All questions must be submitted In writing to the office of the Procurement Department by Tuesday, October 20, 2009 @ 3:00 p.m. by fax at 706-821 -2811 or by mail. No RFP will be accepted by fax, all must be received by mail or hand delivered. The local bidder preference program is applicable to this project To be approved as a local bidder and receive bid preference on an eligible local project; this certificate and a copy of your local business license must be submitted with your bonafrde bid package. No RFP may be withdrawn for a period of 90 days after time has been called on the date of opening. An invitation for bids shall be issued by the Procurement Office and shall include specifications prepared in accordance with Article 4 (Product Specifications), and all contractual terms and conditions, applicable to the procurement. All specific requirements contained in the invitation to bid including, but not limited to, the number of copies needed, the timing of the submission, the required financial data, and any other requirements designated by the Procurement Department are considered material conditions of the bid which are not waiveable or modifiable by the Procurement Director. I. PROBLEM STATEMENT: The Augusta - Richmond County Engineering Department is currently requesting design services for the Wrightsboro Road Widening, Phase I Project. This work will consist of the design and preparation of construction plans in accordance with Augusta - Richmond County Plan Presentation Guide. The scope consists of improvements on Wrightsboro Road from Augusta West Parkway to Marks Church Road. Design alternatives and studies will consist of lane additions, traffic signal upgrades, and intersection modifications. II. SERVICES TO BE RENDERED: The Engineering Department expects the following services to be rendered if necessary, but not limited to the following. 1. Soil Explorations. 2. The ability to prepare permit application to the United States Army Corp of Engineers and /or required permits needed to construct the project. 3. All Engineering studies such as traffic studies, drainage design, stage construction plans, etc. 4. Surveying and Mapping. 5. Preliminary Construction Plans. 6. Right -of -Way Plans. 7. Final Construction Plans and Contract Documents. 8. Construction Observation. III. EVALUATION CRITERIA: 1. Qualifications of Company. 2. Qualifications of Key Professionals that will actually train and mentor the technical staff of the Engineering Department. 3. Work Plan and Overall Service Schedule. 4. References (include specific individuals with addresses and telephone numbers). 5. Proposed Fee (Include breakdown for each task). Contractor(s) will also be evaluated using the above listed criteria in that order of importance. Respondents must submit one (1) original and six (6) copies of their proposal in an opaque envelope to the address listed below by 11:00 a.m. on Friday, October 30, 2009. Any proposal received after this time and date will not be considered. All questions must be submitted in writing to the office of the Procurement Department by fax at 706 821 -2811 or by mail. The last day for questions to be submitted is Tuesday, October 20, 2009 by 3:00 p.m. The proposal must be signed by an official authorized to bind the firm to the project, and contain a statement to the effect that the proposal is binding for at least ninety (90) days from the closing date for submission of proposals. Whereas, the CITY desires to engage a qualified and experienced consulting firm to furnish professional services: Proposal for the design and preparation of construction plans in accordance with Augusta - Richmond County Plan Presentation Guide for the Wrightsboro Road Widening, Phase I Project. Whereas, the CONSULTANT has represented to the CITY that it is experienced and qualified to provide the services contained herein and the CITY has relied upon such representation. Now, therefore, in consideration of the mutual promises and covenant herein contained, it is agreed by and between the CITY and the CONSULTANT that the CONSULTANT shall provide the design services of the Project. DESIGN CRITERIA The following publications shall be used as the basis for the engineering design services contained herein: Georgia Department of Transportation Standard Manuals and Specifications for the Construction of Roads and Bridges, current editions, and supplements thereto; American Association of State Highway and Transportation Officials (AASHTO) Manuals for Arterial Streets, Rural, Urban, and Interstate Highways, Manual of Uniform Traffic Control Design, Development Documents, The Augusta Utilities Design Standards and Construction Specifications current edition. The CONSULTANT shall gather from the CITY all available data and information pertinent to the performance of the services for the Project. The CITY shall have the final decision as to what data and information is pertinent The CONSULTANT shall ensure that the data and information meet applicable standards as specified herein. The CONSULTANT shall report in writing any discovery of errors or omissions contained in the data and information furnished by the CITY. The CONSULTANT shall visit and become familiar with the Project site and shall become acquainted with local conditions involved in carrying out this Agreement. The CONSULTANT may request that a representative of the CITY be present during the site visit. The CONSULTANT shall recommend and secure the CITY'S written approval of, the manner of project plans presentation and the methods to be used in the plan preparation so that these plans can be best utilized, as determined by the CONSULTANT and approved by the CITY, in the orderly preparation of the detailed construction contract plans, specifications, and contracts. The AED Plans Preparation Guidelines, current edition, shall be utilized in the production of plans for the project. PROJECT APPROACH PROJECT UNDERSTANDING The Wrightsboro Road Widening project will improve the flow of traffic along one of the most heavily congested roadways in the City of Augusta. The project corridor consists of Wrightsboro Road from Marks Church Road to Augusta West Parkway, including the I -520 interchange. Wrightsboro Road serves major commercial development along both sides of the road along the whole corridor proposed for study. The density of commercial development in this area, which includes the largest shopping center in Augusta, has resulted in numerous accesses and closely spaced traffic signals along Wrightsboro Road. Six signalized intersections serving public roads and private development