MEMORANDUM OF AGREEMENT SUBMITTED TO THE ADVISORY Co.UNCIL ON HISTORIC PRESERVATION PURSUANT TO 36 CFR PART 800~6(a) WHEREAS, the City of Augusta, Georgia (City) has determined that its Housing' Rehabilitation Program will have an effect upon property located at 1121 Miller ihtr. et,..a property included in the National Register of Historic Places, and has consulted w' h the . Georgia State Historic Preservation Officer (SHPO) pursuant to 36 CFR P 800, regulations implementing Section 106 of the National Historic Preservation Act (16 D.S.C. 470f); and NOW, THEREFORE, the City of Augusta and the Georgia SHPO agree that the undertaking shall be implemented in accordance with the following stipulations iri order to take into account the effect of the undertaking on historic properties. Stipulations The Augusta Housing and Neighborhood Development Department will ensure that the following measures are carried out: 1. Prior to project implementation the residence at 1121. Miller Street will be, photographically recorded to archival-quality standards using large-format, black- and-white photographs. The photographs will include views of the interior and exterior of the residence. Interior views will be keyed to a floor plan and exterior views will be keyed to a site plan. The photos will also be indexed according to the subject, date photographed, photographer's name, and frame number. One set of the 'original prints and the photo negatives shall be submitted to the Georgia SHPO for acceptance and retention in its permanent records, and a second set shall be submitted to the Augusta-Richmond County Historic Preservation Commission for retention. The Advisory Council on His~oric Preservation will be notified of the Georgia SHPO's acceptance prior to project implementation. 2. 'The construction of a new residence on the property at 1121 Miller Street will be carried out in accordance. with plans - prepared by the Augusta Housing and Neighborhood Development Department and dated March 16,2001. 3. Prior to the demolition of the residence at 1121 Miller Street, the Augusta Housing and Neighborhood Development Department shall develop a plan for salvage and reuse of architectural elements from property. Inspection of the property indicates , there are very few elements to salvage. The Georgia SHPO shall accept the salvage plan prior to demolition of the residence. ~-.~ .~, ,- 4. The front setback of the new-residence will be similar to the one for the existing house. The Comprehensive Zoning Ordinance for Augusta-Richmond County requires that the front setback be equal to the average front setback on the block face. Execution of this Memorandum of Agreement by the city of Augusta and the Georgia SHPO, its subsequent approval by the Advisory Council on Historic Preservation (Council), and implementation of its terms, evidence that the city of Augusta has afforded the Council an opportunity to comment on the demolition / rebuild project at 1121 Miller Street and its effects on histone properties, and that the city of Augusta has taken into account the effects of the undertaking on historic properties.
