Dear Drew:
In accordance with your request, we have prepared the following proposal for furnishing the
design, engineering, architecture and related services for the proposed service and maintenance
building at the Augusta Common project.
PROJECT DESCRIPTION
The project is envisioned as a multi-purpose service building connected with Augusta
Common. Its functions will include forming a two-story backdrop for the park on the east side as
a screen for the adjacent parking deck; containing public restroom facilities for men and ladies;
serving as a maintenance equipment storage and maintenance employee gathering spot for Augusta
Common and Augusta River Walk; and serving as an office facility for the Augusta River Walk
Special Events office. The site .concept is depicted on the enclosed general plan of Augusta
Common, Phase I-A, dated April 27, 2001, and the building is envisioned as a two-story structure
of approximately 5170 square feet as shown .on the attached service building concept sketch dated
6/20/00. The conceptual budget estimate for the building is $540,000.00.
DESIGN TEAM
The design team for this project will consist of the same in-house staff members of our firm
that have been working on the rest of the Augusta Common project, who will be responsible for
overall project coordination, civil engineering and structural engineering. We will employ outside
consultants for the specialty services, including Hughes/Beattie/O'Neal/Law and Associates for
architectural design; Pruett Ford Associates for mechanical and plumbing engineering; and
Electrical Design Consultants, Inc. for electrical engineering.

SCOPE OF WORK
The scope of work includes the design of all elements of the project including conceptual
design, detailed design, bidding phase services, and construction phase services.
1. Conceptual Design 05% complete stage)
We will prepare concept floor plans in close consultation with you at a schematic level of
detail. We will consult with the Augusta Historic Preservation Board of Review for their
input. We will prepare a budget cost estimate and phasing recommendations, if applicable.
2. Detailed Design
A: Preliminary Design (40% complete stage)
Upon the completion of the conceptual design phase, the preliminary design phase
will be commenced to include the detailed design work to approximately the 40
percent complete stage. Concepts and layouts will be refined in consultation with
the City, the Historic Preservation Board of Review, Augusta Tomorrow, Inc., and
others so that the design will reflect community desires and department approval.
B. Final Design (100% complete stage)
The fmal design stage will begin upon approval of the preliminary plans. Work will
include incorporating comments received on the preliminary submittal and will
involve furnishing the following items: Final plans, elevations, sections, details,
specifications, contract documents, cost estimates, and approvals.
C. Final Products
Deliverables under this proposal will generally consist of five sets of detailed
construction plans, technical specifications, contract documents, and cost estimates.
Additional copies will be available at the cost of reproduction.
Drawings will be prepared in ink on mylar film at suitable scales. Drawings can also
be furnished in digital format in' AutoCAD Release 14 format, if desired, at no
additional cost. In the case of difference between the drawings and the electronically
produced images, the hard copy tracings will govern.

3. Bidding Phase
The bidding phase will follow the receipt of approvals of the final design documents. The
work will generally consist Qf assisting the City with obtaining competitive bids for the
construction work, reviewing the bids, and recommending an award. It has been assumed
that the bidding phase will be conducted separately from the rest of the site work on Augusta
Common.
4. Construction Phase
Construction phase engineering and architectural services will consist of periodic site visits
to observe the progress and general quality of the work as it progresses; reviewing shop
drawings; preparing any change orders required; reviewing contractor's monthly
applications for partial payment; and making a pre-final and a final site visit to determine
whether or not the work has been completed in substantial conformity with the plans and
specifications. Site visits will be generally at varying intervals no less frequently than
weekly, or when called upon to observe a particular area. While more intense on-site
observation services are beyond the scope of this proposal, we have the capability of
furnishing more frequent observation or resident project representation, if those services
should be desired.
Any observation services will be for the purpose of monitoring compliance with the plans,
specifications, and contract documents, and will not in any manner be a guarantee of the
schedules, materials, appliances, or methods of the contractor, nor for the safety of the job.
It has been assumed that the contract for the building will be a separate contract from the
contract for the Augusta Common Phase I-A, but that the construction time frame will be
the same as for the site work improvements.
FEE PROPOSAL
We propose to furnish the above services for a lump sum fee of $47,866.00.
TIME OF COMPLETION
The concept design, preliminary design, and final design phases will be completed according
to the following estimated schedule, exclusive of times required for review of the work at various
stages:

* The construction time itself is approximate only, and will
be governed by several factors, including the identity and
experience of the contractor, season of the year, delivery
and availability of materials, and other considerations.
Weare prepared to begin work immediately upon your direction and expect to complete the
work within the above time frame. If, for example, you should ask us to proceed in early June 2001,
we would expect to present you with the completed plans ready to advertise for bids by September
15, 2001.
If you approve of this proposal, we are prepared to reduce it to an exhibit to the standard
form contract for the project as change of scope to our agreement dated June 3, 1999.