currently exist within the 0.6 -mile project corridor. The signal density and the high volume of vehicles depending on this corridor contribute to congestion in this area during the peak hours on both weekdays and the weekends. Cranston Engineering Group, P.C. fully understands the complexity of maintaining efficient traffic flow in these conditions. We have studied this corridor many times and know the physical and operational constraints presented by commercial developments and the Bobby Jones Expressway overpass and interchange. Cranston Engineering Group will use a combination of traffic analysis and site observations to develop a conceptual plan that considers the potential for widening, signal upgrades, signage and striping, wayfinding, and any other tools that will maximize the available capacity while minimizing negative impacts to property owners. We will then design a system of feasible improvements, prepare construction plans, and coordinate the construction of the project. Upon award Of this project, Cranston Engineering Group, P.C. will schedule a kick -off meeting with City staff in order to discuss the goals of the project, identify constraints, and present our design ideas and approach. This information will be used to develop a design concept for approval. It is our understanding that a significant portion of the surveying along Wrightsboro Road has been prepared by another firm, but may be available for our use on this project. Cranston Engineering Group will field verify this data and obtain any additional survey that may be needed for final design of our approved concept. Cranston Engineering Group also anticipates performing limited subsurface utility engineering (SUE) in order to designate utilities in the study area. We propose a Quality Level B SUE, which determines the horizontal position of utilities and surveys to project control. We will use all survey data to develop a digital terrain model (DTM) in Caice Visual Transportation version 10.1 which is used by the Georgia Department of Transportation. This DTM will be validated by the registered land surveyor responsible for the project data in order to ensure that the topographic information created for this project will provide accurate earthwork calculations following the development of the roadway construction plans. In addition to the development of topographic data, the project team proposes to perform research in order to determine the owners and extents of the adjacent properties. This property data will be validated and then provided to the engineers in order to determine if any additional right -of -way will be necessary for this project. Each parcel along this portion of the roadway will be imported into Caice Visual Transportation 10.1 as a parcel geometry chain. The project team will use the tools in Caice to develop the required right -of -way and easements for this project. Should any additional right -of -way be necessary for this project, the project team will develop plats for the City as well. Cranston Engineering Group, P.C. has included Graves Engineering Services to perform all soil sampling and testing for this project. Graves will perform approximately 10 hand auger Cranston Engineering GrouP, P.C., 452 Ellis Street, Augusta, Georgia 30901 (706) 722 -1588 borings in the grassed right -of -way areas adjacent to the existing roadway to depths of approximately three to five feet in locations where turning lane and roadway widening improvements are proposed. If the preliminary design determines that any retaining walls are needed; additional borings will be done in these areas to depths of five to seven feet. The condition/strength of the subgrade materials will be tested using dynamic cone penetration testing. Dynamic cone penetration resistances will be recorded and logged at 1 -foot intervals. Soil strength parameters and engineering properties will be determined based on correlations of cone penetration resistance and soil type as determined by laboratory testing and engineering judgment. The soils encountered will be classified using the Unified Soil Classification System (USCS). Following the field exploration and lab classification testing activities, Graves Engineering Services will prepare a report of subsurface exploration for the site. The report will contain a review of the information provided to Cranston Engineering Group P.C., a discussion of the site and subsurface conditions with relevant boring location plans, boring logs and field and laboratory test results, a description of field and laboratory testing procedures, and foundation, earthwork, and pavement recommendations. The pavement recommendations will include recommended California Bearing Ratios (CBR) and Soil Support Values (SSV) to be utilized in the design of the proposed pavement section. All field and laboratory activities shall be performed under the direct supervision of a professional engineer registered in the state of Georgia. PREPARATION OF PERMIT APPLICATIONS It is anticipated that this project will require permitting for a linear project under the NPDES General Permit for Storm Water Discharges Associated with Construction Activity for Infrastructure Projects. We will prepare and submit the Notice of Intent (NOI) and the Notice of Termination (NOT). The submittal fees are not included in our costs, as it is anticipated that they will be paid directly by the City. We will prepare the necessary documents and drawings and coordinate with GDOT. No stream buffer variances or United States Army Corps of Engineers (USACOE) Section 404 Wetland permits are anticipated for this project. For the purposes of this proposal, environmental documentation is not anticipated. TRAFFIC STmY This project will investigate improvements that will improve traffic flow along Wrightsboro Road between Marks Church Road and Augusta West Parkway. Several recent studies have been performed along this corridor including a study performed by Cranston Engineering Group, P.C. which evaluated the intersections of Wrightsboro Road with Marks Church Road and the two accesses to the Augusta Mall, and a corridor study performed by another firm. The project team will review the recommendations of these studies and determine if any additional improvements are necessary as a result of the analysis performed during this project. All Traffic Data Inc." a DBE firm specializing in traffic data collection, will perform the traffic data collection for this project. We propose to collect turning movement counts at all intersections within the project area during a typical weekday morning and evening peak