WHEREAS, We, WR Toole Engineers, Inc. Consultant, entered into a contract with Augusta-
Richmond County on February 16, 1999, for engineering design services associated with the
Windsor Spring Road Improvements, Project No. 323-04-296823516, File Reference No. 07-014
(A), and
WHEREAS, certain revisions to the design requested by Augusta-Richmond County are not
covered by the scope of the original contract, we desire to submit the following Supplemental
Agreement to-wit:
Additional engineering services required to revise the construction plans and bring them into
accordance for construction letting.
It is agreed that as a result ofthe above modification the contract amount is increased by
$55,580.50 from $116,100.00 to a new total of $171,680.50.
This agreement in no way modifies or changes the original contract of which it becomes a part,
except as specifically stated herein.
NOW, THEREFORE, We, WR Toole Engineers, Inc., Consultant, hereby agree to said
Supplemental Agreement consisting of the above mentioned items and prices, and agree that this
Supplemental Agreement is hereby made a part of the original contract to be performed under the
specifications thereof, and that the original contract is in full force and effect, except insofar as it
might be modified by this Supplemental Agreement.

Proposal for Professional Services
Dear Mr. Ladson:
W.R. Toole Engineers, Inc. (WRTE) appreciates this opportunity to provide Augusta Richmond County
Engineering Department (ARCED) with a cost proposal for additional professional services for the
Windsor Spring Road Improvements & Extension Projects. As discussed, the existing construction plans
were completed in 2000 and have been "shelved" since completion with the exception of several traffic
signal revisions. Recently, ARCED has indicated that funds are available for construction and would like
to let the project for bidding. However, WRTE has noted that the existing plans no longer reflect current
standards and specifications. Therefore, WRTE proposes to revise the plans and bring them into
accordance for bidding and construction purposes. We have identified the following tasks to update the
plans:
. Field visit to identify new construction.
. Field survey to locate new construction identified during field visit.
o New Walgreen's
o New drive-thru addition to Goodwill building.
. Revise construction plans to meet the following current standards and specifications.
o ADA standards
· Revise sidewalks to meet ADA requirements.
· Revise driveway profiles to meet ADA requirements.
· Revise handicap ramps to meet ADA requirements.
o AASHTO standards
· Revise plans to meet current AASHTO vertical and horizontal geometry.
· Revise plans to meet current AASHTO superelevation requirements.

o N.P.D.E.S.:
· Prepare a storm water monitoring and pollution control plan.
· Revise soil & erosion control plan for current "Best Management Practices"
We have also reviewed the plans and identified the following sheets to be revised/updated:

Hydrology Study:
W. R. Toole will prepare a secondary impact hydrology study of the proposed construction project. The
study will estimate downstream basin (Rocky Creek Tributary 4) impacts resulting from the proposed
construction. The study will provide recommendations to alleviate possible negative impacts.
Wetlands Permits:
o W. R. Toole will delineate the wetlands within the project boundary. The type of
wetlands permit depends upon the area of impacted wetlands.
o Post - Construction Notification: Impacted wetlands are less than 1/10th of an acre.
o Nationwide Permit: Impacted wetlands are between 1/10th acre and Y2 acre.
o Individual Permit: Impacted wetlands are greater then Y2 acre.
W. R. Toole has provided the estimated fees for a Post - Construction Notification. If the impacted
wetlands are more than 1/101h of an acre, W. R. Toole will submit a separate fee estimate to prepare either
a Nationwide or Individual permit. Permit submittal fees will be paid separately by Augusta Richmond
Engineering Department.
Stream Buffer Variance:
W. R. Toole does not anticipate preparing a stream buffer variance for the project area. However, if the
project requires an Individual Permit (Wetlands Permit), the Environmental Protection Division (EPD)
may require the submittal of a Stream Buffer Variance Request. Fee estimates for preparing a Stream
Buffer Variance have been included but will only be invoiced with prior authorization from Augusta
Richmond Engineering Department. Permit submittal fees will be paid separately by Augusta Richmond
Engineering Department.
Railroad Permit:
The Augusta Public Works Department Traffic Engineer (Jim Huffstedler) performed the original railroad
permitting for this project. Reauthorization may be necessary due to the length of time since original
permitting. A fee estimate for preparing a new railroad encroachment permit has been included but will
only be invoiced with prior authorization from Augusta Richmond Engineering Department. Permit
submittal fees will be paid separately by Augusta Richmond Engineering Department.
Floodplain Permit:
W. R. Toole met with Augusta Richmond County Planning and Zoning (ARCP&Z) on August 31, 2005
regarding flood plain issues. According to Ms. Terri Turner, the scope of the proposed work will require
a FEMA Conditional Letter of Map Revision and submittal of a floodplain variance to ARCP&Z. A fee
estimate for preparing a CLOMR and a floodplain variance has been included but will only be invoiced
with prior authorization from Augusta Richmond Engineering Department. Permit submittal fees will be
paid separately by Augusta Richmond Engineering Department.
Asbuilt Services:
Upon completion of construction, the contractor will submitted a set of "asbuilt" construction plans to W.
R. Toole.W. R. Toole will revise the digital construction drawing per the "asbuilt" plan. W. R. Toole will
submit the revised construction drawing to Augusta Richmond Engineering Department.
Meetings and Submittals:
. Attend "Kickoff' meeting with Engineering Department.
· Submit "Revised" Plans to Utility companies for review and redline of proposed relocations.
. Submit "Revised" Plans to Engineering Department.
· Attend Plan Review / Utility Meeting with Engineering Department.
. Revise plans per Utility and Engineering Department comments.
. Submit "Final" Plans to Engineering Department.
· Attend "Final" Plan Review Meeting with Engineering Department.
· Revise "Final" Plans per Engineering Department Final Plan Review comments.
. Submit "Approved" Plans to Engineering Department.
· Attend pre-bid meeting.
· Address bid questions and prepare bid addendums.
. Attend bid opening, tabulate bids, provide recommendation for award.
. Attend pre-construction meeting.
· Submit Notice of Intent (NOI).
· Perform initial inspection for BMP installation (Soil Erosion Control).
· Complete final inspection and submit Notice of Termination (NOT).
Deliverables:
· 5 Sets of "Revised" Plans to ARCED for review.
· 1 Set of "Revised" Plans to AUD for review.
· I Set of "Revised" Plans to GDOT for review.
. 1 Set of "Revised" Plans to each utility for review.
. 5 Sets of "Final" Plans to ARCED for review.
· 1 Set of "Final" Plans to AUD for review.
· 1 Set of "Pinal" Plans to GDOT for review.
· 1 Set of "Pinal" Plans to each utility for review.
. Upon approval of plans by all reviewing agencies, 5 sets of "Approved" Plans to ARCED.
· 1 Set of "Asbuilt" plans to ARCED.
W. R. Toole will provide the above services and deliverables for the lump sum fee of $55,580.50 based
on the attached man-hour estimates.
