Compensation: The Firm shall perform the services outlined in this agreement for the stated fee.
Access To Site: Unless otherwise stated, the Firm will have access to the site for activities necessary for the performance
of the services. The Firm will take precautions to minimize damage due to these activities, but has not included in the fee
the cost of restoration of any resulting damage.

Billings/Payments: Invoices for the Firm's services shall be submitted, at the Firm's option, either upon completion of such
services or on a monthly basis. Invoices shall be payable within 30 days after the invoice date. If the invoice is not paid
within 30 days, the Firm may, without waiving any claim or right against the Client, and without liability whatsoever to the
Client, terminate the performance of the service.

Termination of Services: This agreement may be terminated by the Client or the Firm should the other fail to perform its
obligations hereunder. In the event of termination, the Client shall pay the Firm for all services rendered to the date of
termination, all reimbursable expenses, and reimbursable termination expenses.
Ownership of Documents: All documents produced by the Firm under this agreement shall remain the property of the
Firm and may not be used by the Client for any other endeavor without the written consent of the Firm.

SCOPE OF WORK
Goshen Industrial Trunk,
Pumping Station and Force Main
Augusta-Richmond County, Georgia

General
The work shall generally consist of preparation of construction plans and specifications for the
Construction of a Pumping Station and Force Main to serve the Horseshoe Bend Industrial Sewer
Service Area to include:
A pumping station with a peak pumping capacity of 7.6 MGD and an average pumping
capacity of 4.57 MGD. The station will be equipped with variable frequency drives and
bypass Reduced Voltage Solid-State (RVSS) "soft" starters. The initial capacity of the
station cannot exceed 2.65 MGD due to downstream sewer limitations.
The Power system will include an emergency generator of sufficient size to start and
continuously run sufficient pumps to meet the peak wastewater flow demand during
periods of power outage.
Approximately 14,900 LF of 20" force main, including, canal, road and railway crossings
and connections to the existing sewer system. The previous design for a 16" force main
from the Bennock Mill Pumping Station to the existing 18" sewer along International
Boulevard near IFF (by Southern Partners) will be utilized to the fullest extent possible
excl3pt that the force main size will be increased to 20 inch and some routing adjustments
will be made.
Design of a new sewer to serve additional properties south of IFF along International
Boulevard. The flow requirements and diameter of the new sewer will be determined as
part of the design.
Preparation of permit applications and exhibits for all roadway and railway crossings.
Survey & Geotechnical Investigation
1. Base data for the force main will be derived from data collected for the original 16" force main
designed by Southern Partners. Augusta-Richmond County will provide this data in digital
format (AutoCad R11 or equivalent DXF). Additional Survey work will be performed in areas
where routing adjustments are to be made and to provide sufficient horizontal and vertical
control. Auger borings and test borings to determine pipe bedding requirements and bearing
capacily of soils in the area of the pumping station will be performed and the data
incorporated into the plans and specifications.
Preliminary Design
1 . Base Data
a. Base data provided from the Southern Partners original design will be utilized to the fullest
exte.nt practical. The preliminary design shall include all of the base data required for the
design. Where the proposed improvements cross or are otherwise within 5 feet of the
limits of existing utilities, said utilities shall be field verified and their actual locations,
including top and invert elevations, shall be shown in the plans. The Consultant shall not
be n3quired to field verify utilities via excavation.
2. Proposed Improvements
a. Proposed improvements shall be shown in both plan and profile. Plan scale shall be a
minimum of 1" = 40'. Profile scale shall be a minimum of 1" = 40' horizontal and 1" = 5'
vertical.
b. Proposed Improvement Plans
1) Plan views shall show proposed pumping station, force main and appurtenances. All
valves, fittings, and other appurtenances shall be shown and labeled with description
and location. All roadway crossings shall be shown and labeled as either "Open-Cut"
or "Jack and Bore". Where paved roadways are to be Open-Cut, the width of the cut
shall be clearly shown and details given for subsequent repair. Where roadway
crossings are to be Jack and Bored, details shall be given for each installation.
c. Profile
1) Force Main shall be shown in profile based on elevations (MSL) plotted at every 100
foot station. Profile views shall include both existing ground profiles and proposed
improvement profiles throughout the entire length of the project. All improvements, as
sl10wn on the plan view, shall also be shown on the profile and shall be labeled with
description and location. All existing utilities crossing the proposed force main shall be
sl10wn in profile.
d. Soil Erosion and Sedimentation Control
1) v\'here appropriate, the Consultant shall delineate on the plans, measures to be taken
to prevent the movement of soil outside of the project and to prevent the movement of
soil from entering existing/new utility systems. This information may be presented on a
separate plan, if necessary.
3. Location and Project Maps
a. Plans shall include a location map for the purpose of showing the general location of the
project. The plans shall also include a project map showing the extent of the project.
Each sheet of the plans shall be represented on the project map and numbered to
.correspond with the drawings. The scale of the project map shall be a. minimum of 1" =
4QO'. A schedule of construction drawings shall be included with the project map.
4. Horizontal Control
a. The Consultant shall show in the drawings all points of horizontal control as they relate to
the base line survey. Markers for control points shall be readily visible and shall be
composed of durable material.
5. Vertical Control
a. The Consultant shall show on the drawings "Temporary Bench Marks" (TBM). The
drawings shall note each TBM and give location.
6. Cost Estimate
a. The Consultant shall develop an Opinion of Probable Construction Cost based on the
quantities of material as shown on the plans.
7. Submittal and Review
a. The Consultant shall submit four (4) sets of drawings for 30% and 60% Technical
Reviews. The Consultant shall submit four (4) sets of drawings, three (3) sets of Project
Manuals, and three (3) copies of the Preliminary Opinion of Probable Cost to the Owner
for mview at the 90% Design Stage. If required, the Consultant shall meet with the Owner
to review or otherwise discuss the Preliminary Plans.
Final Design
1. Prepare and submit detailed Bidding/Construction documents for project in accordance with
Augusta-Richmond County Standards and current engineering practice, incorporating
comments received during the preliminary design review.
Bid Phase Services
1. Assist Augusta-Richmond County with bidding of the project.
2. Analyze bids and prepare Bid Abstract.
3. Review qualifications of contractors and make Recommendation of Award.
Construction Phase Services
1. Assist Augusta-Richmond County with preparation of Construction Contract.
2. Review Contractor submittals.
3. Review Contractor's Monthly Requests for Payment.
4. Make bi-weekly visits to site for review of Work in Progress.
5. Perform Final Inspection.
6. Prepare record drawings based on Contractor's Records.

Freeman & Vaughn Engineering, Inc. provides services on a time and expense basis as follows:
1. This basis includes allowance for direct salary expenses and for direct non-salary
expenses. It also provides for services which we may subcontract to othE~rs.
2. Direct salary expenses are generally based upon our payroll costs. The payroll costs
include the cost of salaries and wages (including sick leave, vacation, and holiday pay) for
time directly chargeable to the project; plus unemployment, excise, payroll taxes, and
contributions for social security, employment compensation insurance, retirement benefits,
and medical and insurance benefits.

3. When warranted, overtime will be charged for any personnel except principals and
engineers. Overtime hours will be billed at 1-1/2 times the Individual's charge rate.
4. Direct non-salary (reimbursable) expenses, including printing and reproduction are billed
at 1.1 times actual cost. Services of outside consultants are billed at 1.1 times actual cost.
5. Billing:
Projects will be billed monthly or at the completion of the work, whichever comes first, with payment
due upon receipt. P-ayment will be considered o'.'erdue after thirty (30) days from date of in'.'oiee, with
