"T,' ~ ,:\: #\' STATE OF GEORGIA RICHMOND COUNTY THIS AGREEMENT, made and entered into this ~ ~~ day of ~~ , 1996, between RICHMOND COUNTY, GEORGIA, acting by and through the Augusta-Richmond County Commission, a political subdivision of the State of Georgia, (hereinafter referred to as the "County"); and CSRA BUSINESS LEAGUE, hereinafter referred to as the "Organization"); WIT N E SSE T H: WHEREAS, the Organization has submitted to the County a proposal to provide certain services for the benefit of the citizens of Richmond County as shown on Exhibit "A" attached hereto and made by reference a part hereof; and WHEREAS, the County deems the services to be provided by the Organization as essential and necessary for the citizens of Richmond County and that the Organization can provide the services in a cost effective and efficient manner; NOW, THEREFORE, FOR AND IN CONSIDERATION of the mutual covenants and agreement between the parties, it is agreed as follows: (1) The County agrees to appropriate the sum of Seven Thousand Five Hundred and nO/100 ($7,500.00) Dollars for the calendar year 1996 to the Organization. (2) The Organization agrees for said sum to provide the services as provided for in Exhibit "A" attached hereto and made by reference a part hereof. (3) The Organization further acknowledges the requirements of said Amendment 73 Funding as approved by the Augusta-Richmond County Commission on October 1, 1996. IN WITNESS WHEREOF, the undersigned have caused these presents to be executed by their proper officers and hereunto set their hands and affixed their seals, the day and year first above written. ~ ... (i~1 '... ~. ~ t .. .- " ,~ Exhibit "A" The Augusta Minority Business Development Center (MBDC) provides quality consulting from a trained, professional staff who can advise individuals on starting or expanding a business. Services provided by the Center have resulted in an increase in the formation and expansion of' minority owned businesses, and a decrease in the failure rate of minority businesses. The services we offer our clients are as follows: Marketing and Advertising includes strategic market planning; market feasibility analysis; market and competitive analysis; direct service in accessing private and government contracts; advertising and promotional campaign design; registering non-retail firms in MEDA's Profile System; and Small Business Administration (SEA) 8(a) packaging. Management Services encompasses preparing comprehensive business plans; assisting management in developing and organiza- tional structure and meeting staff needs; and consulting wi th management on developing company goals and objectives. Financial Services consist of cash flow analysis; analyz- ing and recommending improvements to generate internal cash flow; preparing projections to determine financial needs; evaluating the appropriateness of various types of financing; preparing effective loan packages (including SDA, Commercial Lenders, investment portfolios); reviewing financial statements for presentation of loan proposals; and assisting in the negotiation of financing arrangements. Construction Assistance includes preparing job cost to assist in developing estimates for proposed contracts; preparing quality take-offs; developing joint ventures with experienced and capable firms; securing of bonding for contractors; developing job schedules and proper manpower allocations; F.W. Dodge Scan Services/Cost Estimating System; and Commerce Business Daily. ,The aforementioned services are nonconclusive.' If we cannot provide information or services, we will find someone who can.
