Management of Daniel Field
Responsibilities
1) Provide for the daily management of Daniel Field, to include those duties as outlined in
the Augusta - Richmond County Job Description for Airport Manager — Daniel Field. (See
Attached)
Term of Services
1) 06/01/2010 through 04/30/2011, unless terminated earlier by the General Aviation
Commission.
2) This agreement may be extended at the discretion of the General Aviation Commission.
Cost of Services
1) Augusta Aviation, Inc. will receive no fee for the management of this contract. Should
this relationship extend beyond the time period as stated above, a rate suitable for
management fees shall be negotiated at that time.
2) The General Aviation Commission agrees to reimburse Augusta Aviation, Inc. for direct
costs associated with its management of Daniel Field during the term of this agreement.
The approval of the General Aviation Commission Chairman is required for expenditures
exceeding $1,000.00 prior to the start of any work.
3) Augusta Aviation, Inc. shall present to the General Commission a schedule of direct labor
costs on an hourly basis for approval prior to the commencement of this agreement.
4) Augusta Aviation, Inc. shall provide to the General Aviation Commission proof of
Workers Compensation and Employer Liability Insurance. (See Attached)
5) Augusta Aviation, Inc. shall list the Augusta - Richmond County Commission, the Daniel
Field General Aviation Commission and Daniel Field as additional insured with a Waiver
of Subrogation. (See Attached)
6) Augusta Aviation, Inc. agrees that Ms. Becky Shealy shall be its liaison between it and
the General Aviation Commission. Augusta Aviation, Inc. also agrees that Ms. Shealy
may not be replaced without consultation with the General Aviation Commission.
Conflict _of Interest
1) Concerning issues that may arise that could be considered a conflict of interest, Augusta
Aviation, Inc. hereby agrees that it will yield to the position of the General Aviation
Commission and will offer its direction and advise only concerning these matters.
Furthermore, Augusta Aviation, Inc. agrees to carry out any directives so ordered by the
General Aviation Commission and to do so in a fair and equitable manner. It is further
agreed that both the General Aviation Commission and Augusta Aviation, Inc. will work
mutually for the betterment of Daniel Field and the enjoyment of those patrons from
Augusta Richmond County and those visiting our airport.

Schedule of Direct Labor Cost
Per the Agreement between Augusta Aviation, Inc. and the Daniel Field General Aviation
Commission, the following is a schedule of labor rates:
Non - skilled Labor shall be billed at $12 /hour.
Grass cutting
Weed control on the runways and taxiways
Keeping the perimeter fence clean of trash, grass and weeds.
Replacing runway and taxiway lights
Skilled Labor shall be billed at $40 /hour. One half of our current shop rate.
Field equipment repair
Airport equipment such as the rotating beacon.
Augusta Aviation, Inc. shall submit a statement of services each month to the Daniel Field
General Aviation Commission for any direct labor costs and or parts /items costs incurred by
Augusta Aviation, Inc. on behalf of Daniel Field.

REQUIREMENTS
Education: BAIBS in rclated occupational field of study or equivalent experience.

• Considerable knowledge of airport management, general management, finance, and marketing.
• Familiarity with policies, procedures, and regulations governing airport operations.
Proficiency in management, supervision, and interpersonal communication.
Mastery of attention to details.

fect, deficiency or impairments of any of
the services in or to the Premises or the
Airport, including, but not limited to, elec-
trical power, gas, telephone service, steam,
heating, air conditioning, water supply,
drainage or sewage systems, or from wires
leading to or inside of any space or struc-
ture, or by reason of any loss resulting
from the failure of any such system or
facility unless such loss or damage is due
to the negligence or willful misconduct of
Augusta or its officers, agents or employ-
ees.

Sec. 1448.6. Acknowledgment.
By continuing to serve the Airport and paying
the appropriate fee each Aircraft Operator ac-
knowledges that it understands and will comply
with the terms and conditions contained in this
Ordinance.

§ 1 -3 -9
ARTICLE 2 GENERAL. AVIATION
COMNIISSION
Sec. 1-3-9. Creation; appointment and terms
of members; vacancies.
There shall be a board consisting of ten (10)
members (plus an additional two members should
the Richmond County Legislative Delegation choose
to appoint two members) to be known as the
General Aviation Commission. Except as provided
herein, a ll members of the General Aviation Com-
mission shall be appointed by the Commission for
terms of four (4) years. In case of a vacancy on
such a commission for any cause prior to the
expiration of the term of a member thereof, an
appointment shall be made for the unexpired
portion of such term.
(a) Except as provided herein, members of
the General Aviation Commission of the
City of Augusta who were serving on said
commission on January 1, 1997, having
had no fixed terms, shall serve until their
successors are appointed and qualified.
(b) Current members of the General Aviation
Commission serving as ofJanuary 1, 1997,
shall continue to serve until their succes-
sors are appointed by the Commissioner
representing the respective District and
qualified and are to represent the dis-
tricts as herein set forth, to wit:

