I am enclosing a copy of correspondence from precision
Planning recommending approval of the award for the 4th Street
Facility to R. W. Allen for the base bid of $4,857,000. This was
considered by the Engineering Services Committee and recommended
for acceptance and _award, with authorization to the Mayor to
execute the necessary contract. Please place this on the agenda
for the Commission-Council's consideration.

Dear Mr. Sconyers:
Enclosed, please find a Certified Bid Tabulation Sheet and Bid Opening Sign-In Sheet for the
Richmond County Joint Law Enforcement Center, Fourth Street Facility, as bid at 11 :00 a.m. on
December 21, 1995.
The contractor's Bid Bonds have been returned for all, but the three contractors submitting the
lowest bid. Upon award of the contract to the successful contractor, we shall return the
remaining Bid Bonds.
It is our understanding that this contract shall be awarded to the most qualified, responsive and
responsible bidder submitting the lowest bid, complying with the conditions of the Advertisement
for Bids.
The lowest bid received on December 21, 1995, was submitted by R. W. Allen & Associates, Inc.
Enclosed please find telephone conversation memorandums of our reference checks for R. W.
Allen & Associates, Inc. These reference checks included Financial References, Project Owner,
Architects, and Suppliers.
We recommend that the Contract for Construction of the Richmond County Joint Law
Enforcement Center, Fourth Street Facility, be awarded to R. W. Allen & Associates, Inc. We
recommend that this contract be awarded for the Base Bid amount of $4,857,000.00.

Should The Richmond COlUlty Board of Commissioners accept our Recommendation of Award,
please sign all four copies of the enclosed "Notice of Award" and return all four copies to our
office. This "Notice of Award" will then be forwarded to R. W. Allen & Associates, Inc. for
their signature of acknowledgement. The four fully executed Notices will then be included in
the Official Record Documents: Owner, Contractor, Architect and Owner's Attorney.
Upon issuance of this Notice of Award, we will request that within 10 days, the contractor
provide us with a project schedule, list of subcontractors, non-collusion affidavits, and
performance and payment bonds.
Upon receipt of these items, we shall schedule a day and time convenient to The Richmond
County Board of Commissioners to execute the Notice To Proceed, Agreement between the
Owner and the Contractor, and hold a pre-construction conference.
Should you have any questions, or if there is any item that requires further clarification, please
do not hesitate to call me.

The site of the proposed work is in Richmond County, Georgia. The project consists of the following:
BASE BID: (As described in Section 00030 Advertisement for Bids)
AL TERNA TES: (As authorized by Owner)
Contractor agrees to commence work on or before a date to be specified in a written "Notice to Proceed"
from the Owner of the project. Contractor shall fully complete work within Five hundred forcy-five (545)
consecutive calendar days upon "Notice to Proceed".
Owner has considered the Bid submitted by you for the above described Work in response to its
Advertisement for Bids. You are the apparenc successful Bidder and have been awarded the Contract for
the above described project. You are hereby notified that your Bid has been accepted for the Tocal Contract
Price of "$ 4.857.000.00
which is based on t1: ~ :;um of the lump sum Base Bid price given as listed in the Bid Proposal Summary
(Section 00300). You are required by the Infonnacion for Bidders to execute the Agreement and furnish
the required Contractor's Performance and Payment Bonds and Certificates of Insurance within ten (10)
calendar days from the date of this Notice to you.
If you fail to execute said Agreement and to furnish said Bonds within ten (10) calendar days from the dace
of this Notice, said Owner will be entitled to consider all your rights arising out of the Owner's acceptance
of your Bid as abandoned and as a forfeicure as may be granted by law. You are required to r>:rurn an
acknowledged copy of this Notice of Award to Owner.
