MUTUAL AID AGREEMENT
THIS AGREEMENT entered into this the 21st day of November 1996 by and between
WESTINGHOUSE SAVANNAH RIVER COMPANY, INC., a corporation duly organized and
existing under the laws of the State of Delaware, and having an office in Aiken, South Carolina
(hereinafter WSRC), acting under Contract No. DE-AC09-96SRI8500 with the UNITED
STATES OF AMERICA (hereinafter called the "Government") as represented by the
DEPARTMENT OF ENERGY (hereinafter called "DOE"), and AUGUSTA-RICHMOND
COUNTY, GEORGIA, through its EMERGENCY MANAGEMENT AGENCY (hereinafter
called the "Agency"):
WHEREAS, the Agency is responsible for developing emergency preparedness plans and
procedures and coordinating real-time response to emergency events affecting Augusta-Richmond
County, including severe weather events such as tornadoes, hurricanes and heavy rains, as well as
the release of hazardous substances from industrial sites; and
WHEREAS, these emergency events may impact those areas adjacent to Augusta-Richmond
County; and
WHEREAS; the Savannah River Site (SRS) is located adjacent to Augusta-Richmond County, and
potentially impacted by emergencies within Augusta-Richmond County; and
WHEREAS, WSRC has the meteorological capabilities to assist and enhance the Agency's
emergency preparedness capabilities within and adjacent to Augusta-Richmond County; and
WHEREAS, both parties listed herein have a willingness to provide mutual assistance when
needed.

NOW THEREFORE in consideration of the mutual benefit to be derived by all parties concerned, it
is hereby agreed:
1. SERVICES:
a. Meteorological Monitoring for Emergency Response. WSRC shall assist Augusta-
Richmond County by installing, calibrating, and maintaining meteorological equipment at
up to three (3) locations within critical industrial areas of Augusta-Richmond County for
use during emergencies including those involving hazardous substances (as defined by 40
CFR 302.4 and 40 CFR 355). These areas are: (1) along Marvin Griffin road, (2) along
Clanton and Tobacco road intersection, and (3) along Georgia Highway 56 south of Bush
Field. WSRC will loan two complete sets of equipment upon a commitment by Augusta-
Richmond County to purchase equipment for at least one other monitoring location. A
complete set of instrumentation consists of a cup anemometer, a bi-directional wind vane,
and a temperature sensor. Any equipment purchased by Augusta-Richmond County or its
agents under this agreement shall meet specifications established by WSRC. For each
monitoring location, Augusta-Richmond County or its agents shall arrange for or purchase
(I) access to a platform for mounting the instrumentation, (2) a climber for placement of the
equipment and retrieval/replacement of the equipment during calibration, (3) power and
telephone service, (4) a data logger for processing sensor output and local storage of the
data, (5) necessary cabling, and (6) modem for transmission of data to WSRC computers.
In addition, Augusta-Richmond County shall arrange for a permanent point of contact for
coordination of all installation, maintenance (routine and non-routine), and calibration
activities. Routine maintenance and calibration of the equipment shall be conducted by
WSRC once every six months, in accordance with the existing WSRC meteorological
monitoring program. Augusta-Richmond County or its agents shall provide WSRC with
(1) access to the monitoring platform for routine maintenance and calibration of the
equipment and (2) a climber for retrieval/replacement of the equipment during routine
maintenance and calibration. At no time shall WSRC be required to commit resources for
maintenance of these sensors if critical meteorological sensors at SRS are determined by
WSRC to require the immediate attention of maintenance personnel. Data from the
monitoring sites shall be made continually accessible to the emergency response interests of
WSRC and Augusta-Richmond County through WSRC's Weather Information and
Display System computers. Augusta-Richmond County shall provide the IBM compatible
personal computer and modem (as necessary) needed to access and display the data.
WSRC will also access, archive and provide data from an existing monitoring site on
Columbia Nitrogen Road, as well as any other monitoring locations in Augusta-Richmond
County that are mutually acceptable to WSRC and Augusta-Richmond County. WSRC
will not have any responsibility for the calibration, maintenance or any other services or
obligations relative to any existing monitoring locations in Augusta-Richmond County.
b. Consequence Assessment Models. WSRC shall provide custom consequence assessment
model software to Augusta-Richmond County for use in emergencies involving release of
hazardous substances to the atmosphere. WSRC shall install the software on an IBM
compatible personal computer provided by Augusta-Richmond County, conduct training on
use of the software, provide user manuals, and allow real-time access to a data set of up to
twelve hours of meteorological data collected by WSRC's Weather Information and
Display (WIND) System for input to the models. WSRC shall also provide necessary
updates to such software and render technical assistance to ensure proper function of the
software.
c. Meteorological Consultations. In the event of a severe weather threat or hazardous
substances emergency within Augusta-Richmond County, WSRC shall render /
meteorological consultations, interpretations and forecasts, upon request, as an aid in the
development of protective measures. Severe weather threats are defined as the occurrence
or potential development of hurricane conditions, heavy rains, heavy ice or snow, high
winds, and/or tornadoes. Any meteorological advice or forecast rendered by WSRC
during severe weather events are supplementary to severe weather watches, warnings, or
other statements issued by the National Weather Service, Columbia, SC.
2. REQUESTING ASSISTANCE: Assistance under this agreement may be requested or
authorized by the Director, Augusta-Richmond County Emergency Management Agency or his
or her designee who is directing the operations for which assistance is being requested.
3. RENUMERATION: No compensation will accrue or become due for any services rendered
under this agreement.

4. RESPONSmILITY AND LIABILITY: Each party waives all claims against the other for
compensation for any loss, damage, personal injury or death occurring as a consequence of
any assistance rendered or information, data, or advice shared under this agreement or as a
consequence of the perfonnance of this agreement in any manner whatsoever.
5. RESPONSmILITY FOR EXECUTION: Agency heads or designated representatives of the
parties must together execute this agreement.
6. TERMlNATION: This Agreement may be amended by written agreement between WSRC and
Augusta-Richmond County. This Agreement may be tenninated by the mutual agreement of
the WSRC and Augusta-Richmond County or by either party upon 30-day written notice to the
other party. However, termination of one part of this Agreement does not constitute
tennination of the entire Agreement. Unless previously tenninated this Agreement will be in
effect for five years from the date of execution.
7 . APPROVAL BY DOE: This Agreement or any extension, revision or modification thereof
shall be subject to the written approval of DOE, and shall not be binding until so approved.
