HomeMy WebLinkAboutHPRP GRANT AGREEMENT HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAMHPRP GRANT AGREEMENT Grant No.: S09 -MY -13 -0004 Official Contact Person: Chester Wheeler Telephone No.: 706 -821 -1797 FAX: 706- 821 -1.784 E -mail Address: cwheeler @auaustaga.aov Tax ID No.: 58- 600051.3 Unit of Government No. (if applicable): 130192/00001 DUNS No.: 073438418 GRANT AGREEMENT HOMELESSNESS PREVENTION AND RAPID RE- HOUSING PROGRAM This Grant Agreement is made by and between the U.S. Department of Housing and Urban Development (.HUD) and Augusta - Richmond County, Georgia (Grantee), for the Homelessness Prevention and Rapid Re- Housing Program (HPRP) in the amount of $927,319 pursuant to the provisions under the Homelessness Prevention Fund heading of Division A, Title XII of the American Recovery and Reinvestment Act of 2009, Public Law 11.1 -5, 123 Stat. 115 (Feb. 1.7, 2009) (Recovery Act). The requirements set forth in the Notice of Allocations, Application Procedures, and Requirements for Homelessness Prevention and Rapid Re- Housing Program Grantees under the American Recovery and Reinvestment Act of 2009, dated on March 19, 2009, and as may be amended (the Notice), the requirements set forth under the Homelessness Prevention Fund heading of Title XII, and sections t 512, 1515, and 1553 of the Recovery Act, and the Grantee's submissions pursuant to the Notice are incorporated as part of this Agreement. In reliance upon the Grantee's submissions pursuant to the Notice, HUD agrees, upon execution of this Grant Agreement, to provide the Grantee with the agreed HPRP grant funds. The Grantee agrees to distribute and use its HPRP grant funds as specified in the submission to HUD that HUD approved pursuant to the Notice. The Grantee is responsible for ensuring that each entity that administers all or a portion of the Grantee's HPRP grant funds or receives all or a portion of the Grantee's HPRP grant funds to carry out HPRP activities fully complies with the HPRP requirements. The period of this Grant Agreement begins on the date the HUD official signs this Grant Agreement (Availability Date) and ends on the date that is three years after the Availability Date. The Grantee authorizes HUD to increase the amount of HPRP grant funds available to the Grantee pursuant to this Grant Agreement by execution of an amendment by HUD, without the Grantee's execution of the amendment or other consent. If the Grantee fails to expend 60 percent of the grant within 2 years of the Availability Date HUD may, by its execution of an amendment, deobligate the funds required to be expended without the Grantee's execution of the amendment or other consent. I am pleased to inform you that Homelessness Prevention and Rapid Re- Housing Program (HPRP) Substantial Amendment to your jurisdiction's Consolidated Plan 2008 Action Plan has been approved for funding in the amount of $927,319. The amount indicated is the amount originally allocated by HUD and as stipulated in the HPRP Notice, published March 19, 2009. Enclosed are three signed Grant Agreements, which together with your approved HPRP Substantial Amendment and the HPRP Notice constitute a contract between HUD and Augusta- Richmond County and other information, needed to expedite the implementation of this grant. Please be reminded that although the signed grant agreement is effective as of the date of HUD's signature, your jurisdiction's authorized. representative must sign and return two of the three grant agreements within 15 days of the date that HUD signed the grant agreement, per Section N.F.4 of the HPRP Notice. Also, note that the statutory 2 -.and 3 7year deadlines for expenditure of funds begin on the date that the grant agreement is signed by HUD. Please respond to any conditions /issues incorporated into the grant agreement. and within the timeframes indicated. The execution :cif all subgrantee contracts must be completed by September 3 Significant changes to programs after the grant execution date should be discusseith the Atlanta Office of Community Planning and Development to ensure consistency with HPRP standards and guidelines. HPRP, as authorized under Title XII of the American Recovery and Reinvestment Act of 2009 (ARRA), provides financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re- housed and stabilized. As a recipient of HPRP funding, HUD encourages your jurisdiction to collaborate with eligible entities to maximize the expeditious and coordinated use of other ARRA funds. HUD further encourages grantees to take advantage of the technical assistance that has been made available by the Department.
