I-20 Welcome Center, Phase II
County Reference: 95-004
Attached is a Local Government Project Agreement from the Georgia
Department of Transportation for the referenced project.
The Georgia Department of Transportation will be reconstructing
and rehabilitating the Welcome Center on I-20 and require this
document to be executed as a formality. There are no costs to
. Augusta-Richmond County associated with this project.
Execution of this agreement is therefore recommended. Please
return the original to this office for further processing.

LOCAL GOVERNMENT PROJECT AGREEMENT
In consideration of the proposed improvements, the County of RICHMOND
agrees to provide or perform the following at no cost to. the Georgia
D.O.T. for project IM-20-2(161), PI # 210760, RICHMOND County:
RECONSTRUCTION / REHABILITATION / REST AREA - SR402
1-20 AUGUSTA WELCOME CENTER, PHASE 2
[] Provide all rights-of-way and/or easements needed for the construction of
project and remove existing structures or obstructions within the rights-of-way.
[X] Make all utility relocations, adjustments or betterments of publicly owned
utilities that are in conflict with construction of this project. Reimburse
Georgia D.O.T. for any damages paid to the contractor for delay of construction
caused by a delay in relocating the publicly owned utilities.
[X] Relocate or adjust all privately owned utilities to clear construction of
this project, including adjustments at railroad crossings if required.
Furnish detours, local borrow & waste pits as needed.
[] W~ support this project but choose not to commit any funding, realizing
this may delay the project until additional funding can be found.
NOTE: A similar Agreement has been sent to the City of Augusta.

RE: IM 20-2 (161) - P. I. No. 210760 - Richmond County
. Phase II Welcome Center
This letter is being written in response to your letter of request dated November 9, 1995 for an
estimate on the reimbursable utility costs on the referenced project. This office made a site
investigation and did not see any evidence of cross country utihty easements.
Utility service must be provided to the new welcome center. Augusta-Richmond County provides
water and sewer service to the existing welcome center and should be able to provide service to
the new welcome center. The cost to tie on to the existing water and sewer service lines and to
run new lines on DOT property will be DOT contract items and be paid for by the DOT.
Georgia Power Company and BellSouth will provide power and telephone service. John W}"att of
Georgia Power advised there would be no charge to provide access to power. Julie Davis of
'I BellSouth advised there would be no charge to proviae access to the telephone system. Conduits
on DOT property will b~ req~ired to extend to a ~ervice connectipn point for both power and .
telephone. These condUits WIll be DOT contract Items and be paId fot by the D.O.T. There .
should be no reimbursable utility relocations.
