ARCHITECTURAL SCHEMA TIC DESIGN. AND PRELIMINARY CIVIL ENGINEERING DESIGN SERVICES (Project Title) It is agreed to undertake the following work in accordance with the provisions of our MASTER AGREEMENT for Professional Services dated May 1, 1997, A. Des(Tiption of Asshmment: The Project includes the following services: 1. Preliminary Civil Engineering Design (Basic Services) for: Curb Road Improvements, Terminal Building Area Improvements including Apron, Rental Car Ready Parking Lot Rehabilitation, Long-Term Parking Lot Expansion, and Terminal Building Water Line, hereinafter referred to as Site Improvements; 2. Architectural Schematic Design (Basic Services) for Terminal Building Additions and Renovations; and, .. 3. Predesign (Special Services) for Terminal Building and Site Improvements. 1. The CONSULTANT shall provide basic services, as described in Exhibit "C", Section I, B and Exhibit "D", Section I, B of the MASTER AGREEMENT, for the Terminal Area Improvements Project at the Bush Field Airport, herein after referred to as the PROJECT. a) PRELIMINARY CIVIL ENGINEERING DESIGN - Includes the following: - Plan Layouts 'of Site Improvements, - Utilities Coordination of Site Improvements. - Preliminary Drainage Plans for Site Improvements. - Cost Estimate(s). - Coordination with Landscape Architect. ~age 1 of 5 040198 , ~ b) ARCHITECTURAL SCHEMATIC DESIGN - Includes the following: Architectural: Code Review and Agency Coordination. Develop Alternative Approaches to design of project (sketches). Develop Alternative Approaches to construction (phasing) of project. Coordinate through Program Management with Airline Representatives, Financial Consultants, and the Federal Aviation Administration. Provide Cost Estimate(s) for each Alternative Approach. Provide Final Schematic Floor Plans, Elevations, Major Building Sections, and Materials Selection. Provide Final Schematic Design Cost Estimate. Provide Schematic Design Report. Mechanical: Disposition of Existing System, Narrative describing New Systems, Coordination of Space Requirements, Cost Estimates, and Plans. Plumbing: Disposition of Existing System, Narrative describing New Systems, Coordination of Space Requirements, Cost Estimates, and Plans. Electrical: Disposition of Existing System, Narrative describing New Systems, Coordination of Space Requirements, Cost Estimates, and Plans. Structural: Schematic Plan of New Structure (3) and Cost Estimate(s). Telecommunications: Disposition of Existing System, Narrative describing New Systems, Coordination of Space Requirements, Cost estimates, and Plans. Fire Protection: Disposition of Existing System, Narrative describing New Systems, Coordination of Space Requirements, Cost estimates, and Plans. .. II. The CONSULTANT shall also provide special services, as described in Exhibit "C", Section II, and Exhibit "D" Section II, of the MASTER AGREEMENT, for the PROJECT, which includes: a) Architectural! Engineering Survey: Perform a survey of terminal building existing conditions as necessary for PROJECT to include: Inventory and "As-Builts" of existing conditions including the following: Architecture: Collect and review Existing Owner Documents. Provide CADD-generated Plans, Sections (4), Elevations, Schedules, and Materials List. Page 2 of 5 040198 ~n. ' ~ Mechanical: Review Terminal Area Study Inventory and provide updated Plans, Schedules, and Notes. Plumbing: Review Terminal Area Study Inventory and provide updated Plans, Schedules, and Notes. Electrical: Review Terminal Area Study Inventory and provide updated Plans, Schedules, and Notes. Structural: Review Terminal Area Study Inventory and provide updated Plans, Sections, Schedules, and Notes. Telecommunications: Provide Narrative Report describing Fire Alarm, Paging, Security, Telephone, and Network Systems, b) Predesign Field Survey: Perform a predesign field survey as necessary for the PROJECT to include: Curb Road and Building Comers, Terminal Airside, Floor, Curb and Road Elevations, and Utilities. c) Predesign Geotechnical Services: Perform predesign subsurface investigation and testing