STATE OF GEORGIA RICHMOND COUNTY -r 1/,,3'1 THIS AGREEMENT, made and entered into this 24 day of Apri 1 1996, between RICHMOND COUNTY, GEORGIA, acting by and through the Augusta-Richmond County Commission-Council, a political subdivision of the State of Georgia, (hereinafter referred to as the "County") as successor to The City Council of Augusta; and P,E,P. SERVICE PROGRAM, (hereinafter referred to as the "Organization") ; WIT N E SSE T H: WHEREAS, the Organization has submitted to the County a proposal to provide certain services for the benefit of citizens of Richmond County as shown on Exhibit "A" attached hereto and made by reference a part hereof; and WHEREAS, The City Council of Augusta deemed the services to be provided by the Organization as essential and necessary for the citizens of Richmond County and that the Organization can provide the services in a cost effective and efficient manner and committed funds to such Organization out of its reserves; NOW, THEREFORE, FOR AND IN CONSIDERATION of the mutual, covenants and agreement between the parties, it is agreed as follows: (1) The County agrees to appropriate the sum of Ten Thousand and nO/100 ($10,000.00) Dollars from the 1995 Reserves of The City Council of Augusta to the Organization. (2) The Organization agrees for said sum to provide the services as provided for in Exhibit "A" attached and made by reference a part hereof. (People Empowering People) INTERIM CENTER The Interim Center is a new approach to addressing the subject of suspended, expelled, and truant students. The primary goals of the center are to provide: (1) a less stimulating peer environment than that which occurs during the regular school program; and (2) suspended students will have the supervision of qualified personnel during the school day, while sending the message that disruptive/destructive behavior will not be tolerated. The focus of the program is continuing academics, using retired teachers to provide a continuum of home school regulations and familiarity. The uhirr;ate goal of the centers' personnel is to ensure that thest: students will understand and respect the rules, regulations and values of the home, school, and community which are in place to protect and guide them. Expulsions Expelled students desiring to re-enter the regular school program must, with their parent/guardian and center staff, sign a reinstatement agreement. Students agreeing to the terms of the agreement are placed in the PEP Interim Program as a first step towards being reinstated in the regular school program. Students leaving the program are usually referred to an alternative program or re-integrated into the regular school system. They usually remain in the Center for the entire duration of their expulsion and if warranted may remain for up to one (1) full year. However, depending on the level of success and compliance, a student may be assigned to the Center for less than a semester. Truancy Program Students may be brought to PEP Interim Center by city or county police officers for truancy. At the center identifying information, i.e. names, addresses, parents, school is secured and the home school and parents are notified to obtain dispositional decisions, i.e., return to the home school or remain in the center. In the majority of cases, the truant student is disciplined by the home school, by being placed either in In-school suspension or Out-of school suspension for a determined number of days. In this manner the student is given the opportunity to continue his/her education without absenteeism while suspended from the home school. The final decision is that of the parent who may allow the student to remain at the Center or picking him/her up personally. (SEE A.TTA.CHMENT) P. E. P. -. ~-:. -, t" -0');. PROGRAM DEVELOPMENT AND CURRICULUM TARGET PLAN: As a part of P.E.P. training component the' following services will be provided to each student.enrolled in the program... Tutoring in Reading, Mathematics, and English will be provided as"a part of the daily curriculum. Program content will include workshops for community youth and their parents, which will focus on self-awareness, time manaqe- ment skills, ~ork ethics, values clarification, interpersonal skills, and problem SOlving. Youth at risk will be taught the concepts and the importance of establishing goals, maintaining family values, and respect of authority as way of life. Workshops will come under the he~ding of "Conflict Resolutions~. Main purpose will be to' provide a daily academic and structured environment to school aged youth under suspension or expulsion. Ultimate goalis_to~pr~pareour youth to return to school with a learning, winning focus to,'succeed. PROJECTED OUTCOME: The continuum of academic curriculum will allow those students in attendance to ~aintain their academic grade level. The total~. tutorial component will allow each child to wprk at his/her pace, while the P.E.P. staff persons will encourage each student to strive for higher achievements. P~E.P. will expose the participants to community agencies and professionals, from the, business community, craftsmen will ex- pose them to positive career goals of their interest. Our hope is that our students will return to their fami'lies, schools' and communi ties wi th a change of heart and a mind-set to become positive contributors in society.
