Year 2006 Community Development Block Grant (CDBG) Program
January 1, 2006 - December 31, 2006
This Memorandum of Understanding is for the purpose of establishing the responsibilities and
requirements to be assumed by the Augusta-Richmond County Recreation Department and the
Augusta Housing and Economic Development Department in implementing the Public Facility
and Improvements project "Henry Brigham Senior Center" as approved by the Augusta-
Richmond County Commission as part of its Year2006 Consolidated Action Plan.
PROJECT DESCRIPTION
The Project will be identified as the "Henry Brigham Senior Center". The purpose of the project
will be to expand the building by adding an additional 1,800 square feet. The expansion would
increase space for the centers senior programs such as the:
. Nutrition program
. Ceramics program and
. Office space for the Belle Terrace Neighborhood Association
The building expansion will enhance the experience for all users of this community park. In 2004
and 2005, the attendance for this active park increased by 82%. In 2006 attendance is expected to
increase with the addition of a ceramic program and from serving over 100 senior nutrition meals
five days a week.
GRANT FUNDS
Funding for this Project has been approved by the Augusta-Richmond County Commission and
the U.S. Department of Housing and Urban Development in the amount of $175,000. Total cost
of this project is estimated to be $175,000. Any costs exceeding the grant amount will be
provided through Special Local Option Sales Tax (SPLOST) funds. CDBG funds. will
specifically be used for construction hard costs only.

PROJECT ACTNITIES
The Augusta-Richmond County Recreation Department and AHEDD agree to jointly administer
the "Project" as follows:
The Augusta-Richmond County Recreation Department will:

Comply with the Community Development Block Grant regulations as set forth at 24
CFR Part 570.
2.
Comply with the procurement policies of Augusta-Richmond County and the U.S.
Department of Housing and Urban Development procurements procedures specified at 24
CFR 85.36 of the "Administrative Requirements for Grants and Cooperative Agreements
to State, Local and Federally Recognized Indian Tribal Governments."
3.
Adhere to the reversion of assets provision of the CDBG regulations at 24 CFR 570.503
(b) (8) whereas "any real property that was acquired or improved in whole or in part with
CDBG funds in excess of $25,000 shall be used for its original approved purpose for five
(5) years after expiration of agreement."

Adhere to provisions of 24 CFR 570.207 (a) (3): Political activities. CDBG funds shall
not be used to finance the use of facilities or equipment for political purposes or to
engage in other paliisan political activities, such as candidate forums, voter transportation
or voter registration. On an incidental basis, political meetings, candidate forums or voter
registration campaigns may be held provided that all parties and organizations have
access to the facility on an equal basis, and are assessed equal rent or use charges, if any.

Adhere to provisions of 24 CFR 570.200 (b) (2): Fees for use of facilities. Reasonable
fees may be charged for the use of the facility, but charges such as excessive membership
fees, which will have the effect of precluding low and moderate income persons from
using the facility, are not permitted.
6.
Adhere to equal opportunity in the provision of services. No persons may be excluded
from participation in, denied the benefits of, or subjected to discrimination under any
program or activity receiving Federal financial assistance on the basis of race, color,
religion, gender, sexual orientation, national origin, age or disability.
7.
Facility shall be accessible to persons with physical disabilities.
8.
Annual reports must be submitted to AHEDD for the next 5 years certifying that the
facility is being used as a recreation center, report on services and activities provided at
the center and number of persons participating in said programs, services, or activities.
First report shall be due January 30, 2007, for the program year 2006. The last report
shall be due January 30,2011.

The Augusta Housing and Economic Development Department responsibilities are as follows:
1. Prepare Environmental Assessment.
2. Prepare Contract Documents to include all Federal Provisions as required by the U.S.
Department of Housing and Urban Development and the U.S. Department of Labor.
3. Handle the administration of the bid process to include scheduling bid opening date,
publishing advertisement for bids, conducting pre-bid meeting, reviewing bids and
making recommendation to Commission, conducting preconstruction conference and
monitor for Davis Bacon compliance.
4. Review and authorize pay requests.
5. Report to the U.S. Department of Housing and Urban Development statistics on the
number of persons provided services or participating in activities at the facility.
