WHEREAS, the Organization has submitted to the Commission - Council a proposal to
provide certain services for the benefit of the citizens of Augusta - Richmond County as shown on
Exhibit "A" attached hereto and made by reference a part hereof; and
WHEREAS, The County deems the services to be provided by the Organization as essential
and necessary for the citizens of Augusta - Richmond County and that the Organization can
provide the services in a cost effective and efficient manner;
NOW, THEREFORE, FOR AND IN CONSIDERATION of the mutual convenants and
agreement between the parties, it is agreed as follows:
(1) The Commission - Council agrees to appropriate the sum of Eighteen Thousand Five
Hundred and noll 00 ($18,500) Dollars for the calendar year 1996 to the Organization,
(2) The Organization agrees for said sum to provide the services as provided for in Exhibit
"A" attached hereto and made by reference a part hereof

EXHIBIT "B"
.Brief Statement of Organizations' Goals
This is an application for funding the Paine College National
Youth Sports Program (PCNYSP), which is sponsored and supported by
Paine College. The significant level of institutional support and
support from the NCAA National Youth Sports Program demonstrates
the level of commitment for this program.
Predominately black in enrollment, yet open to all qualified
applicants, Paine College educates its students in the liberal arts
tradition and to function well in a pluralistic society. The goal is
to develop within each student a standard of intellectual competency
and critical ability, firmly rooted in logic as well as the oral and
literacy skills. All this is presented within the framework of a
Christian ethic and philosophy.
Obviously, the goals and methods of the PCNYSP must be
considered separately from those of the College, for they are
directed at a distinctive target group. However, those goals and
methods must be compatible and consistent with those of the College.

combination of employment and on-the-job training in sports
administration and i9struction. Through a pro?ess of supervised
activities, discussions, and counseling, those participating will
channel their energies to constructive, goal-directed development.
The target population served range in age from ten to sixteen years,
and at least ninety percent (90%) are drawn from among the
disadvantaged youth of the City of Augusta and Richmond County.
This program will commence in June 1996, and activities will be
scheduled between 8:00 a.m. to 2:00.p.m. during the five-week period.
Problem statement, Needs Assessment
Recreational facilities in the lower socio-economic areas of the
City of Augusta and Richmond County are limited. The Paine College
Recreation and Education Program was initiated twenty-three years ago
in the aftermath of the May 1970 disturbances to channel potentially
destructive behavior into alternative and more socially acceptable
activity. The program has, in addition to recreation, an enrichment
component. Representatives from local agencies speak to participants
about library facilities, proper nutrition and diet, social diseases,
drug and alcohol abuse, and other health related subjects. In the
summer of 1995 the Paine College National ~outh Sprots Program
(PCNYSP) enrolled 596, served an ADA of 385 and addressed problems
of immediate concern which affect youth in the Augusta-Richmond
County area. In addition, part-time summer employment was provided
for several older participant~ as well as Paine students.
Adequate and successful operation of the PSCYREP requires the
expenditure of approximately $33,200 per week in actual and in-kind
funding. Project expenditures for requested funds include salaries,
transportaion costs, insurance, equipment, office supplies, and
outings. A detailed budget and supporting material which specifies
the requested funds by item, and indicates the institutional
contri~ution of Paine College, along with the in-kind contribution of
other participating agencies is attached.
Project Goals, Objective, and Activities
The goal of the PCNYSP is to inculcate within each
participant, a regard for his/her own being through conscious health
maintenance, and a respect for the rights of others in the
community. The associated objective, then, is to provide
disadvantaged young people of the City of Augusta and Richmond County
with a carefully planned schedule of activities which will:
1. demonstrate the importance of physical fitness and proper
health maintenance;
2. engage the energies of participants in constructive
educational activites;
3. develop among the participants an awareness of crime
prevention, the function of local government and social
agencies, and the dangers of alcohol and drug abuse;
4. expand opportunites for disadvantaged youths to participate
in competitive sports and to benefit from sports skills
instruction;
5. enable the institution and its personnel to participate more
fully in community life and the solution of community
problems; and
6. provide a combination of employment and on-the-job training
in sports instruction and administration.
Specifically, activities such as swimming, basketball,
softball, volleyball, crafts, and others are scheduled each day.
Additionally, local representatives and consultants from government
and private agencies are invited in to conduct discussions and
mandatory seminars (27 hours) on drug abuse, crime prevention,
nutrition, health care, career opportunities and Afro American
heritage. In addi~ion, 10 hours of instruction in problem solving
was added to the schedule.
Cooperating Agencies
In addition to persons directly employed in the Program,
workers from the Neighborhood Youth Corps-JTPA and the Paine College
Work Study Program are employed in this program. The following
agencies provide personnel who present demonstrations and p~ograms
on drug abuse, crime prevention, health care, nutrition, and other
topics:

Project Evaluation
A summative evaluation of the program will be implemented to
determine whether the project objectives have been met, to report
its successes and problems, and to make recommendations for
decision-making on the future continuation of the program.

Financial Management and Reporting
The College will maintain effective C<.9ntrol over the .'
accountability for all grant funds allocated to the project and will
establish separate control accounts for monitoring and reporting
grant funds. An audit will be made of the records and activities to
determine the fiscal integrity of financial transactions and
reports. A copy of the audit findings will be provided to each
grantor agency.
