Department of Transportation Federal Aviation Administration Date of Offer: September 25, 2002 Project Number: 3-13.0011-25 RECIPIENT: Airport: City of Augusta (Herein called Sponsors) Augusta Regional Airport at Bush Field OFFER THE FEDERAL AVIATION ADMINISTRATION, FOR AND ON BEHALF OF THE UNITED STATES, HEREBY OFFERS AND AGREES to pay, as the United States' share of ninety percent of the allowable costs incurred in accomplishing the project consisting of the following: Rehabilitate Runway Lighting System, Runway 17/35; Construct Apron (Partial Construction); Conduct Environmental Overview (New Terminal Area Complex Site Evaluation); Security Enhancements (Raise security fence height, install security cameras, law enforcement communications); and one hundred percent of the project consisting of the following: Electronic Fingerprinting Equipment as more particularly described in the Project Application dated September 16,2002. The maximum obligation of the United States payable under this Offer shall be $2,390,549 for airport development. This offer is made in accordance with and for the purpose of carrying out the provisions of Title 49, United States Code, herein called Title 49 U.S.C. Acceptance and execution of this offer shall comprise a Grant Agreement, as provided by Title 49 U.S.C., constituting the contractual obligations and rights of the United States and the Sponsor. TIllS will confirm, as with the previous Grant (Grant No. 3-13-0011-18), this Grant was accepted, and the Grant Agreement executed, in' accordance with the terms of the letter from former Mayor Larry E. Sconyers and Edward Skinner, Chairn1an of the Augusta Aviation Commission, dated September 24, 1998, together with your response to same dated October 9, 1998. Also, while the FAA reserves its position that the Constructed Wetlands is a non-compatible use, Augusta reserves its position that such use is compatible, subject to appropriate mitigation measures.
