HomeMy WebLinkAboutSAFE HOMES FUNDING AGREEMENT $10,000 1/01/08 TO 12/31/08 Fundin re uest from Outside A Agency: Budget Time Frame: 1/1/08 to 12/31/08 Submitted by:_Safe Homes This AGREEMENT made and entered this 4th day of January, 2008, between Augusta, Georgia, acting by and through the Augusta-Richmond County Commission, a political subdivision of the State of Georgia (hereinafter referred to as "Augusta" or "County"), and the Safe Homes (hereinafter referred to as the "Organization" or "AGENCY"); WITNESSETH: WHEREAS, the Augusta-Richmond County Commission desires to contract with the above named Organization to PROVIDE FUNDS FOR THE OPERATIONS OF THE AGENCY Whereas the amount of $1 0,000 are now available for use by AGENCY., according to the GENERAL FUND BUDGET ADOPTED ON DECEMBER 6, 2007; NOW, THEREFORE, for and in consideration of the mutual covenants and agreements between the parties, it is agreed as follows: The County agrees to appropriate the following sums to the Organization for the purpose of: Operating Expenses $10,000 The Organization agrees to use such funds that it may receive, pursuant to this Agreement, solely and exclusively for the above described Project; said Project, including the Project Budget, is more specifically described at "Exhibits" attached hereto and incorporated herein. In consideration of the disbursement of said funds, AGENCY shall observe all conditions that the law imposes on the use of said funds, which shall include, but not be limited to, the following 1. The agency shall provide the county with a narrative description of the program and a detailed program budget. The budget should include all funding sources that the agency anticipates receiving. 2. The Agency shall provide the following information as part of the narrative: a. Mission Statement b. Performance Budget Overview c. Budget Request d. Summary 3. The Agency shall complete the following forms as part of the budgeting process: a. Budget Preparation Checklist b. Agency / Joint Funding Budget Request (Form AJ) c. Agency / Joint Funding Budget Request Payroll Costs (Form AJ-l) d. Copy of Agencies most recent financial statements. 4. The agency shall have an annual audit performed by an independent CPA Firm. The Agency should specify the County as a funding source. The agency shall provide the County a copy ofthe audited financial statements within 30 days of delivery of the audit by the contractor. Said reports shall be delivered to Augusta Finance Department, Municipal Building Augusta, GA 30911 to the attention of Ms. Donna Williams, Finance Director or her Designee. 5. The agency shall also submit a completed form W-9 to Augusta Finance Department. For clients who live in our rural service areas, issues of transportation and scarce resources can prove to be stumbling blocks to their survival. In these cases, through our Outreach Program, we bring our services to them. We have an advocate in each of our service counties at least one day a week. A Temporary Assistance to Needy Families (TANF) Assessor who is a liaison between the Department of Family and Children Services (DFCS) and our victims to offer advocacy for those who need waivers. Waivers allow victims to receive state funding while waiving them of eligibility requirements due to their dangerous situations. Legal Advocacy is provided to assist women with obtaining Temporary Protective Orders, to provide assistance with obtaining divorces and a support system as they appear in court. SafeHomes provides weekly adult and children support groups, Life Skills Program, and Parenting Class. A Volunteer Coordinator who recruits and maintains volunteers to assist with services to our clients including training, job-hunting, and fundraising events, as well as provides Community Education to school aged young adults, churches and service clubs about the signs of domestic violence. SafeHomes also transport victims into Augusta if they need shelter or services that are not available in their community. Our desire is to answer the call of any victim who needs us with compassion and professionalism. All programs and services are focused on helping victims of domestic violence become self-sufficient, confident women who can enter the workforce and provide a safe environment for themselves and their families. There is no charge for any of our services and all are available to both resident and non-resident clients. The goal of SafeHomes is to provide services to victims that will enable them to become self sufficient members of our community. SafeHomes currently has a 16 bed shelter to provide safety for those in immediate danger. We provide Life Skills classes that teach how to obtain a job, interviewing, and job etiquette. SafeHomes provides fmancial assistance to victims for transportation, rental/utility deposits to help the victim secure a new living situation as well as past due rent/utilities to prevent homelessness. It is important to educate the community about the dynamics of domestic violence and to educate the community about SafeHomes of Augusta if such abuse occurs. It is our goal to build collaborations within the community so that victims have the benefit of services from other agencies. It is our goal to help a victim to break the cycle of abuse and not return to the abuser. As each client receives services from SafeHomes of Augusta, they are given a questionnaire about what needs they have. As the services are completed a survey is given to the client to complete so that SafeHomes can assess the services given and to make sure that all the client's needs were met. BUDGET GOALS FY 2008: SafeHomes of Augusta is funded by government grants, non-government grants, foundations and community support through donations and in-kind giving. Additionally, SafeHomes is a member of the Georgia Center for Non-Profits which publishes newsletters with different grant and funding opportunities. SafeHomes will continue to seek such funding via the aforementioned sources and research of additional sources of support. While government grants are a major source of our funding, SafeHomes is striving to establish new and creative methods of fundraising to gain more community support. In 2006-07, SafeHomes of Augusta held its First Annual Celebrity Dinner as a fundraiser to raise funds for on-going programs and programs for victims of domestic violence, raising over $4000.00. Additionally, for the 2007-2008 fiscal year SafeHomes is conducting A Donor Appreciation Day, our "Second Annual Celebrity Dinner", the SafeHomes Annual Dinner and our annual Christmas drive that allows the community to adopt a family and provide gifts to families who have been affected by domestic violence. Through such events the community is being educated about domestic violence and being given the opportunity to support SafeHomes. We will plan a specific campaign to solicit support from prospective employers to develop a continuing funding base. N ~ ~. o t:S () t:T ~ Summary of Major Issues While SafeHomes receives Federal and State money, obtaining efficient funding for single women without children is an issue. SafeHomes depends on donations of the community and Foundations to support services such as transportation, homeless prevention and medical attention. Another issue that SafeHomes encounters is lack of funding for operational expenses. While most shelters are equipped to have the administrations offices adjoined with the shelter, SafeHomes hasn't been able to accommodate a building to satisfy that need. We are in the preliminary stages of beginning to seek for additional space to expand our number of beds and to house both administrative offices with the shelter. .
