SUBJECT: Standard Mutual Aid Agreement (MAA) Execution between the Savannah
River Site (SRS) and the Augusta-Richmond County Consolidated
Governments Fire Department
The Department of Energy Savannah River Operations Office (SR) has reviewed and
endorsed the enclosed MAA between the Augusta-Richmond County Consolidated
Governments fire department and SRS. Please make copies of this MAA and distribute
them to all participating agencies. SR will maintain the original copy.

STANDARD MUTUAL AID AGREEMENT
WIlNESSETII
WHEREAS, the agencies: Augusta-Richmond County Consolidated Governments and the
Savannah River Site Fire Department listed in this agreement have 'respective responsibilities to
provide for the protection of life and property of the citizens of Augusta-Richmond County, Georgia
and
WHEREAS, the Savannah River Site Fire Department has responsibility to provide for the
protection of life and property of the Savannah River Site; and
WHEREAS, it is recognized that disasters may occur to a magnitude which would
necessitate the combined effort of several agencies to mitigate said disaster; and
WHEREAS, the Savannah River Site (SRS) is located in Aiken, Barnwell, and Allendale
counties SC; and
WHEREAS, this agreement means within the boundary of SRS, will include those areas
located in all three counties; and
WHEREAS, all agencies listed herein have a willingness to provide mutual assistance when
needed.
NOW, lHEREFORE in consideration of the mutual benefit to be derived by all agencies
concerned, it is hereby agreed:
I. SERVICES: In the event of a major disaster, or under circumstances which indicate that a major
disaster might develop within an area of Augusta-Richmond County or the Savannah River Site,
the protection of which is the responsibility of an agency listed herein, mutual assistance in
mitigating the threat will be rendered by another agency or agencies which have not been
previously committed to respond to the aforementioned threat. Response will be limited to those
resources, which are directly needed to assist in mitigating the threat. At no time shall an agency
commit all available resources for mutual aid assistance thus leaving its primary coverage area
unprotected.

2. REOUESTING ASSISTANCE: Assistance under this agreement may be requested or authorized
by the Incident Commander or his or her designee who is directing operations at the incident for
which the mutual assistance is being requested. Requests for assistance should be specific in
nature as to the type and number of resources requested. No department shall be required to
respond to areas that do not have clearly defined fire protection in place.
3. SCOPE OF AUTIIORI1Y: The Incident Comm~der or his or her designee shall bear the
authority for directing all activities within his or her protection area. Standard Incident Command
Procedures shall be employed and adhered to by all responding agencies.
a. The authority for the Department of Energy, Savannah River Site to enter into this agreement
is the Atomic Energy Act of 1954,42 USC 1856a-1856d.
b. The authority for the City of Augusta and Richmond County to enter into this agreement is
GA. Code ANN. 36-69-3.
c. The Incident Commander is the one person that has absolute control of the incident and all of
the resources to mitigate the incident.
4. COST AND REMUNERATION: No compensation will accrue or become due for any services
rendered under this agreement
5. RESPONSmILITY AND LIABILITY: Each agency waives all claims against the other agencies
for compensation for any loss, damage, personal injwy or death occurring as a consequence of the
performance or nonperformance of this agreement. If circumstances change during the mitigation
of an incident to the extent that it is necessary to recall personnel and equipment from the scene to
answer a call elsewhere, that action is not to be considered a breach of this agreement.
6. RESPONSmILITY FOR EXECUTION: Agency heads and the designated representative of the
political entity in which the agency is located must together execute this agreement. In the event
that any agency is included in this agreement which is not affiliated with a political entity, the
agency head and a corporate designee of the organization to which the agency is affiliated must
together execute this agreement.
7. AMENDMENTS: This Agreement may be amended by written agreement between the DOE and
other parties.

8. TERMINA nON: Any party may wilhdraw from this Agreement upon 30-day written notice to all
other parties. However, the withdrawal from this Agreement by one or more parties does not
constitute tennination of the Agreement. This entire Agreement may be tenninated by the written
mutual agreement of all parties. This Agreement becomes effective upon the date of signature of
all parties thereto, and shall remain in effect for a tenn of five years therefrom, unless tenninated.