and provide a geotechnical analysis and recommendations for the PROJECT. d) Inventory of Hazardous Materials: Provide survey and testing of existing conditions for the PROJECT to determine extent of hazardous materials and Cost Estimates to remove materials. B. Basis of Compensation / Period of Services: ~ I. Compensation: a) For Preliminary Civil Engineering Design (Basic Services) for Site Improvements, as described in Exhibit "C", Section I of the MASTER AGREEMENT, for the assignment outlined in Section A of this Work Authorization, the CONSULTANT shall be paid the lump sum fee of Thirtv Thousand Two Hundred and Sixty Five Dollars ($30.265), as described in Exhibit "F", Section I, of the MASTER AGREEMENT.- A breakdown of this lump sum amount is shown in Attachment 1. Page 3 of 5 040198 . l' b) For Architectural Schematic Design phase Basic Services for Terminal Building Additions and Renovations, as described in Exhibit "D", Section I, B of the MASTER AGREEMENT, for the assignment outlined in Section A of this Work Authorization, the CONSULTANT shall be paid the lump sum fee of One Hundred Eight Thousand Eight Hundred and Forty Four Dollars ($108.844) as described in Exhibit "F", Section I, of the MASTER AGREEMENT. A breakdown of this lump sum amount is shown in Attachment 2. (c) For Special Services, the CONSULTANT shall be paid the following sums: 1, Architectural/Engineering Survey: As compensation for performing predesign field surveys as outlined in Section A, IT, a. of this Work Authorization, the OWNER shall pay the CONSULTANT, the lump sum fee of Thirty Five Thousand Four Hundred and Thirty Eight Dollars ($35,438). 2. Predesign Field Survey: As compensation for performing predesign field survey as outlined in Section A, IT, b. of this Work Authorization, the OWNER shall pay the CONSULTANT the lump sum fee of Twelve Thousand Dollars ($12.000). 3. Predesign Geotechnical Services: As compensation for predesign geotechnical services, as outlined in Section A, IT c. of this Work Authorization, the OWNER shall pay the CONSULTANT the lump sum fee of Eleven Thousand Dollars ($11.000). 4. Inventory of Hazardous Materials: As compensation for inventory of hazardous materials, as outlines in Section A, IT, e. of this Wark Authorization, the OWNER shall pay the CONSULTANT the lump sum fee of Two Thousand Four Hundred and Twelve Dollars ($2,412). A breakdown of these lump sum amounts are shown in Attachment 3. IT. The services described under Section A above shall be completed within three hundred and sixty-five (365) days after the Notice-To-Proceed is issued for the PROJECT. CAFI'JON: Approval ofLPA Group, Inc., Work Authorization No.4 fOT professional services during schematic design of Terminal Building Renovation :Project. BACKGJlOUND: Work Authorization No. 4 provides for basic and special professional services for the Terminal Building Renovation Project at Bush Field Airport.. These services are to be provided in accordance with the five-year GeneoU Consulting Service Agreement. which was approved by Commission. along with Work Authorizations No.1 and No.2, on Tuesday, June 3, 1997. This phase of the project includes architectural schematic design (basic services) for Terminal Building Renovations and Additions, and pre-design (special services) for Terminal Building site improvementS. It also indudes preliminary civil engineering design (basic services) for: Curb Road Jmprovement~ Terminal Area Building Improvements including Apron, Rental Car Ready Parking Lot Rehabilitation, Long-Term Parking Lot Expansion, and Terminal Building Water Line Improvements. The initial outlay of Airport funds will be $200,000. This project ~ included in the current year budget. FlNANnAL IMPAClr: ALTERNATIVES: Without approval, Bush Field will be unable to complete the project and provide the required level of service to the general public. RECOMMENDATION: Approve Work Authoriz3tion No. 4 for professional services during conceptual design of the Terminal Building Renovation Project, as reconunended and approved by the Aviation Commission on Apo12, 1998.
