Home My WebLink AboutMEALS ON WHEELS CDBG AGREEMENT MOU .. ~(Q)~~ MEMORANDUM OF UNDERSTANDING Augusta-Richmond County Recreation Department 2027 Lumpkin Road Augusta, Georgia Year 2006 Community Development Block Grant (CDBG) Program August 1, 2006 - July 31,2007 This Memorandum of Understanding is for the purpose of establishing the responsibilities and requirements to be assumed by the Augusta-Richmond County Recreation Department and the Augusta Housing and Community Development Department to purchase two (2) vans to be used for the Meals-on- Wheels Program as approved by the Augusta-Richmond County Commission as part of its Year 2005-2009 Consolidated Action Plan. PROJECT DESCRIPTION The Project will be identified as the "Meals-on- Wheels Program". The purpose of the project is to purchase two (2) vans to be used for the delivery of meals to home bound senior citizens throughout Augusta. The Subrecipient shall maintain records documenting clients as lower-income, according to the standards of the U.S. Department of Housing and Urban Development. Files for each client shall contain, but is not restricted to, income data, income verification, application for services, record of services provided, fees charged for services, if any. GRANT FUNDS Funding for this Project has been approved by the Augusta-Richmond County Commission and the U.S. DeP3!'1ment of Housing and Urban Development in the amount of $90,000. Total cost of this project is estimated to be $90,000. Any costs exceeding the grant amount will be the responsibility of the Augusta-Richmond County Recreation Department. 1 ,.. PROJECT ACTIVITIES The Augusta-Richmond County Recreation Department and Augusta Housing and Community Development Department agree to jointly administer the "Proj ect" as follows: The Augusta-Richmond County Recreation Department will: 1. Comply with the Community Development Block Grant regulations as set forth at 24 CFR Part 570. 2. Comply with the procurement policies of Augusta-Richmond County and the U.S. Department of Housing and Urban Development procurements procedures specified at 24 CFR 85.36 of the "Administrative Requirements for Grants and Cooperative Agreements to State, Local and Federally Recognized Indian Tribal Governments. " 3. Adhere to the reversion of assets provision of the CDBG regulations at 24 CFR 570.503 (b) (8) whereas "any real property that was acquired or improved in whole or in part with CDBG funds in excess of $25,000 shall be used for its original approved purpose for five (5) years after expiration of agreement." 4. Adhere to provisions of24 CFR 570.207 (a) (3): Political activities. CDBG funds shall not be used to finance the use of facilities or equipment for political purposes or to engage in other partisan political activities, such as candidate forums, voter transportation or voter registration. On an incidental basis, political meetings, candidate forums or voter registration campaigns may be held provided that all parties and organizations have access to the facility on an equal basis, and are assessed equal rent or use charges, if any. 5. Adhere to equal opportunity in the provision of services. No persons may be excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity receiving Federal financial assistance on the basis of race, color, religion, gender, sexual orientation, national origin, age or disability. 2 6. The following reports must be submitted: Quarterly Progress Reports: First Quarterly Report: January 1,2007 through March 31, 2007 -Due April 15, 2007. Second Quarterly Report: April 1, 2007 through June 30, 2007 - Due July 15, 2007 Third Quarterly Report: July 1,2007 through September 30, 2007 - Due October 15,2007 Annual Reports: First Annual Report: August 1, 2006 through December 31,2006 - Due - January 15, 2007 Second Annual Report: January 1,2007 through December 31, 2007 - Due - January 15, 2008 The Augusta Housing and Community Development Department responsibilities are as follows: 1. Monitor proj ect for compliance with regulations and agreement. 2. Report to the U.S. Department of Housing and Urban Development statistics on the number of persons being services.