(c) The successor to the member represent-
ing District 6 shall serve until March 31,
2000, or until his successor is appointed
and qualified.
(d) Members of the board appointed by the
Commissioner of the respective Districts
to succeed those appointed in subsections
(b) and (c) hereof shall serve for terms of
office of four (4) years and until their
successors are appointed and qualified.
(e) Should the Richmond County Legislative
Delegation choose to appoint two (2) mem-
bers as provided in the Consolidation Act,
such members shall serve for a term of
four (4) years and until their successors
are appointed and qualified. In the event
the appointed authority of the Legislative
Delegation is removed from the Consoli-
dation Act, this subsection shall automat-
ically be repealed.
(f) All terms shall expire on March 31 of the
applicable year, and new terms shall be-
gin on April 1 of the applicable year.
Sec. 1 -3 -10. Mayor to be ex officio member,
member to serve without com-
pensation.
The mayor shall be an ex officio member of the
General Aviation Commission and all other mem-
bers of such commission shall serve without com-
pensation.
incidental to the operation of Daniel Field owned
by Augusta - Richmond County, and such commis-
sion shall take all necessary actions toward the
construction, improving and repairing of such
facility, including the construction, alteration and
repair of buildings and the removal, lowering,
marlung and lighting of airport obstructions. Such
commission shall be empowered to acquire any
lands or property interest necessary either for
construction or to protect such airports and the
approaches thereto, make surveys and prepare
plans and specifications for this purpose and to
employ adequate personnel therefor.
The General Aviation Commission shall be
expressly authorized and empowered to enter into
contracts with airlines and other operators of
aircraft for the use of such airport and airport
facilities and shall be authorized to make the
necessary contracts and agreements with the
federal government or any branch or agency thereof
in connection with air mail service in connection
with the operation of such facility. Such commis-
sion shall also make studies of and put into
operation facilities to raise additional revenue in
connection with such facility, such facility to be
operated by such commission or leased to a re-
sponsible person, whichever the commission deems
most advantageous to Augusta - Richmond County;
provided, that any contract made by such commis-
sion exceeding a term of one (1) year shall be
subject to the approval of the Augusta- Richmond
County Commission.
Sec. 1 -3-11. Election of chairman.
The Chairman of the General Aviation Com-
mission shall be elected annually by the General
Aviation Commission.
Sec. 1 -3-12. Qualifications of members.
All appointees to the GeneralAviation Commis-
sion shall be citizens ofAugusta- Richmond County
who have at least ten (10) years business experi-
ence and have manifested some interest in the
advancement of aviation.

ARTICLE 3 GENERAL PROVISIONS AS

Sec. 14-18. When aircraft may begin a take -
off.
It shall be unlawful for any aircraft to begin a
take -off until there is no risk of collision with
landing aircraft and until preceding aircraft are
clear of the field.
Sec. 1 -3-20. Height of aircraft when over ur-
ban services district or assem-
bly of persons.
Except when necessary for takeoff or landing,
no person may operate an aircraft below the
following altitudes:
(a) Anywhere. An altitude allowing, if a power
unit fails, an emergency landing without
undue hazard to persons or property on
the surface.
(b) Over congested areas. Over any congested
area of Richmond County, or over any
open air assembly of persons, an altitude
of 1,000 feet above the highest obstacle
within a horizontal radius of 2,000 feet of
the aircraft.
(c) Over other than congested areas. An alti-
tude of 500 feet above the surface, except
over open water or sparsely populated

to land, the aircraft at the greater height shall be
responsible for avoiding the aircraft at the lower
height, and shall, as regards landing, avoid all
stationary aircraft, although a landing plane has
the right of way over planes moving on the ground
or taking off.
Sec. 1- 3-22. Aircraft moored on flying field
to display light at night.
Between one -half ( 1 /2) hour after sunset and
one -half ( 1 /2) hour before sunrise all aircraft not in
a hangar and which are moored or anchored on
the flying field, shall show a white light visible for
at least one (1) mile in all directions.
Sec. 1 -3-23. Transportation of persons for
hire.
No private, commercial or industrial pilot shall
transport any person for hire or reward until such
pilot first exhibits to the airport manager the
proper license as prescribed by the rules of the
United States Department of Transportation.
Sec. 1 -3-24. Acrobatic flying.
No person shall acrobatically fly an aircraft
from or over any aviation field under the jurisdic-
tion of Augusta - Richmond County without the
consent in writing of the Mayor and the airport
management.
