainage and Paving and Other Site Related Improvements. - Final Plans, Details and Specifications for Utilities for Site Improvements. - Engineering Reports and Recommendations - Coordination with Local Utility Agencies for Site Improvements. - Coordination with Regulatory Agencies. - Final Construction Phasing Plans Page 2 of 6 052903 - Cost Estimate. - Coordination with Architect and Landscape Architect. - Coordination with Signage and Graphics Subconsu1tant - Coordination with Other Ongoing Projects. 4. The CONSULTANT shall provide basic services (Bidding and Negotiation)), as described in Exhibit "C", Section I, D and Exhibit "D", Section I, E of the MASTER AGREEMENT, for the PROJECT. BIDDING PHASE SERVICES -One bid package shall be prepared in the Design Phase, for all of the elements of the PROJECT. Services included the following: Assistance with Advertisement Document Distribution and Record of Prospective B~dders Conduct Pre- bid Conference Issue Addenda Attend Bid Opening, Prepare Bid Tabulations, Evaluate Bids Assist in Contract Award and Contract Preparation 5. The CONSULTANT shall also provide Special Services (Lump Sum), as described in Exhibit "D" Section II, ofthe MASTER AGREEMENT, for the PROJECT, which includes: a) Landscape Architecture: Architectural Construction Documents Phase Services Related to Terminal Building Additions and Renovations and landscape rendering. b) Interior Design: Architectural Construction Documents Phase Services Related to Terminal Building Additions and Renovations. c) Terminal Signage and Graphics: Construction Documents Phase Services Related to Terminal Building Additions and Renovations. d) Site Signage and Graphics: Schematic Design through Construction Documents Phase Services Related to Terminal Building Additions and Renovations. e) FIDS/BIDS: Construction Documents Phase Services Related to Terminal Building Additions and Renovations. f) Access ControllCCTV Modifications: Construction Documents Phase Services Related to Terminal Building Additions and Renovations. g) Communications/Paging/Network: Construction Documents Phase Services Related to Terminal Building Additions and Renovations. h) Hazardous Material Abatement: Plans and Specifications related to building asbestos removal. The CONSULTANT shall provide Program Management and General Consulting services, as described in Exhibit "A", Section I, A and B ofthe MASTER AGREEMENT, for the PROJECT. PROGRAM MANAGEMENT AND GENERAL CONSULTING - Services include the following: Design Team Liaison with Airport Staff, Commissions, and Other Airport Consultants. Overall Program Scheduling and Budgeting. Coordination with the Airlines and Airport Tenants. Coordination with FAA and TSA Financial Coordination Assistance. Attendance at Owner Requested Meetings. Other Owner Requested Services related to the PROJECT. 7. The CONSULTANT shall also provide Special Services (Allowance), as described in Exhibit "D" Section II, of the MASTER AGREEMENT, for the PROJECT, which includes: a) Hazardous Material Abatement: Plans and Specifications related to terminal area underground fuel storage tank removal. b) Detailed Cost Estimating: "Third Party" Detailed Preliminary and Final Cost Estimating, as may be required by the Commission's financial consultant, related to project funding. c) Wetlands Delineation: Related to the 1999 Design Development submittal scope of work for the long term parking expansion area. d) Renderings and Presentation Materials: Hand drawn exterior and interior renderings depicting image of Terminal Building Additions and Renovations and preparation of other special presentation materials for Commission or other public or project related meetings. e) Geotechnical Testing: Soil testing as may be required by Structural Engineer for foundation design. B. Basis of Comuensation: 1) For Basic Services, Partial Architectural Schematic Design, as described in Section AI. of this Work Authorization, the CONSULTANT shall be paid the lump sum fee of Ninety Nine ThousandFive Hundred Fourteen Dollars and No Cents ($99,514.00) as described in Exhibit "F", Section I, of the MASTER AGREEMENT. 2) For Basic Services, Architectural Construction Documents and Civil Engineering Final Design, as Work Authorization No,6 Augusta Regional Airport Page 4 of 6 052903 described in Section A.2. and A.3. ofthis Work Authorization, the CONSULTANT shall be paid the lump sum fee of Eight Hundred Thirty One Thousand Seven Hundred Forty Four Dollars and No Cents ($831,744.00) as described in Exhibit "F", Section I, of the MASTER AGREEMENT. 3) For Basic Services, Bidding and Negotiation, as described in Section A.4. of this Work Authorization, the CONSULTANT shall be paid the lump sum fee of Forty Thousand Nine Hundred Thirty One Dollars and No Cents ($40,931.00) as described in Exhibit "F", Section I, of the MASTER AGREEMENT. 4) For Special Services (Lump Sum), as described in Section A5. of this Work Authorization, the CONSUL T ANT shall be paid the lump sum fee of Two Hundred Seventy Three Thousand Five Hundred Twenty Two Dollars and No Cents ($273, 522.00) as described in Exhibit "F", Section I, of the MASTER AGREEMENT. 5) For Program Management Services, as described in Section A6. of this Work Authorization, the CONSUL TANT shall be paid the lump sum fee of Fifty Four Thousand Three Hundred Twenty Dollars and No Cents ($54,320.00) as described in Exhibit "F", Section I, of the MASTER AGREEMENT. 6) For Special Services (Allowance), as described in Section A.7. of this Work Authorization, the CONSULTANT shall be paid on an actual cost not-to-exceed basis as described in Exhibit "F", Section I, of the MASTER AGREEMENT, up to the Not-to Exceed Allowances listed below. Fuel Tank Abatement NTE Two Thousand Five Hundred Dollars and No Cents ($2500.00) Detailed Cost Estimating NTE Twelve Thousand Five Hundred Dollars and No Cents ($12,500) Wetlands Delineation NTE Ten Thousand Dollars and No Cents ($10,000.00) Renderings, Presentations NTE Fifty Thousand Dollars and No Cents ($50,000.00) Geotechnical Testing NTE Four Thousand Five Dollars and No Cents ($4,500.00) C. Period of Services: Upon written Notice-to-Proceed (NTP), as evidenced by the signature of the Administrator, the Services described in Section A of this Work Authorization shall be as noted below, exclusive of OWNER, FAA, and regulatory reviews or OWNER caused delays.
