WHEREAS, We, Cranston Engineering Group, P.C., Consultant, entered into a contract with
Augusta-Richmond County on December 29, 2007, for engineering design services associated
with the Willis Foreman Road Repair/Replacement Project, File Reference No. 07-014 (A), and
WHEREAS, certain revisions to the design requested by Augusta-Richmond County are not
covered by the scope of the original contract, we desire to submit the following Supplemental
Agreement to-wit:
Additional Engineering services to design and complete the proposed Willis
Foreman Road Bridge over Spirit Creek.
It is agreed that as a result of the above described modification the contract amount is increased
by $65,070.00 from $16,928.00 to a new total of$81,998.00.
Any modifications to submittal dates shall be as identified in the attached proposal. This
agreement in no way modifies or changes the original contract of which it becomes a part, except
as specifically stated herein.
NOW, THEREFORE, We, Cranston Engineering Group, P.c., Consultant, hereby agree to
said SupplemeI1tal Agreement consisting of the above mentioned items and prices, and agree that
this Supplemental Agreement is hereby made a part of the original contract to be performed
under the specifications thereof, and that the original contract is in full force and effect, except
insofar as it might be modified by this Supplemental Agreement.

Dear Mr. Ladson:
Cranston Engineering Group, P .C., is pleased to offer this proposal for civil and
structural engineering and surveying services for the Willis Foreman Bridge Replacement
Project located in Augusta, Georgia. This proposal presents the scope of services to be
offered by our design team and the engineering fees to complete the proposed work.
Scope of Services
Cranston Engineering Group recently completed a bridge assessment for the
Willis Foreman Road Bridge and found that the bridge should be replaced. A copy of our
assessment is included with this proposal. The current bridge has been posted by the
Georgia Department of Transportation for a maximum of3 ton axles. Trucks with axle
loads greater than 3 tons cannot travel over the bridge. Based on the age of the bridge
and inability to meet an AASHTO Functional Classification, our firm recommended that
the bridge be temporarily repaired in order for the roadway to be reopened for passenger
vehicles with axle loads less than 3 tons. The repairs were recommended for the bridge
to remain open during construction of a new bridge.
We propose to prepare the construction documents required to replace the bridge
to allow HS-20 vehicles (18 wheel trucks) to travel over the bridge. We propose to
prepare a survey ofthe site which will include the roadway and ground topography and
property lines on both east and west sides of the bridge for a minimum length of 1200

linear feet per side. The survey will be used to create a database for the design of the
bridge and tapered roadway. The existing roadway will be staged to remain open during
the construction of the new bridge. Furthermore, we propose to prepare R/W Plans,
Bridge Plans, and Roadway Plans required to replace the current bridge structure.
Currently, we would propose to replace the 24 foot wide bridge with a bridge structure
consisting of two 12 foot driving lanes with 10 foot shoulders on each side for a total
bridge width of 44 feet. This width meets the Georgia Department of Transportation
functional classification for a 2 lane rural section with an ADT volume exceeding 4000
vehicles per day. We have assumed that this bridge will not be designed in accordance
with the Georgia Department of Transportation Plan Development Process. However,
the bridge and roadway will conform to AASHTO standards. This proposal also includes
the inclusion of a geotechnical evaluation of the site. The geotechnical work will include
a soil survey for the determination of a soil support value to be used for roadway design
and a bridge foundation investigation that will determine the pile capacity for the
proposed bridge substructure.
Following the completion of the design process, we will prepare an Engineer's
Estimate of Probable Costs for use in determining the final project budget. We will also
prepare bid documents for the project which will include the project specifications and
standard city bidding documents to be used to bid and let the project. This proposal also
includes construction phase services which would inClude attending apreconstruction
meeting with the City of Augusta and the contractor, performing up to ten (10) periodic
site observations to assure that the contractor is adhering to the contract documents,
attending up to four (4) site meetings with the contractor, providing plan interpretation of
the drawings, and reviewing bridge shop drawings and submittals.
This proposal does not include environmental or electrical services. However,
these services can be provided as requested by the City of Augusta.
Engineering Fees and Time of Completion
We propose to complete the work in accordance with the following Lump Sum Fees:

of an executed agreement returned to our office. We propose to complete the work
within ninety (90) days following receipt of your notice to proceed.
