HomeMy WebLinkAboutMARVIN GRIFFIN ROAD IMPROVEMENTS (SUPPLEMENTAL AGREE,MENT 1 <,' '~ / AUGUSTA-RICHMOND COUNTY DEPARTMENT OF PUBLIC WORKS & ENGINEERING SUPPLEMENTAL AGREEMENT Project No. 323-04-296823603 SUPPLEMENTAL AGREEMENT NO.1 P.O. 57943 WHEREAS, We, Hussey, Gay, Bell & DeYoung International, Inc., Consultant, entered into a contract with Augusta-Richmond County on December 18, 2001, for engineering design services associated with the Marvin Griffin Road Improvements, Project No. 323-04-296823603, File Reference No. 05-014 (A), and WHEREAS, certain revisions to the design requested by Augusta-Richmond County are not covered by the scope of the original contract, we desire to submit the following Supplemental Agreement to-wit: Additional Engineering services needed for finalizing the field survey and storm sewer design that was not included in the original design scope. It is agreed that as a result of the above modification the contract amount is increased by $19,600.00 from $121,477.49 to a new total of $141,077.49 This agreement in no way modifies or changes the original contract of which it becomes a part, except as specifically stated herein. NOW, THEREFORE, We, Hussey, Gay, Bell & DeYoung International, Inc. Consultant, hereby agree to said Supplemental Agreement consisting of the above mentioned items and prices, and agree that this Supplemental Agreement is hereby made a part of the original contract to be performed under the specifications thereof, and that the original contract is in full force and effect, except insofar as it might be modified by this Supplemental Agreement. HUSSEY, GAY, BELL & DEY A Bell Company AMENDMENT NO.1 , Amendment No. 1 amends the Consultant Services Agreement between the Augusta, GA Public Works and Engineering Department (the Owner) and Hussey, Gay, Bell & DeYoung, Inc. (the Engineer) for Marvin Griffin Road Improvements (Project No. 323-04-296823603) and dated January 3,2003. ,This amendment gives the Engineer the Owner's authorization to proceed with the items identified in the following paragraphs. This amendment is a result of guidance provided by the City's project officer to the Engineer during a meeting on November 30, 2004. ' Introduction The proposed roadway improvements to Marvin Griffin Road (MGR) will more than double the amount of impervious surface area. When impervious area is created on what was previously pervious, there is an increase in the amount of stormwater runoff. MGR is currently an open ditch section, and the ditches provide storage in addition to being a means of conveyance of the stormwater runoff. By changing the roadway to a curb and gutter section with a closed stormwater system, the storage and infiltration provided by the roadside ditches is no longer available. Therefore, the amount of stormwater runoff reaching the outfalls will be greater than what was discharged prior to the road improvements. Background On the basis of our work, we offer the following: 1. In order to ensure that post-development runoff flows are not greater than pre- development flows at the outfalls, detention will be necessary. Due to the lack of topographic relief, a traditional detention pond with outlet structure is not considered suitable for use. A retention pond or underground detention system are suggested as the most logical solutions. These facilities allow for the discharge of runoff before the pipe system gets too large or too deep. 2. A retention pond or underground detention system will require that the Owner acquire additional rights-of-way. 3. Presently, the conversion to a closed system from an open system results in the proposed pipe. invert elevations being lower than the pipes and/or ditches to which they are intended to connect. By placing intermittent detention facilities along the road corridor, the primary outfalls should remain usable as is. 1219 ASSEMBLY STREET (29201)' P.O. Identify the preferred location(s) for retention ponds based on hydraulic considerations 2. Tentatively size storage capacities at the retention ponds 3. Tentatively size conveyance pipes comprising the drainage collection system. Final design of the stormwater system will be dependent upon the City's choice of locations for the retention ponds. Compensation to HGBD ................................................................................. Lump Sum $9,600.00 In a~dition, the following services may be required by sub-consultants: Laboratory tests, geo-technical tests (for example, field density tests, soil borings), determination, delineation, and permitting activities for impacts to wetlands and the crossing of streams, historical preservation research, endangered species evaluation, and specialized geological studies may be recommended by HGBD. The cost of such tests and/or studies shall be borne by the Owner; provided, however that the Owner shall be advised of and given consent to such tests and/or studies prior to their being made. Item Provide additional topographic survey, where required, at'those locations identified as intended sites of proposed stormwater retention ponds. Compensation to HGBD for additional topographic survey shall be on an hourly basis and shall be based on technical salary cost, plus chargeable expenses in accordance with the attached Schedule of Hourly Rates. We estimate the fee to be in the range of $7,500.00 to $10,000.00. This amendment does not include any engineering services.
