Subject: Out of Scope Letter Agreement
Dear Mr. Hicks,
In an effort to assist Augusta/Richmond County with Georgia Environmental Protection Division's (EPD)
request to establish local limits for the Spirit Creek WPCP, OMI is offering this letter of agreement to
perform such services. For your reference, attached is a proposal giving two options for perfonnmg this task
and OMI plans to perform the least costly alternative given adequate default data.
What is being provided:
Local limit study for industrial dischargers to the Spirit Creek WPCP.
When it is being provided:
The associated services begin ten days following direction to start. The
duration of this service "vill continue until the task is completed and
Georgia EPD accepts the local limit study.
Price of services:
In accordance with our agreement, OMI \vill provide this service under the
terms in article 2.37 of our agreement that provides for OMI to perform the
work at a rate of actual cost plus 15%.
Estimate of costs:
The estimated cost to render this service is based upon the alternative taken
and will not exceed the "Site Specific Approach" cost of $ I 6,225.
Payment terms:
AcCording to article 5.2, payment for the described service is due on receipt
of invoice and payable "vithin thirty days.
All other terms and conditions of the Agreement dated July 20, 1999, between OMI and Augusta /
Richmond County remains in full force and effect.

RE: Local Limits' Derivation Cost Proposal
Spirit Creek WPCP
Dear Mr. Wiedmeier:
Operations Management International, Inc. (OW) is pleased to submit the enclosed cost proposal for
determining local limits at the headworks of the Spirit Creek WPCP.
The Georgia Environmental Protection Division (EPD) is delegating the responsibility of Control Authority
to Augusta-Richmond County for administration of the Spirit Creek WPCP Industrial Pretreatment
Program. Based upon a conversation with the Georgia EPD, Augusta-Richmond County must develop
local limits for all pollutants of concern being discharged to the headworks of the treatment facility. When
the Georgia EPD concurs with the local limits' report,. the Spirit Creek facility will be placed under the
Augusta-Richmond County's existing Industrial Pretreatment Program's components; that include the
current Sewer Use Ordinance, Enforcement Response Plan, and Industrial User Discharge Permit.
OW understands the urgency of completion of the project and to expedite the process, has developed two
approaches for the local limits' report. Initially, OW recommends using a "Default Data" approach to the
local limits' determination. A textbook database search will compile all infonnation available on the
utilized treatment process. Since the lagoon constituent removal efficiencies and inhibition levels may not
be well defined, Augusta-Richmond County may need to utilize the "Site-Specific" approach for
accumulating sufficient infonnation to complete the local limits study..
OW looks forward to continuing to provide technical services to Augusta-Richmond County and will be
able to immediately direct our associates to the completion of the local limits' derivation. We look forward
to receiving your notice to proceed with this project.
