MEMORANDUM OF UNDERSTANDING
East Boundary Road and Drainage Improvements
Augusta, Georgia
Community Development Block Grant (CDBG) Program
This Memorandum of Understanding is for the purpose of establishing the
. responsibilities and requirements to be assumed by the Augusta-Richmond County Public
Works Department and the Augusta Housing and Community Development Department
(AHCDD)in implementing the Public Improvements project "East Boundary Road and
Drainage" as approved by the Augusta-Richmond County Commission on August 1,
2006, as part of its Year 2005-2009 Consolidated Plan.
PROJECT DESCRIPTION
The Project will be identified as "East Boundary Road and Drainage Improvements".
The project involves street widening, resurfacing roads, and improving the drainage on
East Boundary and the surrounding area. The project benefits a low and moderate (LM)
income residential area.
PROJECT BOUNDARY
The proj ect is located at East Boundary Road starting from Laney- W alh:r Boulevard to
Broad Street, Augusta, Georgia, Census Tract 6, Block Group BG-l (54.8% LM), BG-2
(79% LM) and BG-3 (73.7%) low and moderate income persons.
GRANT FUNDS
Funding for this Project has been approved by the Augusta-Richmond County
Commission and the U.S. Department of Housing and Urban Development in the amount
of $300,219.11. Total cost of this project is estimated to be $2,020,000. Any costs
exceeding the grant amount will be provided through Special Local Option Sales Tax
(SPLOST) funds. CDBG funds will specifically be used for construction materials
consisting of storm drain pipes and catch basins.
PROJECT ACTIVITIES
The Augusta-Richmond County Public Works Department and AHCDD agree to jointly
administer the "Project" as follows:
The Augusta-Richmond County Public Works Department will:
1. Comply with the Community Development Block Grant regulations as set forth at
24 CFR Part 570.

2. Comply with the procurement policies of Augusta-Richmond County and the U.S.
Department of Housing and Urban Development procurements procedures
specified at 24 CFR 85.36 of the "Administrative Requirements for Grants and
Cooperative Agreements to State, Local and Federally Recognized Indian Tribal
Governments. "
3. Submit quarterly reports on the progress of construction until completion of the
project.
The Augusta Housing and Community Development Department responsibilities are as
follows:
1. Prepare Environmental Assessment.
2. Ensure that Contract Documents include all Federal Provisions as required by
the U.S. Department of Housing and Urban Development and the U.S.
Department of Labor.
3. Attend preconstruction conference and monitor for Davis Bacon compliance.
4. Ensure CDBG funds are paid in a timely manner.
5. Report project progress annually to the U.S. Department of Housing and
Urban Development.