period. Since this corridor serves the Augusta Mall and other shopping centers, we also propose to collect traffic data during a Friday evening peak period, and during a Saturday midday peak period. Depending on the award date, traffic data collection could fall within the Christmas shopping season, which would significantly affect traffic counts due to the location of Augusta Mall along this corridor. Following the data collection, the project team proposes to develop a SYNCHRO 7 traffic model for the project corridor. Separate models will be created for each peak traffic period studied as a part of this project. These models will be used to determine what improvements are necessary along the project corridor to provide acceptable operations to all traffic - 4— Cranston Engineering Group, P.C., 452 Ellis Street, Augusta, Georgia 30901 (706) 722 -1588 movements. The existing traffic signal timings will be used in the model to accurately reflect the existing traffic conditions. We will also investigate the development of new traffic signal timings to provide the maximum amount of progression along Wrightsboro Road during the peak traffic periods. The project team will use the tools in SYNCHRO to develop the intersection phasing schemes, network cycle lengths, intersection phase times, and network offsets. The project team also proposes to assist the City of Augusta following the implementation of these signal timings to make necessary adjustments to the timing plans based upon actual field conditions. PRELIMINARY CONSTRUCTION PLANS Preliminary roadway construction plans will be developed using Caice Visual Transportation 10.1 and Microstation J drafting software to create the proposed horizontal alignments, vertical alignments, and cross sections for the roadway improvements developed by the traffic study. Should the City require the project to be designed using Civil 3D and AutoCAD software, Cranston Engineering Group is prepared to use these software packages as well. All proposed improvements will be designed in accordance with standards listed in the American Association of State Highway and Transportation Officials Geometric Design of Highways and Streets 2004 edition as well as the design policies of the City of Augusta. Any proposed turn lanes at the intersections within the project corridor will be designed basal upon required deceleration lengths and/or the required storage lengths, which will be basal upon the capacity analyses performed during the traffic study portion of this project. As part of the preliminary plan development, a drainage study will be prepared in accordance with the requirements listed in the City's Plan Presentation Guide. The drainage study will examine the pre and post project conditions in order to determine if any detention of stormwater runoff will be required. We do not anticipate that the additional runoff volumes will warrant the construction of a stormwater management facility. However, should the drainage study find that a detention pond is necessary we are prepared to offer the City the services required to design any required stormwater detention at an additional fee. Roadway drainage will be modified where improvements are constructed along Wrightsboro Road. Any additional pavement area constructed as a part of this project will increase the 41— Cranston Engineering Group, P.C., 452 Ellis Street, Augusta, Georgia 30901 (706) 722 -1588 amount of runoff in the project corridor. The drainage study will examine the existing inlet spacing in the areas of new pavement and additional inlets will be placed along the corridor in order to minimize the spread of runoff to one half of the outside travel lane for these improved areas. The proposed drainage design will be verified using Hydraflow software to develop the hydraulic grade line in order to ensure that the proposed design is adequately sized to handle the peak runoff from the original design storm of the existing system. As per the City of Augusta's Plan Presentation Guide the preliminary plans will be submitted for review by city staff at the 30% design stage. All comments received by the City will be incorporated into the plan set and these plans will be resubmitted at the 60% design stage. All comments will again be incorporated into the plans for the final construction plans submittal to the City. At each submittal stage a detailed cost estimate will be developed for the project. These costs estimates will be created using GDOT's DETEST software which uses actual bids as the basis of unit costs for a more accurate cost estimate. In addition, the estimated cost of right -of -way acquisition will also be provided to the City. RIGHT -OF -WAY PLANS If the proposed improvements require acquisition of right -of -way or easements Cranston Engineering Group will determine the extent and location of the additional right -of -way and/or easements and will develop plats for the City which will show the required right -of -way and easements for filing in the City's records. In accordance with the City of Augusta's Plan Presentation Guide, the preliminary right -of -way plans will be submitted to the City along with the 60% complete submittal of the construction plans. Final right -of -way plans will also be submitted to the City along with the 90% complete construction plans. FINAL CONSTRUCTION PLANS AND CONTRACT DOCUMENTS Following the review of the 60% complete construction plans, Cranston Engineering Group will incorporate the review comments into the plans and will proceed to develop final construction plans for the project. When the plans are 90% complete, the construction plans will be submitted to the City again for the purposes of scheduling a final plan review with staff from the City and Cranston Engineering Group, P.C. However, any special provisions of specifications will be developed by Cranston Engineering Group, P.C. during the final development of the project plans. BIDDING AND CONSTRUCTION PHASE SERVICES Upon completion of the design and permitting phases, Cranston Engineering Group, P.C. will attend a pre -bid meeting, attend the bid opening, prepare addenda, and provide assistance with contractor selection. During the construction phase, we will attend a preconstruction meeting, review shop drawings, and review construction materials and product submittals. Cranston Engineering Group, P.C. estimates that construction of the improvements will take 32 weeks, during which time, we will perform weekly observations. Our proximity to the project enables us to be on -site within minutes to address any questions or issues that may arise.
